Call to Order at 6:40 PM Roll Call: Arel, Kunz, Kroeger, Palm Staff Present: Dazenski, Prindle 2. Approval of minutes from the February 26, 2009 meeting. Motion by Palm, 2nd by Kroeger, to approve the February minutes. Motion Passed 5-0. 3. Public Input - Citizens are encouraged to speak to the Parks and Recreation and Forestry Commissioners on issues of concern. No residents present. 4. YMCA Update: Prindle: Spring sessions started. Indoor soccer, preschool tumbling, etc. Kick-off for Summer Park Program this Saturday, March 28 from 12-2 PM Will NOT be running Adult Sofball Leagues due to lack of enrollment of teams. Only had 4 teams. Healthy Kids Day April 18th at MVCC Accepting registrations for summer programs through May 1st Resident questions about considerable increase in Summer Program fees. Last year the low cost resulted in cost to City. This year wanted to have it self-sufficient and still keep 1-10 teacher-child ratio. 5. Unfinished Business: a. Music-in-the-Park: Prindle approached Spring Lake Park about this idea. They felt that with budget constraints, they would not be able to participate this year. Consider area businesses to sponsors the event. Looking at a weekday in late May or early June $300-500 cost Location: City Hall or Silverview Park Do we need to pull a permit in order to hold the event? Probably—would increase the overall cost. Direct Staff to investigate permit. Direct Staff to send list of possible sponsors to Commission. Each Commissioner will contact two sponsors to investigate possible willingness to support the program. Bring back results to April meeting so we can make a final decision and book dates. b. Lambert building replacement Staff provided photos of building condition. With budget concerns, it was recommended by Staff to wait a few months before presenting to the City Council. No safety concerns are imminent. City Council removed the budget items of engineering and building for 2009. c. Comprehensive Park Lighting Program Staff provided Lighting Needs Analysis for each park. Safety concern about no lighting at Silverview Parking lot or trails. Will start to include in the Park Improvement Plan Direct Staff to investigate cost for lighting at Silverview and contact MVPD about any lighting and/or safety concerns d. Ballfield needs analysis at Silverview Park Using 6-guage wiring for six-foot fencing. $1424 for 6-foot fencing of 14-foot length near benches only $4660 additional per field to extend six-foot fencing down both baselines For eight-foot fencing, $1300 more per field down both baselines and bench areas. $6084 for one field with 6-foot fencing, bench area and both baselines ($12,168 for two fields) $7384 for one field with 8-foot fencing, bench area and both baselines ($14,768 for two fields) Any concerns from residents about overthrows and safety? None. A resident did ask about additional fencing down the baselines to protect the fans Priorities: 1. Protect the benches 2. Along third baseline on field one, to protect the soccer fields 3. Extend fencing along all baselines Need to determine height. Park Improvement Plan says Redo Silver View Ball Field #1 and warning track at a cost of $2,000 Add to the height of the ball field backstop at Groveland at a cost of $10,000. Perhaps we bid out 8-foot fencing at both Silverview Motion by Kunz, 2nd by Kroeger to put fencing out for bids with 8-foot fencing on both fields. Go for total of 80-85 feet per baseline including bench protection. Add addendum bid for Groveland backstop to see if we can get a price break. Motion Passed 5-00 e. Contribution from Bethlehem Baptist Church. Any reports??? No feedback yet 6. New Business: a. Mounds View Coach of the Year Award. Nominations were reviewed by the Commission. Motion by Kroeger, 2nd by Arel to recommend candidate #1. Motion Passed 5-0. Palm will contact the recipient and the family of Pat Holmes to make sure they can attend the Town Hall Meeting in April. Staff will create the plaque to present. Develop a plan to get Coach-of-the-Year applications to parents at the end of the seasons with evaluation forms. MVCC will put out the nomination form with the program evaluation form for each season. b. Questions to pose for Town Hall Meeting survey. April 25th 9-12 at MVCC None specific to pose. Commissioners should plan to attend the Town Hall meeting and be at the table with the video showing, facility guides, list of email addresses, note cards to “leave a question or comment for the Commission” Finalize at April meeting. c. Possible Farmer’s Market? Idea discussed at EDC meeting Commission reviewed the staff reports. Possible locations Silverview, City Hall, MVCC parking lot Possible tie-in with Music-in-the-Park nights Continue to follow-up with EDC 7. Commissioner/Staff Reports: Feedback about tree and brush removal at Woodcrest Park: Will be on-going maintenance. Will not be cutting any value trees, the majority of our cutting will be the willow. Any news about the recommendation to the City Council to change handicapped parking spaces at Hillview to 1 space, plus access, instead of two spaces with access. Request staff follow-up. Kroeger: 10 years out based on balance of $840,000, included cost of Lambert building replacement and other PIP needs, factored in 2.25% interest and no other additions based on city developments, by 2019 a balance of $333,000. Palm: invited to Pinewood PTA meeting to discuss Park and Rec activities. Promoted Mounds View Matters. Discussed Oakwood trail and potential partnership for Adopt-a-trail with Pinewood. Palm did contact Tree Trust and has had no response yet. Arel: Resident brought concern about brush pile at Oakwood trail. Wondering if it was a city plan. It was an Eagle Scout project. Weather has prohibited further work. A chipper will be brought back for removal soon. Silverview bases: Do we need to get new bases? Need 2 separate distances. 65 and 75-foot. 8.
