ROLL CALL: Commissioners: Kunz, Palm, Kroeger, Aukee, Peterson, Arel, Long Staff: Dazenski, DeBar | YMCA: Danielson 3. APPROVAL OF AGENDA: Motion to approve by Kroeger, 2nd by Kunz. Motion Passed 4-0 4. APPROVAL OF MINUTES A. August 23, 2012 Meeting Minutes: Motion to approve by Kunz, 2nd by Arel: Motion Passed 4-0 5. PUBLIC INPUT Citizens may speak to issues not on tonight’s agenda. Before speaking, please give your full name and address. Please limit your comments to three minutes. NO residents present. 6. STAFF REPORTS A. YMCA: Update from Danielson-See attached report. B. Public Works: Oakwood Park had to close because the ground was spongey and infested with Japanese Beetle grub worms. Maintenance mowing. Removed Greenfield Park east bridge and City Hall fire ring. Lambert Park playground equipment installed this week. Still need to put in wood chips. Lambert ball field in the works this week. Leaving in aluminum conductors per electrician recommendation with a credit to the project and payment for electrician consulting fee by the contractor. Will be up and running for the winter skating season. Plan for ribbon-cutting ceremony after ball field is complete, hopefully October meeting. Received $7000 for flooring at Hillview Park from BBC. Street Committee looking at trail way system on Edgewood Drive between Bronson and County Rd I. Considering limiting parking on east side of Edgewood, but this could be a problem during baseball season. Can park on south side of Bronson north of City Hall Park. Consider putting a sidewalk on the City Park side or paved trail from City Hall to County Road I. Commission feels Option 2 is best, with a trail way on west side of Edgewood either concrete or bituminous, leaving the east parking lane up to the area residents. Street Committee also looking at Hillview Road from Long Lake Road to Jackson. Consider parking lane and bituminous trail on north side of Hillview, or concrete sidewalk and parking lane on north side, as well as a bike lane on the south side. Commission leaves this up to the residents to decide with the Street Committee what is the best plan, but would like to see a biking and walking trail way continue along this stretch of road. Aerators are running at Silverview Park!! But we need to pull them for the winter DeBar promises they will go back in in the spring 7. UNFINISHED BUSINESS A. Review Park Improvement Plan: Discuss in October. B. Review BBC Donations and Expenditure Status: Donations received for parks goes into the Park Dedication Fund. Palm could not find record in the minutes of 2008 for Feb. and Aug to determine what those funds were used for. DeBar will check on Resolution #7228 (Feb. 2008) and #7322 (August 2008) to see what the specifics were. Discuss at October meeting. 8. NEW BUSINESS A. Discuss City Forester Position: Rick Wriskey will not be available for city forestry services beyond 2012, but will consult as needed, or for training a replacement. We currently have a grant to remove ash trees on city property within a one-mile radius of the Shoreview infestation, and replace with a different species. Consider combining the forestry position with parks maintenance. Currently we have a licensed tree inspector on staff who is considering getting an arborist certification. Wriskey was a certified forester. We could get by without a certified forester, and have a licensed arborist/tree inspector perform the needed duties. DeBar to discuss this with City Council next week. B. Recommend 2012/2013 Winter Ice Rink Operations: Motion by Palm, 2nd by Kunz to use the 2011-12 season operating plan and hours for the 2012-13 season. Discussion: The City Council has not had any concerns about cutting operating costs for skating rinks. Motion Passed 4-0. C. Review 2013 Fee Schedule: Keep fees schedule as is. Service fee is not charged if there are two groups on Saturday and another on Sunday when an on-call staff member has to come and clean up garbage between the two Saturday groups, and again after the final Saturday/before Sunday group. DeBar will remind MVCC about asking for group size and charge the service fee. When does a party get their damage deposit returned? Is it after the key is returned, or several days later once the clean-up is complete by city staff? Are we collecting the lighting fee for softball fields? 9. COMMISSIONER REPORTS: Music of the Night this weekend at Irondale High School. Gates open at 4:30, event begins at 5:00. 10. REQUESTS FOR FUTURE AGENDA ITEMS / OTHER BUSINESS A. Next Regular Commission Meeting: October 25, 2012. Ribbon-cutting ceremony at Lambert Park at 6:00. 1. Discuss Trailway and Sidewalk System Plan 2. Review Municipal Code Chapter 909 (Parks & Recreation) 3. Discuss Seasonal Park Attendant 11. ADJOURNMENT: Motion to adjourn at 8:13 PM by Kroeger, 2nd by Kunz. Motion Passed 4-0.
