APPROVAL OF MINUTES A. June 23, 2011 Meeting Minutes: Motion by Kroeger, 2nd by Aukee to approve. Motion Passed 5-0. B. September 22, 2011 Meeting Minutes: Motion by Kroeger, 2nd by Aukee to approve. No residents present 6. YMCA REPORT: Nate Danielson from MVCC: Event Center bookings close to last year. Providing Sampler Week to increase enrollment in low enrollment classes. Active Older Adults Holiday Big Band Bash Sunday, November 13, 2011. Youth sports sessions starting, including JAMboree for ages 2-5. Beginning Winter Adult Basketball League. Coach-of-the-Year has several nominations. Coming events: Cookies with Santa Dec. 10. Snowman Building, Family Boot Hockey, Indoor family snowball fight, cookie decorating, hot chocolate, candy cane scavenger hunt. 7. UNFINISHED BUSINESS A. Discuss Fee Schedule Rates for Athletic Field Rentals: As proposed in September minutes, leave field rates as is for now. Investigate neighboring communities to determine change in rates for next year. How do MVCC softball leagues pay for field use? Does the league fee take into account the field maintenance? Direct MVCC staff to investigate for spring of 2012. B. MOTION BY KROEGER, 2ND BY AREL TO MOVE ITEM 8A HERE. MOTION PASSES 5- 0. C. Discuss Trail way and Sidewalk System: Kroeger, Kunz, and Peterson developed a trail way summary with priorities. Use to make suggestions to Street and Utilities Committee and City Council as street projects develop. Question whether Groveland, Arden and Hillview should be bikeways as well as walkways. Could be an issue due to being state aid roads. Motion by Kunz, 2nd by Kroeger to recommend to the Street and Utilities Committee and the City Council that a walkway or trail way be constructed on the north side of County Rd H between Silver Lake Road and Long Lake Road; and to further consider extending the walkway or trail way to Edgewood Dr. Motion Passed 5-0. 8. NEW BUSINESS A. Recommend Ice Skating Rink Locations and Hours for 2011-2012: Reviewed rink usage. Motion by Palm, 2nd by Arel to recommend flooding and warming Groveland. Keep building closed during the week unless MVCC uses it for skating lessons or if it’s rented by a private party. Staff by MVCC on weekends and during Winter Break. (Weekends include days MV School District is closed to students (i.e. MLK Day and Presidents’ Day). Motion Passed 5-0. Post hours at buildings, on website, and in MVMatters. Have two sets of hours at Hillview and Lambert: one for school days 4-9 PM, the other for weekends and breaks 12-8 PM. Motion by Palm, 2nd by Kunz to have Hillview and Lambert days of operation as weeknights, weekends, and Winter Break. (Weekends include days MV School District is closed to students (i.e. MLK Day and Presidents’ Day). Motion Passed 5-0. Recommend weeknights 4-9 PM, weekend hours 12-8PM. Winter Break and MV School District days off 12-8PM. 9. REPORTS A. Reports of Commission Members: Pinewood Fall Parade 10/28 at 2:45. Lambert Park Building coming along. Will have to wait on field repair until spring. Rick Wriskey was planting saplings at Arden Park! B. Reports of City Staff: Finished aerating and fall fertilizing. Drop in vandalism. Working on leaf removal and pulling up items for winter (batting cage, tennis and volleyball nets, etc.). Sidewalk improvements at MVCC. BBC donation recommends $4500 for Lambert Park Shelter Furniture Improvements. 10. REQUESTS FOR FUTURE AGENDA ITEMS / OTHER BUSINESS A. Motion Passed 5- 0. 1/1 M E M O R A N D U M TO: PARKS AND RECREATION AND FORESTRY COMMISSION FROM: NICK DEBAR | PUBLIC WORKS DIRECTOR DATE: NOVEMBER 17, 2011 RE: RECOMMEND APPLICANTS/OFFICERS FOR PRF COMMISSION APPOINTMENTS Terms of three members of the current Parks and Recreation and Forestry Commission are set to expire at the end of this year. The current status of Commission memberships are as follows: Commission Member Term Expiration Gerald Arel 12-31-2011 Dale Aukee 12-31-2011 Dave Long 12-31-2011 John Kroeger 12-31-2012 Darren Peterson 12-31-2012 Jerry Kunz 12-31-2013 Cindy Palm 12-31-2013 The City solicited applications from residents interested in serving on the Commission, and two applications were received (see attached). The two applicants are current Commissioners with terms expiring. The current Commissioner who did not reapply indicated that he will be retiring from the Commission. The Commission will need to make appointment recommendations for the vacant seats and a Chair position for next year’s meetings. These recommendations will be forwarded to the City Council for consideration. The City Council is anticipated to make appointments at their December 12, 2011 regular meeting. ITEM NO. 8B
