A. June 28, 2012 Meeting Minutes: Motion to approve by Arel, 2nd by Aukee. Motion Passed 4-0
with Kroeger abstaining.
B. July 26, 2012 Meeting Minutes: Amended some typos. Motion to approve minutes as amended
by Kroeger, 2nd by Arel. Motion Passed 4-0 with Aukee abstaining.

6. STAFF REPORTS
A. YMCA: Danielson update: Fall programs ready to go. Fall soccer registrations more than last
year. Music-in-the-Park great turnout in August with Teddy Bear Band. 5K Fun Run had 86
entrants. Blood Drive Wed 9/26 from 2-7 pm at the MVCC Event Center. Registration on
Facebook or call MVCC. Amy Doten is new Senior Development Coordinator.
B. Public Works: DeBar: Maintenance as usual. Working out conductor issue at Lambert Park
and getting ready to finish it. Irrigation and playground approved by City Council. Still need to
bring forward ball field and fencing items to City Council at September meeting. Silverview Park
aerator is currently being installed. Pavement conditions at Silverview Park trail are showing
wear and tear. Staff will work with a consultant to identify recommendations for improvement.
Probably not an issue with the portion of the trail that is on the property at Scotland Green
Apartments, however we may need to investigate city responsibilities. Rick Wriskey has been
out checking for EAB and working with resident reports, but nothing yet. Wriskey has been
working with the grant that we received for treating ash trees, and checking for tree removal.
Seasonal workers are leaving, but one will continue to stay on through fall.
7. UNFINISHED BUSINESS
A. Recommend Proposed County Road H Sidewalk Improvements: DeBar reviewed proposal.
Ramsey County is part of the final design phase with city staff. Budgeted out of special projects
fund with trailway improvements. We still need Ramsey County to agree to cost-share 50%
before we put forth more time. Palm concerned about loss of land to homeowners nearby.
Currently has a bike lane on north side. Residents report that students walk the south side on
that sidewalk and cross over to Edgewood when necessary. Kroger feels this is a break in the
trailway system that needs addressing. Feels we can recommend to move forward and let City
Council decide the rest of the detail. Aukee says the road is a busy corridor and benefit the city
especially with three schools nearby. Sees need for sidewalk despite hardship on residents.
Motion by Kunz to proceed with design phase of the County Road H sidewalk project. No
second. Motion by Kroeger to recommend to the City Council to move forward with the
next phase of the sidewalk on the north side of County Road H to support the pedestrian
movement from Edgewood, Irondale and Sunnyside schools on either side of the road,
that is consistent with our current draft of the trailway plan. Second by Kunz. Discussion:
Palm questions if the City Council has our current proposed trail way plan. They have the 2008
trailway plan map. Aukee suggests recommending to the City Council to continue with the CRH
sidewalk improvements as consistent with the PRF plan. Kroeger reports 1992 Comprehensive
trailway plan notes “not enough room for on-street trailway, possibly enough right-of-way for
off-street trail.” Motion Passed 5-0.
B. Review Park Improvement Plan: Discussed park lighting. As bulbs and systems go out,
replace with more efficient ones. Direct staff to bring forward any information they have
about existing lighting at parks, what needs to be changed, and a timeline for making
the changes. Change “Replace Silverview playground equipment” to Lambert Park in 2012.
Add Silverview Park playground replacement to 2013. Move security lighting to 2013.
Are BBC donations that are designated for park improvements already in the Park
Dedication Fund, or in the General Fund? DeBar will find out how these funds are stored
and recorded for distribution.
C. Review BBC Donations and Expenditure Status: Concerned about “unknown” status of Feb
2008 and Aug 2008 donations. DeBar and Palm will research. Move Trailway project from Apr.
2009 to 2013. Move March 2010 Trailway amenities and picnic tables to 2013. Need to
discuss March 2011: Silverview Park asphalt disc golf tees. Those who use the course say they
would step off onto the grass and not use the asphalt tee, so need to decide what to do with
that allotted $2000.
D. Recommend Ice Hockey and Skating Rink Improvements at Hillview Park: Considering
removal of existing hockey rink and replacing with a larger rink at the north end of the park 70’
x 150’. Seed area between park building and new rink. Leave existing light fixtures, but rotate
to the north. Add some light poles to the north side of new rink. Would still have pleasure rink
between building and new rink. If we irrigated, then just pull the heads when blow out the lines
before flooding the pleasure rink. To add 4 total fixtures added to the existing light fixtures to
the north side, and adding two light poles to the north of the new rink, $16,000. Hockey boards
for materials and supplying a working supervisor $20-25,000. Grading and removal of existing
rink, bring in aglime: $10,000. Total $50-55K for entire project before irrigation. Current budget
can accommodate this, but we would have to move some items and repurpose some items.
Suggest money comes from $6K from BBC allotment, $10K from CIP allotment, $27K from
lower cost of playground as budgeted from Silverview to Lambert. Remaining $7-12K we
believe exists in remaining PIP as $25K is allotted annually and not all has been used. Also
allotted $13K in CIP for security lighting that will not be used this year. Jerry says “get it done.”
Motion by Kunz to proceed with the Hillview hockey rink at the estimate of $50-55K
using the money from deferred projects and under-budgeted items as mentioned above.
2nd by Aukee. Motion fails 2-3. Direct staff to get more concrete numbers for 2013 budget.
8. NEW BUSINESS
A. Recommend Expenditures for July 2012 BBC Contribution: $7,000 to complete the flooring at
Hillview Park Building.
9. COMMISSIONER REPORTS: Kroeger submitted a request to update our last park video.

Mounds View Community Center / YMCA
Program Update
1. Programs:
1. Fall Programs – Pottery is a hit, Dance, painting, Zumba
and swimming are running.
2. Flag Football: League is going great ended up with 3
teams; play at New Brighton is going great.
3. Fall Soccer: Adapting well with Oakwood closing, found
people are using field without paying for them, and people
really like Oakwood for the community feel.
4. Play Days: Our morning preschool program, new
instructor with more focus on education, still need to find a
better way to market to 2-6 year olds.
5. Dance - Looking for new Hip Hop teacher,
6. Teen Leaders Club: New name and format for program
focus on leadership development, service learning, and
Physical education. Music Studio, Hosting Teen Nights at
Mounds View
7. Free Water Safety: We are getting a grant for free water
safety classes for Teen Leaders Program and other low
income youth in Mounds View.
2. Community Events
1. Fall Family Festival – Carnival, Haunted house, Costume
runway, October 27th 11-1pm
2. Blood Drive – Collected 20 units of blood, low but every
little bit helps.

MOUNDS VIEW ATHLETIC FIELDS - Fees Based Upon an Individual Event/Game/Practice.
Reservations for Classes II, III, and IV will begin on March 1st. Field Reservations may be limited depending
upon the number of teams and fields available. The MV YMCA & Parks Maintenance Staff will set a seasonal
field use policy to determine field available, appropriate age groups, dates, and times available and fields
available. For purposes of the fees below, a time block is considered four (4) hours.
