ROLL CALL: Commissioners: Kunz, Palm, Kroeger, Aukee, Peterson Staff: Dazenski | YMCA: Danielson 3. SPECIAL ORDER OF BUSINESS A. Oath of Office for Commission Members (Long). Not present. 4. APPROVAL OF AGENDA: Motion to approve by Palm 2nd by Peterson. Motion Passed 5-0 5. APPROVAL OF MINUTES A. January 26, 2012 Meeting Minutes. Motion to approve by Kroeger, 2nd by Kunz. Motion Passed 5-0. 6. PUBLIC INPUT Citizens may speak to issues not on tonight’s agenda. Before speaking, please give your full name and address. Please limit your comments to three minutes. No residents present. 7. YMCA REPORT A. MVMatters is out and coming to homeowners soon. New programs include art, lacross, and fitness. Summer soccer, t-ball, and softball league registrations due April 27th. Rally Day March 3rd from 10 am-12 pm Summer kick-off to register for summer park program Spring Fling April 14th for sample classes and summer program discounts. Event Center is booked Saturdays April through September 2012. Music-in-the-Park bookings include Northwest Suburban Concert Band, Teddy Bear Band, and potentially the Percolators. B. Discuss Coach of the Year Award: two nominations received. Will be asking for more to review next month. 8. UNFINISHED BUSINESS A. Discuss Trailway and Sidewalk System: We need to define walking/biking/trailway terminology. If there is a sidewalk, but not enough space for a bike lane on the roadway, how do we define that? Need to determine signage. Currently do not have any rules about pedestrian and bike directions (walking on right, biking on left side of roadway). Kroeger will reconcile 1992 plan with current proposal for next meeting. B. Discuss Ice Hockey and Skating Rink Improvements at Hillview Park: Need to look at potential elevation correction. May move it a bit south, which would involve moving the existing light poles. Considering aglime base similar to Lambert Park rink, which is usable in summer. Once we determine exactly what to do, the project should take about a month. Much work can be in-house, but some contractor work will be required. Need to make sure any melting from the rink will be absorbed by existing drainage. Want September construction. We need to discuss specifics and make recommendations by June meeting. Discuss costs at March meeting, and draft layout at April meeting. 9. NEW BUSINESS A. Review Municipal Code Chapters 405 and 1204: Reviewed code 405: There is an opening for a Commissioner. Public encouraged to send applications to City Hall. Question 405.07 Subd 12: “Advise the City Council regarding sanitation and reforestation programs within the City.” What does “sanitation” mean? Would this be sanitation at parks? There is nothing in the ordinance about forestry, however forestry was assigned to the Commission to comply with Tree City USA qualifications. Should a section be added about forestry? Such as overseeing the forestry document, and an annual meeting with a forestry expert accepted by the City. Need to clean up terms. 405.01 states, “The Parks and Recreation and Forestry Commission is referred to herein as “the Commission.” However 405.02 Subd 1 and 405.05 Subd. 2 state “Parks and Recreation Commission.” Discuss sanitation and forestry questions with City Council at annual meeting in April. Question 1204.02 Subd1b: Question footnote 7: “See Section 203.06 of this code”, should be 203.05 “Park and Playground Fund” Code Chapter 1204: 1204.02 Subd 1b: Need to verify and perhaps change term “Park and Playground Fund” to “Park Dedication Fund.” Add clarification to beginning “Park and Recreation and Forestry Commission referred to herein as “the Commission.” Then change 1204.02 Subd 2 “Parks and Recreation Commission” to either “the Commission” or “ Parks and Recreation and Forestry Commission.” 1204.02 Subd 2: The Commission has not been approached for land dedication, but cash payment has been the status quo. Do we need to clarify this with the City Council? For example the townhouse development on Long Lake Road and County Road H2, was parkland dedicated, or a cash payment made to the Park Dedication Fund? Direct Staff to answer this question at March meeting. B. Review Park Improvement Plan (PIP) $35,000 carryover for Lambert Park building construction: is this in addition to $260,000 from 2011, or in addition to? What is the $25,000 for Park Improvement Program for? Maintenance? Improvements? Repairs? Is it for things like replacement of tee pads, volleyball court perimeters, jox boxes, lighting upgrades, parking lot lighting, etc? Considering aglime and reverse curbing for tees at disc golf course at Silverview Park If there are not grant funds for County Road 10 trail way, suggest using money budgeted for trail way development to fund other trail way projects within the city as determined by our recommendations. 10. REPORTS A. Reports of Commission Members: Kroeger-Lambert Park Building is looking great on the inside as well as the outside! Aukee-Tobacco Free Park signs at Greenfield ball field needs replacing. Palm-Discussion of possibly hosting a Mothers’ Day walk for Breast Cancer, similar to the walk at Mall of America, at Silverview Park. Talk to MVCC about possible hosting. B. Reports of City Staff: Nothing to report 11. REQUEST FOR FUTURE AGENDA ITEMS / OTHER BUSINESS A. Next Regular Commission Meeting: March 22, 2012 1. Discuss Long-Term City Forestry Options 2. Review 2011 Parks Annual Report 3. Recommend Coach of the Year 4. Review Proposed changes to Chapter 605-Tree Disease and Pest Control 5. Review for Joint meeting with City Council (April 2, 2012) 6. Annual Park Tour 7. Park Focus -- Silverview Park layout in order to determine playground placement 8. Park Focus – Hillview Park rink, building maintenance 12.
