Based on our meeting Jan. 12, the Charter Ccnmission will be meeting at 7:00pm
the 2nd and 4th Tuesday of every month for the next 4 to 6 month period. This
means we wi 11 need the Counci 1 Chambers on Jan. 26, Feb. 9 and 23, Mar. 9 and 23,
Apr. 13 and 27, and May 11 and 25—for starters. Please make the necessary
arrangements. Also, would you please send a notice to all can, ission members
showing the time and dates; one notice with al ll dates shou 1 d be adequate at this
time.
Also, because of the nurber of these meetings, is there anything that can be done
to obtain a key to City Hall and the Chambers for me? I can't always count on
Jerry Linke being there.
We will have three other iters that will need to be sent to all members but I
will not have those for you until early t week. You may wish to hold off the
meeting notices until receiving those it and then make one single mailing.

Wel 1 ... not only didn't I resign but I was dumb enough to let myself be elected
chairman again. Sue Hankner is Vice -chair and Julie Trude is Secr. Sentiment
is still running against Dave Kennedy, simply to avoid the �earari of conflict
of interest. Thus, I need a tally of charges to -date frau Holmes & Graven. I
would presume they must have given us a progress billing at year-end, if nothing
else.
The really bad (?) news is that we have decided to virtually start from square -
one. Sue suggested that we go through the entire charter and develop a corrmon
theme throughout... and reach agreement on what it is we, the NEW charter
ccnrnission (all those new members, you know) want this to look and sound like.
After going through the Charter, chapter by chapter, rewriting where needed and
incorporating the changes and language we have already developed with Dave
Kennedy, PLUS addressing those items originally brought to us by the Council, we
will then present a ca, piete, cohesive package to the 0ouncil. Of course, as we
work on this, each chapter w 11 be informal I passed to the counci 1 to review and
feedback carments to us. We wi11 also be asking the legal council at the League
of Cities to informally review each chapter, before presenting it to our own
attorney. That should help minimize any additional legal expenses.
After all of that, when we finally present a package to the council, it wiil be
one that everyone has had an opportunity to see, review and oamient on at least
once...and it should be a charter that will stand up to the scrutiny of the
courts as well. We are developing an action plan that calls for meetings twice
per month until the job is om plete, and I am FAXing a separate notice to
Michelle t set the council chambers aside for us on those dates. I will be in
touch with ou about the attorney's fees next week; if you learn anything about
then be for
that I would appreciate a call (544-9131, days).
