PARKS AND RECREATION AND FORESTRY COMMISSION

MEETING MINUTES
1. CALL TO ORDER at 6:37 PM
2. ROLL CALL: Kunz, Palm, Kroeger, Arel, Long, Aukee, Peterson | Staff: DeBar, Dazenski
3. APPROVAL OF AGENDA: Motion to approve by Palm, 2nd by Aukee. Motion Passed 7-0
4. APPROVAL OF MINUTES
A. July 22, 2010 Meeting Minutes. Minutes unavailable. Wait until September meeting.
5. PUBLIC INPUT
Citizens may speak to issues not on tonight’s agenda. Before speaking, please give your full
name and address. Please limit your comments to three minutes. No residents present
6. YMCA UPDATE
A. Program Updates via email. Fall programs now available.
Soccer begins tonight with 10 teams. Swim lesson start 9/13.
B. 2010 Music-in-the-Park Update. Successful. We have funds to run a similar format next
year. One area of improvement would be to advertise similarly to Festival in the Park one
week before. Also begin 30-minutes later.
7. UNFINISHED BUSINESS
A. Discuss Lambert Park Facilities Layout / On-Street Parking
Discussed orienting the building at an angle and remove smaller tree.
Discussed handicapped parking at current access point to parking lot (future building site)
and possibly continue toward Jackson.
Concerns about parallel parking on north side of Lambert and diagonal parking on south
side of Lambert.
Must we continue parking only on west side of Jackson south from the apartment’s
parking? Or can we shift south of Bronson to parking on east/park side?
Do we want to preserve trees on Lambert or use for parking?
Angled vs. straight 90º parking
Concerns about NOT using Park Dedication Funds for parking spaces.
Direct Staff to contact Rick Wriskey to investigate the condition and survivability of
larger trees on Lambert.
Use September 20th Street and Utilities Committee meeting which is already inviting
area residents to discuss off-street parking on south side of Lambert for
approximately 25 spaces. Jackson residents only are invited.
Direct Staff to invite residents on Jackson and Lambert to our meeting on Sept. 23rd
to discuss park amenities and scenarios.
8. NEW BUSINESS
A. Discuss/Recommend Options for 2010/2011 Ice Rink Attendants
Several options were presented to reduce costs for Rink Supervision
Option A: Keep status quo at cost of $10,500
Option B: Close Groveland. Overall cost $6700
Option C: All rinks open during Winter Break and weekends. Overall cost $7500
Option D: warming houses open only on weekends. Overall cost $5700
Look to BBC for contribution toward keeping rinks open.
Rent out Lambert to bring in revenue. Staff with attendant for pleasure rink, but hockey
assoc. would have use of rink.
Commission prefers Option A because of limited options for park usage in winter, park
equity for attendant staffing, job options for attendants. Peterson can attend City Council
meeting if needed.
If City Council does not agree with Option A, we ask for a budgeted amount they are willing
to spend and then we need to figure out how to achieve that.
B. Discuss/Recommend Improvements for Bethlehem Baptist Church Donations
$3000 for keeping ice rinks open for Option A
$1000 for L-screen for batting cage at Greenfield
$ any dollar amount toward Lambert improvements (basketball court, gazebo, fencing,
tables, walking path, benches)
C. Review Financial Reports
9. REPORTS
A. Reports of Commission Members: No input
B. Reports of City Staff:
Scoreboard at Greenfield is installed. Testing tomorrow. Batting cage posts are up,
contractor coming tomorrow to set concrete 4’ area around and install steps. Should be
ready next week. Doing woodchipping around trees in parks. Silverview ball field
maintenance. Getting ready for hyroseeding at Greenfield and Silverview. Taking care of
lighting issues at MVCC and area parks. Cleaned up tree damage from storms. Graffiti
issues.
County Rd 10 corridor trailway is nice. Median is Ramsey County, not for city to maintain.
Improvements to trailways near Edgewood MS.
Working out a ribbon cutting ceremony at Greenfield once batting cage is complete. Invite
area association players to use batting cage and scoreboard training.
Need to work out policy for use of scoreboard and batting cage this winter.

A. Next Commission Meeting: September 23, 2010
1. Review/Update Park Improvement Plan (PIP)-September
2. Review Trail & Sidewalk Plan (October)
3. Meeting with Lambert area residents
4. Need to plan meeting with City Council in October at Work Session
