1. CALL TO ORDER at 7:07 PM

3. APPROVAL OF AGENDA: Motion to approve by Palm, 2nd by Kroeger. Motion passed 5-0
APPROVAL OF MINUTES April 28, 2019- Motion by Kroeger to approve, 2nd by Palm.
Motion passed 5-0
4. PUBLIC INPUT
Citizens may speak to issues not on tonight’s agenda. Before speaking, please give your full name
and address. Please limit your comments to three minutes. No residents present.
5. SPECIAL BUSINESS
A. Presentation from Ramsey County Parks & Recreation Department – Benjamin Karp,& Mark
McCabe: See attached report. Motion by Palm to endorse with enthusiasm the Rice Creek
North Regional Trail Master Plan as proposed by Ben Karp, 2nd by Rundle. Motion passed 5-0.
6. STAFF REPORTS
A. YMCA: See attached report. Free memberships for high school students for the summer at
MVCC. Includes free lunch for members. Festival in the Park Aug 17. 5K Run at 8:30 am at
Silverview Park. Questions are coming in to reserve the Groveland tennis courts. Direct Staff
to gather more information and ask neighboring communities before PRF moves
forward on this. Do we have transportation options to support our senior residents to come to
MVCC? This is something that can be considered as the senior program moves forward, but
there are some programs where MVCC brings programming to residents in some senior
housing complexes. Music and Movies in the Park. Not this summer.
B. Public Works: See attached report. Splash pad and playground at City Hall park hoping to open
by July 1.
7. UNFINISHED BUSINESS
A. Review Park Tours:
Woodcrest: Used mostly by families with younger children who like the isolation of the park to
feel away from the city. At this time we will not make any playground improvements, and
continue to monitor the condition of the equipment. Repair the border around the playground.
Manage some trees at the edge. Manage the mosquitos. Manage the trail from the playground
to Silver Lake Road. Keep it as safe as possible for as long as possible.
Random: Replace tables in the building. Consider refurbishing the playground to give it an
updated look (painting, small surface replacement, etc). Possibly move merry-go-round and
climbing wall from City Hall to Random and add a bump-out space on the north end toward the
road to make room for that and an updated swing set. Fill with wood chips and take out the
sand. Do we wait until the park update in about 2022 or look at it sooner?
Greenfield: Playground and tennis/BB courts look great! Consider moving bleachers to the
west. This would require removing a maple tree. Possibly take out grass on first and third base
lines and replace with aglime. Pete S. has been taking pictures of baseball fields to provide us
with a visual and trending ball fields. Can we grade the outfield and fill it to make it a smoother
space. How can we improve drainage around home plate and the pitching mound? Direct Staff
to get some elevations and cost estimates.

MEETING MINUTES
Ardan: Walked the trail around the backside of the pond to scope out possibility of creating a
dog park there. Could provide fencing along the sound barrier wall and/or some space where
there is green grass on the north side nearest Long Lake Road. Easy access and parking along
Long Lake Road. Direct Staff to map out some possibilities and cost of fencing, benches,
trash receptacles, waste bags, maintenance requirements, etc.
8. NEW BUSINESS: None
9. COMMISSIONER REPORTS: Rainbow Tree Care mailing alert of Emerald Ash Borer in
coordination with the City. Encourage residents to look at the flyer and contact Rainbow if
necessary.
10. REQUESTS FOR FUTURE AGENDA ITEMS / OTHER BUSINESS: Naming City Hall Splash Pad
