Call to Order: At 7:42 PM Roll Call: Arel, Aukee, Peterson, Kroeger, Kunz, Palm Staff Present: Dazenski, DeBar, Alstine 2. Approval of minutes from the April 23, 2009 meeting. Motion by Kroeger, 2nd by Peterson to approve minutes. Motion Passed 6-0. 3. Public Input - Citizens are encouraged to speak to the Parks and Recreation and Forestry Commissioners on issues of concern. No residents present 4. Forestry Update on Emerald Ash Borer: City Forester, Rick Wriskey: A statement was read from Rick Wriskey. Approximately 332 (15%) of Mounds View’s boulevard trees are green ash. Another 100 or so in city parks. Removal and replacement cost for these trees would be approximately $300,000. There are thousands of green ash trees located on private property in Mounds View. To prevent the spread of Emerald Ash Borer the following tips are suggested: *Don’t move ash wood or other wood into or around MN *Don’t’ transport wood outside of the quarantined areas which currently includes Ramsey and Hennepin counties. *If you have a sick ash tree, call the City Forester. 5. YMCA Update: A statement was read from Pat Prindle. Check out Mounds View Matters for programs for children and adults. 6. Unfinished Business: a. Music-in-the-Park Update: June 9th, 7:00 PM at City Hall Park *Flyer distribution: MV Matters, local newspapers, Sunnyside and Pinewood Elementaries, The Twin Cities Chamber of Commerce is delivering notice 500 to area businesses including 100 flyers. Scheduled summer sports program pictures for the same evening at City Hall fields, post to area businesses and churches. On city website, will post on electronic sign near the date. *What staffing do we need for set-up and take down? YMCA/MVCC and BioLife will be working to set up and take down. * Police presence? DeBar will speak with Chief Sommer informing about the event. *Restroom facilities? We can use portable bathrooms from Oakwood and Hillview Parks. Also the MVCC and perhaps City Hall. Direct Staff to check on City Hall availability for restrooms. *Parking for band members and residents? Pat is working with SilverView Chiropractic for band members to park there. *Has the Outdoor Special Event permit been waived to exempt city-sponsored events? It sounded like the City Council was negating the current permit ordinance. We should get an official response that this is not an issue. *Sponsor tables or directions to distribute coupons? Before and after the event, not during the performance. A thank you letter has been sent asking sponsors to respond if they would like a table set up for this. *Direction for band to thank sponsors: The band has not been formally approached about this. Either the Mayor or a Commissioner should speak to introduce the band and bathroom facilities, etc. *Having water for the band: Use our sponsorship donations would be used to purchase water for the band. *Televising issues: VanAlstine determined where CTV truck, trailer and scaffolding will be located in order to televise. *Band uses PA system to announce the upcoming song, not amplifying the music. VanAlstine will be in contact with band director about connecting CTV with the PA system. *VanAlstine will contact band representative about seating arrangement and perhaps having a rep in the CTV van to help with performance video. *In case of cancellation, band representation should contact Pat Prindle who will then notify Van Alstine and City Hall to post on electronic board. b. Ball field improvements. *Groveland ball field needs overhaul according to PIP. Replace backstop with overhang backstop, fill in low spots of outfield, adjust infield size and shape with 60’ base path with base pegs. Install irrigation for field and around building. Suggestion to overlap new backstop with existing bench fencing by bringing in backstop and extending a few feet to create overlap. Direct Staff to provide a plan and schedule of work before installation. Silver View fencing needs fencing between backstops and bench fencing at both fields. Entrance should be at backstop. Direct staff to investigate feasibility of adding height to the 6-foot bench fence to reach 8-10 feet, or just put in an 8-foot fencing from bench fence toward backstop. Determine what is safest for players. Bases and pitching pad at Silver View: In April, directed Staff to order 6 movable pegs. Dazenski and Arel to set distances. Remove front pitching rubbers at all fields. Staff to determine storage of items. This will be done next week along with the installation of a new Jox Box on S.V. #1. The base pegs and Jox Box have been received. Lambert Park: Direct Staff investigate best fencing options between backstop and bench, which will also allow for pleasure rink ice flooding. c. Eagle Scout recognition: Set date to honor Eagle Scouts that helped with parks. There are five and should have two more and they may be able to make the June meeting. Dazenski will arrange to have plaques made for June presentation. d. Farmer’s Market: Would the Commission support the development of a committee to include a PRF Commissioner, EDC Commissioner, and interested residents to explore the possibility of a Farmer’s Market in Mounds View in 2010? Although supportive of the idea, the Commission does not see a Farmer’s Market under the realm of the Park, Recreation, and Forestry Commission unless a park is directly involved with the location. 7. New Business: a. Park Tour conducted prior to meeting. Parks included: Silver View, Lambert, Oakwood, Groveland, and a Hillview drive-by. The Commission toured Silver View, Lambert, Oakwood and Groveland. Parks look good and were all being well used. Ball field improvements. Discussed Lambert Building and possible location of a new building. Discussed development of a document that lists major park upgrades. Items to include might be playground replacement, trail or ball field upgrades, larger building repairs. DeBar has this as a goal to document quarterly. 8. Commissioner/Staff Reports: There has been a request to explore the possibility of a “Community Garden.” This has been tried in the past at Woodcrest Park with dwindling interest over a three-year period. *What’s the purpose in having a community garden? Discussed current role of Parks Dept. maintaining a community garden beyond general maintenance. If a group of residents are committed to having this, they should bring their plan to the Commission. Parking lot lights at Silver View. Xcel is putting a proposal together. Eagle Scout recognition Park maintenance documentation 10.
