ROLL CALL: Commissioners: Arel, Aukee, Curry, Kroeger, *Kunz, Palm, Rundle Staff: Peterson, Nelson | YMCA: Thomas *to be absent 3. APPROVAL OF AGENDA Agenda approved 4-0 with Items 8A and B to follow 6A and B. 4. APPROVAL OF MINUTES August 22, 2019 Minutes approved 2-0. Kroeger and Aukee abstained as they were not present in August. No September PR&F minutes – Meeting not held 5. PUBLIC INPUT Citizens may speak to issues not on tonight’s agenda. Before speaking, please give your full name and address. Please limit your comments to three minutes. No public input. 6. STAFF REPORTS A. YMCA  Reviewed provided status report  Youth in Government – Expecting 150-160 teens from 7 different Mounds View, Roseville and Columbia Heights schools  More senior programs starting in January 2020  Increased use of Fitness Center  Pursuit Church supported collection of much food, fed 500 people with 30 volunteers B. Public Works  Reviewed provided activity report  Closing of Silver View soccer field this summer helped re-establish field grass. Areas in front of goals still are a challenge. Followed by 8A and B 7. UNFINISHED BUSINESS A. Review Park Tours – City Hall Park Veterans Memorial  Reviewed pictures of other memorials.  Site Goals: No blockage of city signage and visible (not hidden)  Site Location Options: 1. Located along trailway, west of city signage, in treed area; 2. Over the current volleyball courts; 3. South of CH parking lot bearm in treed area.  Next Steps: Call meeting with those previously expressing interest in pursuing the memorial. B. Dog Park – Review map area and criteria for a dog park  Reviewed other site options – Greenfield Park (along Hillview and north side of park off Quincy)  Watershed runoff is a major consideration of site, driven by MN PCA MS4 Permitting C. Comprehensive Park Plan Did not discuss in detail. Will remain as Unfinished Business.  Random Park  Greenfield Park 8. NEW BUSINESS A. Forestry – Review Draft Best Management Practices Regarding Trees in City Parks / Right of Ways / Wooded Lots and Natural areas within the City of Mounds View  Andy Nelson (Forester) presented draft update – Very informational!  Question raised on how to educate and support residents to manage invasive species on private property? Similar to EAB program. B. Review 2020 Fee Schedule  Reviewed proposed update  Gym fees increased for 2020. Increased Event Center fees for 2021 by `~3%  Refer to Splash Pad Shelters instead of Pavillions  Softball field lighting fee amount did not change, but now applies to 2 from 4 hour time block  2020 fee schedule approved 4-0 9.
