June 25, 2009
1. Call to Order at 6:34 PM
Roll Call: Kunz, Peterson, Palm, Arel, Long, Kroeger
Staff Present: DeBar, Dazenski
2. Approval of minutes from the May 28, 2009 meeting. Motion to approve minutes by Kunz, 2nd by
Peterson. Motion Passed 6-0
3. Public Input - Citizens are encouraged to speak to the Parks and Recreation and Forestry Commissioners
on issues of concern. No residents present.
4. YMCA Update:
Things are going great. Taking registration for Fall Soccer. Fall softball leagues will include women’s,
co-ed, and a men’s double-header league.
Registrations are being taken for Fun Run during Festival in the Park on August 22.
Park rentals are going well. This weekend every park with a shelter is booked both Saturday and Sunday.
Thank you to the Public Works crew for keeping the parks and buildings clean.
5. Unfinished Business:
a. Eagle Scout recognition: Dazenski has been in touch with Scout Master and Scout Council. They were
not able to make this months meeting it looks like four will be able to make an appearance. Would this be
for the Council to make presentation? Plaques will be no problem to have made, just need to say go!
Direct Staff to invite the scouts to a City Council meeting to honor them and invite the Commission.
b. Music-in-the-Park Feedback:
There were about 100 people in attendance. Majority were not families with children, but did specifically
come for that event, not for other activities at the park. People did not leave during intermission. Sponsors
seemed happy with the turn-out. Sponsors in attendance included BioLife, Cars Bike Shop, Moes, and
DealSmart. The band representative commented they would like to do this again. Residents talked with a
City Representative asking when the next concert would be held.

Where do we go from here? If there are funds to hold another event, we could hold another event later this
summer. Do we contract a promoter? Do we write a grant? Where/how do we get other local bands?
We need to get a list of tasks written down for future events to help in a smooth running.
Resident Richard Olsen, Mounds View Lions Club, attended Music-in-the-Park events here and elsewhere
and thinks they are worth continuing. His business is willing to donate sound equipment to help the bands
that come in. He also has band contacts that he would pass along to us. Mr. Olsen is willing to approach
the Lions Club to see if they might be willing to partner with the Commission for promotions and/or
sponsorship.
Mr. Olsen will bring list of band sources to Nick DeBar along with feedback from the Lions Club. Cindy
Palm will pick up list and make some phone calls to explore the options of other bands and costs. Looking
at dates around August 11.
c. Ball field improvements.
*Groveland: Looking at adding new fabric at wings and backstop, along with horizontal cross bracing to
prevent curling up. Also add overhang to top of backstop. Improve field grading to 60-feet with base pegs.
Bring in gravel to shorten infield and adjust field for drainage. Improve irrigation in field and around
building.
Do not know if we can add to the existing fencing, or if we need to replace the entire backstop.
Silver View: Need new fabric and cross bracing for a few sections of backstop. Add 8-foot fencing
between bench fencing and backstop fencing. Angle from 6-foot toward backstop ending about 2 feet on
field side of backstop.
Lambert Park: Add overhang to backstop. Add 8-foot fencing to the bench fencing on third base line
toward backstop. Add 8-foot swing gate to bench fencing at first base line. Chain it to existing 6-foot
fence for summer season, then swing it open and chain to backstop in winter for rink flooding.
Direct Staff to find cost estimates for July meeting. Work could be done in August.
d. Park Maintenance documentation. How do we want to document when upgrades have been made to
equipment, buildings, fields, etc? Direct Staff to pull together big items (building, playgrounds, parking
lots, tennis courts, etc) from history, including cost and contractors if available. Plan to keep running
record per park in conjunction with PIP by December each year.
6. New Business:
a. Parking lot lights at Silver View Park. Xcel Energy should be putting a proposal together. $2,064
power run (one-time cost), $52 for 4 lights and $14 for 2 poles ($66 per month). Where does money to
pay the park lighting costs come from? Direct Staff to find how this gets budgeted for July meeting.
7. Commissioner/Staff Reports:
*Greenfield benches need new paint—scheduled for replacement.
*Can we get stop lines at crosswalks with roads that intersect with County 10 trailway?
*Discussion of moving pitching rubbers at Silverview park to help IBL vs. softball. Arel looking into
movable pitching rubbers and will have an off-season discussion with IBL. Softball cannot move from 50
to 52-feet.
*Parks are being well used. Can we disconnect telephone service to park buildings? Yes.
*North trailway of County 10 bid opening July 23, work can begin a few weeks later.
8. Request for future agenda items/other business
Possible Items for the July 23rd Agenda.
Discuss annual meeting with City Council.
