PARKS AND RECREATION AND FORESTRY COMMISSION

MEETING MEETING
1. CALL TO ORDER AT 6:36PM
2. ROLL CALL: Commissioners: Kunz, Palm, Kroeger, Arel, Aukee, Peterson
Staff: Dazenski, DeBar | YMCA: Burke
3. APPROVAL OF AGENDA: Motion by Palm to approve, 2nd by Aukee. Motion passed 6-0.
4. APPROVAL OF MINUTES
A. June 23, 2011 Meeting Minutes: no minutes present. Commissioners who were present
will check notes to see who took June minutes for approval in October.
B. July 28, 2011 Meeting Minutes. Motion by Peterson 2nd by Kunz to approve minutes.
Motion passed 6-0.
5. PUBLIC INPUT
Citizens may speak to issues not on tonight’s agenda. Before speaking, please give your full
name and address. Please limit your comments to three minutes. No residents present.
6. YMCA REPORT: Operating without a Program Director. Interview next week, hope to have a
director by end of October. Fall programs are underway. Large turn out for flag football. Club
Mid has 25-30 youth every day after school. Teen Center is open after Club Mid hours. Not too
many kids coming for that. Yoga starts this evening. Senior exercise program, card club, and
bingo beginning. Senior movie of the month starting as well. October 17th is the next movie of
the month at 1:00 for seniors. Fall Family Fun Day Saturday Oct. 15 from 11:00-1:00. $5 per
family. Friday, Oct. 28th 6:30-9:30 Halloween Teen Night. The Commission thanks MVCC for
assistance with Music-in-the-Park. Reminder to start tapping into fall leagues for MV Coach-of-
the-Year.
7. UNFINISHED BUSINESS
A. Discuss Trail way and Sidewalk System: We have a Trail way booklet from May 1992 that
needs updating. If we can get an electronic copy, we can recommend changes. There is a
map of existing and proposed trails and sidewalks from the 2008 Comprehensive Plan that
also needs updating. Can coordinate with Minnesota State Aid streets and Metro Transit
bus routes.
What constitutes a trail way? Is it just off-road, or does it include shoulder/parking lanes?
Do we need to mark it with double paint stripes?
Need to identify which existing trail ways have sidewalks and which are shoulder/parking
lanes. Then find what is connected and where gaps are.
Need to look at Street and Utilities Committee plans for upcoming street projects next year
and consider suggesting trail ways.
Kroeger, Kunz, and Peterson will meet with DeBar to discuss trail way system and
make suggestions for improvements to October meeting.
8. NEW BUSINESS
A. Recommend Improvements for BBC Donation Funding: Motion by Kroeger, 2nd by
Peterson to propose donation dedication 1) for furnishings at Lambert Park Building
(tables and chairs) and 2) Music-in-the-Park. Motion Passed 6-0
B. Review Fee Schedule:
Recommend Two-Tiers for shelter rentals:
Tier I: Groveland, Hillview, and City Hall Park shelters
Tier II: Silverview, Random, and Lambert Park shelters
Continue with 4 Classes as is
Keep $50 service fee for Tier I groups of 50 or more
Raise service fee to $75 for Tier II groups of 50 or more
Change Fees to 4-hour time blocks. Can rent multiple 4-hour blocks.
Tier I
Class I: $25
Class II: $50s
Class III: $75
Class IV: $100
Motion by Palm, 2nd by Kunz to recommend above fee structure for park shelter
rentals. Motion Passed 6-0.
Motion by Kroeger, 2nd by Peterson to keep field fee structure the same. Motion
Passed 6-0
C. Review Layout for Lambert Park Baseball Field Improvements: Fill in depressions and level
off existing field. Fencing to be put in this fall. All fencing including backstop and concrete
maintenance strip at fence base estimated at $12,000. Motion by Kroeger, 2nd by Kunz
to approve fencing cost not to exceed $15,000. Motion Passed 5-0 (Aukee absent for
vote).
Motion by Aukee, 2nd by Arel for field restoration not to exceed $7500. Motion
Passed 6-0.
D. Review Layout for Hillview Park Ice Skating/Hockey Rink Improvements. City Staff will talk
with Hillview Park neighbor directly north of proposed rink site and invite resident to
October meeting.
9. REPORTS
A. Reports of Commission Members:
Saturday, Sept. 24th 5:00 Music of the Night at Irondale High School.
Park bench at Arden Park has been installed. Consider making a trail behind compost site.
Aerator at Silverview on hold again.
Need to discuss rink attendants and hours with MVCC in October
What happened to the trees at Hillview Park? City staff looking into it. NOT EAB. Plan to
replace them.
Concern with MVCC leadership turnover. Is there a succession plan? Is there a paper
trail for new directors to follow? Will be discussed at YMCA meeting.
Why are there several white oak trees marked for removal?
Tier II:
Class I: $50
Class II: $75
Class III: $100
Class IV: $150
B. Reports of City Staff: Maintenance doing aeration and fall fertilization, working on soccer
fields, and Lambert Park. Will be getting mowers ready for next spring. Benches are
available through Ramsey County Thousand Bench Grant. Suggest along Silver Lake Road
trail way, Lambert Park, Arden. Suggest the Commissioners who are developing trail
way to consider placements. Random building had damage, disc golf hole stolen.
Term expires for some, so consider applications
C. Reverse-Angle-Parking at Lambert Park to go before City Council Monday, Sept. 26th.
10. REQUESTS FOR FUTURE AGENDA ITEMS / OTHER BUSINESS
A. Next Regular Commission Meeting: October 27, 2011
1. Recommend Ice Skating/Hockey Rink Improvements at Hillview Park
2. Review Emerald Ash Borer Management Plan
3. Discuss Long-Term City Forestry Options
4. Discuss annual meeting with City Council Work Session
