HomeMy WebLinkAboutResolution 7382RESOLUTION 7382 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA APPROVING THE PLANS AND SPECIFICATIONS, SETTING THE BID DATE, AND AUTHORIZING THE ADVERTISEMENT FOR BIDS FOR THE 2009-2010 STREET AND UTILITY IMPROVEMENT PROJECT WHEREAS, on May 22, 2006 the City Council adopted Resolution 6823 ordering the Feasibility Report for the 2007-2008 Street and Utility Improvement Project; and WHEREAS, on December 11, 2006 the City Council held a Public Hearing and adopted Resolution 6982 approving the Feasibility Report for the 2007-2008 Street and Utility Improvement Project; and WHEREAS, on February 12, 2007 the City Council adopted Resolution 7018 approving the sufficiency of petition in opposition to the 2007-2008 Street and Utility Improvement Project; and WHEREAS, on March 12, 2007 the City Council adopted Resolution 7045 establishing the Streets and Utilities Task Force; and WHEREAS, on October 22, 2007 the City Council adopted Resolution 7176 approving the Street and Utility Improvement Program based on the recommendations of the Streets and Utilities Task Force; and WHEREAS, on February 11, 2008 the City Council adopted Resolution 7223 establishing the Streets and Utilities Committee; and WHEREAS, on March 24, 2008 the City Council adopted Resolution 7245 appointing members to the Streets and Utilities Committee; and WHEREAS, on March 24, 2008 the City Council held a Public Hearing and adopted Resolution 7243 ordering the 2009-2010 Street and Utility Improvement Project, based on the Feasibility Report for the 2007-2008 Street and Utility Improvement Project, with the addition of Red Oak Drive north of Sherwood Road; and WHEREAS, one of the duties of the Streets and Utilities Committee is to review non-standard issues for projects within the Street and Utility Improvement Program and make recommendation to the City Council; and WHEREAS, on July 28, 2008 the City Council adopted Resolution 7307 approving various preliminary design issues on the 2009-2010 Street and Utility Improvement Project including non-standard street widths, parking lanes, pedestrian corridors, and the access to County Road 10; and Resolution 7382 Page 2 WHEREAS, on August 11, 2008 the City Council adopted Resolution 7319 establishing the components of the Program to install infiltration features (later referred to as the Stormwater Infiltration Program) in conjunction with the Street and Utility Improvement Program; and WHEREAS, on August 25, 2008 the City Council adopted Resolution 7327 approving additional design issues regarding Red Oak Drive and Hillview Road in the 2009-2010 Street and Utility Improvement Project; and WHEREAS, on August 25, 2008 the City Council adopted Resolution 7328 establishing the appeal parameters for the Stormwater Infiltration Program; and WHEREAS, on September 22, 2008 the City Council adopted Resolution 7336 approving traffic calming elements on Red Oak Drive in the 2009-2010 Street and Utility Improvement Project; and WHEREAS, on September 22, 2008 the City Council adopted Resolution 7338 approving the policy to address non-conforming driveways within the Street and Utility Improvement Program; and WHEREAS, on October 27, 2008 the City Council adopted Resolution 7348 approving the lane configuration of Red Oak Drive south of Hillview Road in the 2009-2010 Street and Utility Improvement Project; and WHEREAS, on October 27, 2008 the City Council adopted Resolution 7349 approving the configuration for the intersection of Laport Drive and Edgewood Drive in the 2009-2010 Street and Utility Improvement Project; and WHEREAS, on November 10, 2008 the City Council adopted Resolution 7352 considering the appeals received for the application of the Stormwater Infiltration Program on the 2009-2010 Street and Utility Improvement Project; and WHEREAS, on November 24, 2008 the City Council adopted Resolution 7359 approving the location of sidewalk along Red Oak Drive south of Hillview Road in the 2009-2010 Street and Utility Improvement Project; and WHEREAS, on November 24, 2008 the City Council adopted Resolution 7360 amending Resolution 7307 in regard to parking along Hillview Road and Greenwood Drive in the 2009-2010 Street and Utility Improvement Project; and WHEREAS, on November 24, 2008 the City Council adopted Resolution 7361 authorizing analysis of the Ardan Avenue Drainage Subdistrict to update findings from a previous 1989 Study and determine the impact on the 2009-2010 Street and Utility Improvement Project; and WHEREAS, on December 22, 2008 the City Council adopted Resolution 7381 approving the findings of the Ardan Avenue Subdistrict Drainage Study; and Resolution 7382 Page 3 WHEREAS, plans and specifications for the 2009-2010 Street and Utility Improvement Project have been prepared in general accordance with the original Feasibility Report and all subsequent Resolutions as noted above; and WHEREAS, on November 10, 2008 the City Council adopted Resolution 7353 ordering the public improvements for Lake Court Drive and Lake Court Circle subject to the receipt of an executed Petition and Waiver Agreement and a Street Transfer Agreement; and WHEREAS, plans and specifications for the improvements to Lake Court Drive and Lake Court Circle have been prepared; and WHEREAS, the most efficient and economical means of proceeding with the public improvements for Lake Court Circle and Lake Court Drive is to combine those improvements with the improvements for the 2009-2010 Street and Utility Improvement Project under a single construction contract; and WHEREAS, the estimated construction cost of the project is in excess of $100,000 based on the plans and specifications; and WHEREAS, as per state statute, with an estimated contract amount in excess of $100,000, publication must be made at least three weeks before the last day to submit bids; and WHEREAS, it is the intention of the City to utilize Municipal State Aid Construction Funds for the designated State Aid routes within the 2009-2010 Street and Utility Improvement Project; and WHEREAS, approval of the plans and specifications must also be received from the Minnesota Department of Transportation prior to the receipt of bids for the project; and NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds View, Ramsey County, Minnesota as follows: 1. The plans and specifications for the 2009-2010 Street and Utility Improvement Project, which were prepared pursuant to Resolution 7243, are hereby approved as the plans and specifications in accordance with which said improvements shall be constructed. 2. The plans and specifications for the public improvements to Lake Court Drive and Lake Court Circle, which were prepared pursuant to Resolution 7353, are hereby approved as the plans and specifications in accordance with which said improvements shall be constructed. 3. The plans and specifications for the 2009-2010 Street and Utility Improvement Project and Lake Court Drive and Lake Court Circle are Resolution 7382 Page 4 hereby combined for construction under a single construction contract, to be referred to as the "2009-2010 Street and Utility Improvement Project", subject to the receipt of an executed Petition and Waiver Agreement and a Street Transfer Agreement. 4. The time and date for receipt of bids for said improvements is hereby established as 2:00 P.M. on January 29, 2009. 5. Staff is hereby directed to cause to be published in the official City newspaper and in the Construction Bulletin, at least three weeks before the last day to submit bids, a notice to bidders for the implementation of said project as required by law. 6. Staff is hereby directed to proceed with all activities necessary for the procurement of Municipal State Aid Funds for the improvements to be constructed along the designated State Aid routes within the Project.
