APPROVAL OF MINUTES A. June 24, 2010 Meeting Minutes: Motion to approve by Kroeger, 2nd by Peterson. Motion Passed 4-0 5. PUBLIC INPUT Citizens may speak to issues not on tonight’s agenda. Dale Tchumperlund – Silver Lake Woods Townhouse Association President – commented on getting 15 softballs in one evening. City has placed pine trees, but occasionally they deal with some damage to siding and a window. Wanted to make commission aware and discuss options. 6. YMCA UPDATE A. Program Updates: Summer programs wrapping up and camps are going well. B. 2010 Music-in-the-Park Update: Good turnout last Thursday. Approximately 85 people attended from all age ranges. Also got good video and that footage will play in the near future. Next Concert is August 19th C. Kirk is leaving and will need to fill the Senior Manager position that he is vacating. 7. UNFINISHED BUSINESS A. Discuss Lambert Park Facilities Layout / On-Street Parking 1. Items Discussed: New building location in existing parking lot Pavilion in the location of the existing building Possibly put diagonal parking along south side of Lambert Ave. Potential of putting in a basketball/volleyball/tennis court where the existing swing sets are Shift fence line of ball field inside (southeast) to shorten infield. Have to move fencing; Keep full hockey rink and playground outline 2. Directed staff to provide to scale drawings to further analyze placement of building and amenities Requested to attend Street Committee August 16th meeting if Lambert Ave. parking will be discussed. 8. NEW BUSINESS A. Review Sidewalk/Bikeway Plan 1. Discussion of bike/walking routes throughout the city were discussed 2. The most recent trails/sidewalk plans were reviewed – they need to be refreshed 3. Commissioners were requested to provide feedback to staff – Dazenski and DeBar 9. REPORTS: A. Reports of Commission Members: 1. National Night out is August 3rd – contact the Police Department for more information B. Reports of City Staff 1. Project Updates/Maintenance Activities: Routine mowing, irrigation repair and analysis of moving water facilities by Silver Lake Park and County I above ground. Opening up pathways and clean-up from the recent storms. Lost many limbs and a few trees from the storm. 2. Greenfield Park Memorial Improvements: Scoreboard has arrived and will be installed shortly at Greenfield Park. Batting cage will also be installed in August. The combined total of both amenities will come in right at the donated amount. Signage acknowledging the memorial was discussed. 3. Urban Forestry Update: DeBar reports that Rick Wriskey is working approximately 8 hours per week. Focused on city property and identification of trees with Oak wilt. 10. Before speaking, please give your full name and address. Please limit your comments to three minutes. No residents present 6. YMCA UPDATE A. Program Updates via email. Fall programs now available. Soccer begins tonight with 10 teams. Swim lesson start 9/13. B. 2010 Music-in-the-Park Update. Successful. We have funds to run a similar format next year. One area of improvement would be to advertise similarly to Festival in the Park one week before. Also begin 30-minutes later. 7. UNFINISHED BUSINESS A. Discuss Lambert Park Facilities Layout / On-Street Parking Discussed orienting the building at an angle and remove smaller tree. Discussed handicapped parking at current access point to parking lot (future building site) and possibly continue toward Jackson. Concerns about parallel parking on north side of Lambert and diagonal parking on south side of Lambert. Must we continue parking only on west side of Jackson south from the apartment’s parking? Or can we shift south of Bronson to parking on east/park side? Do we want to preserve trees on Lambert or use for parking? Angled vs. straight 90º parking Concerns about NOT using Park Dedication Funds for parking spaces. Direct Staff to contact Rick Wriskey to investigate the condition and survivability of larger trees on Lambert. Use September 20th Street and Utilities Committee meeting which is already inviting area residents to discuss off-street parking on south side of Lambert for approximately 25 spaces. Jackson residents only are invited. Direct Staff to invite residents on Jackson and Lambert to our meeting on Sept. 23rd to discuss park amenities and scenarios. 8. NEW BUSINESS A. Discuss/Recommend Options for 2010/2011 Ice Rink Attendants Several options were presented to reduce costs for Rink Supervision Option A: Keep status quo at cost of $10,500 Option B: Close Groveland. Overall cost $6700 Option C: All rinks open during Winter Break and weekends. Overall cost $7500 Option D: warming houses open only on weekends. Overall cost $5700 Look to BBC for contribution toward keeping rinks open. Rent out Lambert to bring in revenue. Staff with attendant for pleasure rink, but hockey assoc. would have use of rink. Commission prefers Option A because of limited options for park usage in winter, park equity for attendant staffing, job options for attendants. Peterson can attend City Council meeting if needed. If City Council does not agree with Option A, we ask for a budgeted amount they are willing to spend and then we need to figure out how to achieve that. B. Discuss/Recommend Improvements for Bethlehem Baptist Church Donations $3000 for keeping ice rinks open for Option A $1000 for L-screen for batting cage at Greenfield $ any dollar amount toward Lambert improvements (basketball court, gazebo, fencing, tables, walking path, benches) C. Review Financial Reports 9. REPORTS A. Reports of Commission Members: No input B. Reports of City Staff: Scoreboard at Greenfield is installed. Testing tomorrow. Batting cage posts are up, contractor coming tomorrow to set concrete 4’ area around and install steps. Should be ready next week. Doing woodchipping around trees in parks. Silverview ball field maintenance. Getting ready for hyroseeding at Greenfield and Silverview. Taking care of lighting issues at MVCC and area parks. Cleaned up tree damage from storms. Graffiti issues. County Rd 10 corridor trailway is nice. Median is Ramsey County, not for city to maintain. Improvements to trailways near Edgewood MS. Working out a ribbon cutting ceremony at Greenfield once batting cage is complete. Invite area association players to use batting cage and scoreboard training. Need to work out policy for use of scoreboard and batting cage this winter. 10. REQUESTS FOR FUTURE AGENDA ITEMS / OTHER BUSINESS A. Next Commission Meeting: September 23, 2010 1. You are being sent this notice since you live in the immediate vicinity of the Park. The meeting details are as follows: PARKS AND RECREATION AND FORESTRY COMMISSION MEETING 6:30 P.M. – THURSDAY, SEPTEMBER 23, 2010 MOUNDS VIEW CITY HALL – 2401 HIGHWAY 10 A proposal to construct dedicated on-street parking on Lambert Avenue, immediately adjacent to the parkland, will be reviewed and discussed by the Commission. This parking will be similar to that constructed on Hillview Road at Hillview Park last year. Other proposed park improvements include a park shelter replacement, shifting the baseball field toward the southeast (but not the orientation), and other miscellaneous amenities. If you cannot attend the meeting, it will be broadcast live and replayed on Channel 16. You may also stream the meeting broadcast from the City’s website (www.ci.mounds-view.mn.us). In addition, you may provide any comments before or after the meeting to the Public Works Department at 763-717-4050 or e-mail at publicworks@ci.mounds-view.mn.us.
