MEETING Minutes
1. CALL TO ORDER 6:31
2. ROLL CALL: Commissioners: Kunz, Kroeger, Peterson, Arel, Long, Palm arrived at 7:24.

3. APPROVAL OF AGENDA – Arel moved approval, Long second, Kroeger proposed moving
item D to beginning of new business. Motion Passed 5-0.

6. SPECIAL ORDER OF BUSINESS
A. Public Information Meeting for Proposed County Road H Sidewalk Improvements
Nick had invited several residents along county road H between Edgewood Drive and Silver
Lake Road. Several were in attendance. The sidewalk is a missing link in the city trail
system. This segment has come up because to the foot traffic particularly the students.
Woodcrest Drive was in the original map by the Trailway Advisory Group. The City Council
at the time of the Street Project decided Woodcrest Drive was not the ideal location for a
sidewalk. There is a sidewalk at Silver Lake Drive and at the other end, is Edgewood drive.
The county has jurisdiction over county road H. What is being proposed is a 6.5-foot wide
sidewalk directly adjacent to the street. The existing 5.5-foot wide “bike lane” would remain.
There would be no cost to the residents; the county traditionally pays 25% and my pay up
to 50% of the cost of the improvement. Nick acknowledged some issues, the signal light
and the bus stop, possibly some hedges and tree that may need to be trimmed, some
driveway between Red Oak and Sunnyside that may have a back slope, and some work
may need to be done to help alleviate storm water.
1. Scott Merrell 5946 Red Oak Dr: Would the curb be where the current location is? Feels
sorry for those with short driveways and hedges. Likes the layout of the new proposal.
Acknowledged the layout is better and if for the project.
2. Al, 5064 Irondale Road: Concerned about his Chinese Lilacs because the roots are 12
feet back from the curb. Will there be any impact on those? Nick offered to meet with
the resident to determine the impact. The front part of his drive is bituminous, the
concrete. Wondered if the whole thing could be made cement. Nick acknowledged all
the bituminous may need to be removed. Private improvements can be worked in.
3. Deb W ard 5086 Long Lake Road: issues with sidewalk on both sides of road. People
are using “bike lane” as turn lane. Complains that there is a proposal to widen County
Road H. What will we do if that happens? Nick explained that he had not heard of any
proposal to widen County Road H. Her house is close to County Road H. She is not in
favor of the project. She said her house is close to the road. Nick said the house had
been built before there were setback requirements. She complained the sidewalk would
be covered by snow and how much the snow gets pushed up in her yard. Nick said
Edgewood Drive is similar to Long Lake in that snow may need to be physically
removed to keep the road and sidewalk clear. She runs a business out of her house
and also would have the narrow strip. Issues were: 1) tuning in bike lane, 2) why both

