MEETING MINUTES
1. CALL TO ORDER at 6:31 PM
2. ROLL CALL: Commissioners: Kunz, Palm, Kroeger, Aukee, Peterson, Arel, Long
Staff: Dazenski | YMCA: Danielson
3. SPECIAL ORDER OF BUSINESS
A. Oath of Office for Commission Member Long
4. APPROVAL OF AGENDA: Motion by Palm to approve, 2nd by Peterson. Motion Passed 7-0
5. APPROVAL OF MINUTES
A. March 22, 2012 Meeting Minutes. Corrected one spelling error. Motion by Kroeger, 2nd by
Arel. Motion Passed 7-0
6. PUBLIC INPUT
Citizens may speak to issues not on tonight’s agenda. Before speaking, please give your full
name and address. Please limit your comments to three minutes. No residents present.
7. YMCA REPORT
Spring 2 Session is underway with arts, sports and fitness classes. Summer leagues for youth
and adults registration deadline April 27th. Summer Park Program has room in half-day
program. Play days in the park still has room 9am-12pm. Adult sand volleyball league B and C
levels open for registrations in mid-May. Will have summer swimming lessons offered. Even
Center has lots of bookings. Music-in-the-Park ready to go for June (North Suburban Band),
July (Ken Lehm and Friends), and August (Teddy Bear Band). Building will have work done on
roof and carpeting. Summer hours starting May 29th. Dance recital May 4th. May 5: Pitch, hit,
and run event.
Request staff to find status for BBC contribution history and current donation for May
meeting.
8. UNFINISHED BUSINESS
A. Discuss Trailway and Sidewalk System Plan:
Consider researching county roads and plans from Ramsey County. Research possible
land ownership regarding adding trailways to connect what is existing on city property.
Prioritize inner-city needs that can be filled along with maps to identify gaps and timelines
recommendations. Send trailway ideas to Planning and Zoning Commission as well as
communication with Street and Utilities Committee to coordinate with upcoming projects.
Submit changes or edits to Peterson and Kroeger by May 11th.
9. NEW BUSINESS
A. Discuss Adopt-A-Park Program: We have a program in place. Encourage interested parties
to contact Steve Dazenski. Will advertise on website and MVMatters. Have MVCC pass out
flyers to building renters to promote.
B. Review Municipal Code Chapter 203 (Funds):
Discussed Lakeside Park Fund, Park and Playground Fund, and Recreation Activity Fund.
203.04 Subd 2, 4 and 5: Lakeside Park Fund: Need to clarify “Director of Parks, Recreation
and Forestry…” Is this the Commission or the Public Works Director?
203.04 Subd 6: The Council may transfer funds into the “Recreation Activity Fund” from any
source… should say “into Lakeside Park Fund.”
203.05 Park and Playground Fund. Is this the Park Dedication Fund? Should it be
renamed?
203.06 Subd 2, 4 and 6: Recreation Activity Fund: “Director of Parks, Recreation and
Forestry”
How do we get errors or questions answered regarding changes in the terminology of the
code? Do we need to go through the Charter Commission? City Council? City Attorney?
Should we invite Mark Beer to a meeting to discuss funding sources?
C. Added Item: Ordinance 871 Chapter 605: Shade Tree Disease and Pest Control
adjustments made by City Council
D. Discuss May Parks Tour Agenda and Yearly Tour Schedule
Lambert Park (5:30) then Lakeside Park if time.
10. REPORTS
A. Reports of Commission Members:
Peterson: We need to be realistic about our priorities each year for what our staff can
handle and what our financial resources can accomplish.
Kroeger: Status of Lambert Building? Not ready for rental as final inspector has not
occurred. Need to hear from City Staff if they feel we cannot complete Lambert playground,
Silverview Trail, and Hillview Rink all this year so we can prioritize.
Palm: What is the process for signing trails when we spray? Once it’s dry it’s fine.
B. Reports of City Staff: Dazenski: Sprayed for crabgrass, broad leaf and clover control.
Spring fertilizing done in all parks. Irrigation has been turned on. Drinking fountains on, nets are
out. Ball fields are in operation as is soccer at Silverview. Litter and vandalism is still an issue.
11. REQUESTS FOR FUTURE AGENDA ITEMS / OTHER BUSINESS
A. Next Regular Commission Meeting: May 24, 2012 (7:00 start time)
1. Parks Tour (5:30 – 6:30 before meeting)
2. Review Municipal Code Chapter 909 (Parks & Recreation)
3. Cost estimates and layout options for Hillview rink
4. Silverview Trailway replacement: Debar and Dazenski
5. BBC history and update
