ROLL CALL: Commissioners Present: Kunz, Palm, Kroeger, Arel, Peterson Staff: Dazenski, DeBar | YMCA: Spiczka 3. APPROVAL OF AGENDA: Motion to approve agenda by Palm, 2nd by Peterson. Motion Passed 5-0 4. APPROVAL OF MINUTES A. June 23, 2011 Meeting Minutes – Minutes were not available. Will review at August meeting. 5. PUBLIC INPUT Citizens may speak to issues not on tonight’s agenda. Before speaking, please give your full name and address. Please limit your comments to three minutes. No public input. 6. SPECIAL ORDER OF BUSINESS A. Reverse-Angle Parking Presentation (S/U Cmte. Members) – S&U Committee members Peter Martin and Brian Amundson presented on Rear Angle Parking (RAP). Requested PR&F Commission to support Committee’s recommendation to implement RAP at Lambert Park. Discussion on RAP benefits, code enforcement and application in this situation. Motion by Kunz, 2nd by Palm to reaffirm Commission’s position for 60 degree head-in parking at Lambert Park. Approved 5-0. Consensus of Commission is not to support RAP in this situation. Commissioner Palm needed to depart for the remainder of the meeting. B. YMCA REPORT 7. Rich provided status of YMCA programs; YMCA is currently taking applications for fall soccer. Over 40 attendees at July 21st Music in the Park with the Good Timin’ band. Russell Schmidt will be performing at August 18th Music in the Park. Discussed park shelter rental. Silver View is the most demanded shelter. Rich believes another Silver View type shelter would be used frequently. Proposed Lambert shelter with the extended overhang has similar attributes. 8. UNFINISHED BUSINESS A. Review Draft 2012 Budget for Parks, Recreation, & Forestry – Reviewed related 2012 budget and status. Commission needs to provide input to the Parks 2012 budget soon. As Ash Borer was identified in Shoreview recently, an action plan should be created by Mr. Wriskey by EOY2011, with draft reviewed during annual joint meeting with Council. B. Review Park Improvement Plan – Silver View Park Aerator Update: Recv’d bids for utility supply installation and equipment. Planning on 2 aerator pumps. Cost estimate for pumps and installation is $8038 - $8238. Previously rec’d $600 from BBC for aerator purchase. Motion by Peterson, 2nd by Kunz to move forward with installation of aeration system for $8000-$8300. Approved 4-0. Disk Golf tee pads. Received donation from BBC for improvements. Park irrigation site prioritization: #1) Lambert Park as part of current overall park effort. Will help revitalize field grass quicker. #2) Groveland Park as part of baseball in-field regarding in 2012. #3) Hillview Park. Greenfield Baseball Field drainage poor this year due to high rain/water levels. Hillview Ice Rink – Add to next month’s agenda. Dale and Nick to review site plan before next meeting and present options. 9. NEW BUSINESS A. Review Trailway System Map – Reviewed Oct 2008 Trailway System Map. Need to update. Parks seasonal staff to use GIS to further document system to review in August. Will attempt to visually identify trailways on future plan/map based on existing, planned, sidewalk, trail, and on-road conditions. Commission consensus was that an updated trailway plan needs to be approved by Commission to provide guidance to the S&U Committee and P&Z Commission in their efforts. B. Discuss Vandalism at Parks – Discussed recent damage to security lights, A/C units, trees, irrigation systems, Hillview/Greenfield/Random Parks playground equipment. Graffiti and portable toilet tipping/burning were also identified. Can we present historical vandalism cost estimates/actuals in the MV Matters? 10. REPORTS A. Reports of Commission Members Greenfield Park playground tube damaged. Staff fixed the tube to the extent possible. Woodcrest Park visibility poor due to willow and other over growth. Staff to review and correct if possible. B. Reports of City Staff Silverview Park Field 1 irrigated and warning track corrected. Greenfield Park building was refurbished by staff. Lambert Park Shelter update: Council added extended overhang area as alternate bid item along with premium shingles, flooring and parking area lighting. Bid opening is 4 August at 10:00AM. Council will review and decide on moving forward 8 August. Commissioners invited to attend both activities. Arden Park: Staff received a request to install a memorial bench along north side of pond next to sound wall. Motion by Kunz, 2nd by Peterson to approve memorial bench installation as proposed. Approved 4-0. 11. REQUESTS FOR FUTURE AGENDA ITEMS / OTHER BUSINESS A. Next Regular Commission Meeting: August 25, 2011 1. Recommend Ball Field Improvements at Lambert Park 2. Review Emerald Ash Borer Management Plan - Hold 3. Discuss Long-Term City Forestry Options - Hold 4. Park Focus - _Lambert, Bid/Council approval update____________________ 5. Hillview Rink 6.