sides of County Road H? 3) where would her mailbox be? Nick stated 1) turn lane
would be addressed in final design, 2) there are 3 schools in the area so trying to
maintain safe walking paths and crossings. John reiterated the need for students to be
able to safely get to school. Darren reiterated the need for contiguous paths, avoiding
extra crossing of County Road H. The current path is disjointed with paths and
sidewalks that are not connected.
4. Scott Marral 5046 Red Oak Drive: There is a slope on both sides of his drive, when and
how would that be handled? Nick: That would be handled in the design phase. There
would not be a retaining wall if possible, maybe a berm to keep the water on the
boulevard. Scott had particular questions about how that would be handled. Nick said
they would work with the property owner to implement the homeowner needs. There
may be a few between Red Oak and Sunnyside that may need to be built up to control
storm water runoff. Nick suggested they look at Edgewood drive north of Woodcrest to
see actually how those are handled.
5. Dan 5046 Eastwood Road: Has a privacy fence. W ould damage be paid for from
plowing? Nick stated if the fence is located in the right-of-way, it would not be covered;
but if it was located on property, the city may pay.
6. Kimberly Thompson 5051 Long Lake Road: The sidewalk would end up within 20 feet of
her house. She would no longer be able to have 4 cars on her driveway. Where would
her guests be able to park? She has lived on County Road H for over 40 years.
Complained bikes use the sidewalk. Said she had talked to a realtor about the impact
on property values. Stated she has seen people cross back and forth. Feels it would
seem like an extension of the road. She is opposed to the plan.
7. John spoke on what Ramsey County would do about vetting out what their long terms
plans would be.
8. Darren and Nick discussed the timing of the project, most likely next year. Darren
thanked the citizens for coming; Nick reiterated this is a proposal that would be brought
to city council for final approval.
7. STAFF REPORTS
A. YMCA, Tumbling, Swimming, Senior Picnic 5 came for food, will try different approach next
year. Starting to look at fall programs, soccer registration is open now, Summer Park
program finishing. Music-in-the-Park: Ken Lund was not a hit. 5K August 18th is getting
some registrations. Medtronic has been using the gym. Safety Camp canceled due to low
enrollment so will schedule earlier in the year next year. Ashley will be promoted within the
YMCA so there will be an opening. Next Music-in-the-Park will be the Teddy Bear Band.
B. Public Works – Update from Steve Dazenski, see the packet. Nick added Lambert is
complete. Remaining item is specs called for copper main power conductor. The
subcontractor put in aluminum. OK per code, but with the 300 amp panel the service is now
restricted to 230 amps, However the credit proposal was $5000, but we are looking at
replacing back to copper. Need to find out if the wire was installed in conduit, if not it will
have to be replaced. We are all in agreement that the wire be replaced to copper.
The aerator at Silver View wiring has been installed by the power company.
John questioned the volleyball court at Groveland, could this be fixed up a little more?
With the bridge at Groveland Greenfield damaged, we all felt the bridge should be taken
out.
Cindy asked about whether we needed to recommend removal of the fire pit. Cindy and
John will inquire about Scout use of the fire pit, the pit may predate Dave.

Cindy asked about the cost of replacing the sand with wood chips. Estimated about $7500.
There was some discussion about the sand wasps. Agreement is to replace sand with
chips as playgrounds are upgraded.
8. UNFINISHED BUSINESS
A. Recommend Playground Improvements at Lambert Park – Nick: Soil correction and
irrigation are left to be done. Irrigation is recommended to promote a healthier turf with the
use the park sees. Do we want to proceed with the proposed playground? Will install the
fencing and backstop. Still evaluating the selection on the table and chairs for the building.
Whether to pave the tanker truck approach. Grading the field, put in a storm drain to
promote drainage. John said “Get It Done!” Cindy agrees, we all agree that we have
recommended all of those things, other than the playground. The $10,000 savings would be
the removal of about ¼ of the “big kid” portion of the playground. The original proposal was
$72000 for the playground. John feels get it done. Darren agrees, the cost is what it is.
Dave agrees with Darren. Gerald gives it the green light. Nick stated the balance of the
Park fund is $540,000. Gerald brought up donating the playground to a nonprofit for
retrofitting and sending to a foreign country. Cindy is concerned about the location of the
swings. Color select Maroon and Gold, number 5 and 2, Minnesota Colors, Jerry made a
motion that we proceed with the playground as original proposed as a price of $72,744.67
coming from the Park Dedication Fund, in Maroon and Gold, to be installed this year.
Second by Cindy. Discussion on Funding Source and scheduling. Reworded original
proposal to reflect discussion. Cindy accepted amended motion, Should go to the council
on the 13th. Estimated 8 weeks from go date from City Council. Motion Passed 6-0.
B. Review Park Improvement Plan – move to next meeting – keep at beginning of unfinished
business
C. Review BBC Donations and Expenditure Status move to next meeting - move to next
meeting – keep at beginning of unfinished business
D. Recommend Irrigation and Baseball Field Improvements at Lambert Park – Nick: quotes for
irrigation, low quote $19,970 to do the entire park. Quote for fencing estimated at $10,640.
Estimate of $4000 for soil correction and grading. Motion made by Palm, “Proceed with
Lambert Park ball field improvements not to exceed $40,000 to come from Park Dedication
Funds.” Second by Long. No discussion. Motion passed 6-0
