Oath of Office for Commission Members (Peterson) 4. APPROVAL OF AGENDA: Motion by Palm to approve, 2nd by Arel. Motion Passed 7-0 5. APPROVAL OF MINUTES A. January 24, 2013 Meeting Minutes. Motion to approve by Kunz, 2nd by Kroeger. Motion Passed 7-0. 6. PUBLIC INPUT Citizens may speak to issues not on tonight’s agenda. Before speaking, please give your full name and address. Please limit your comments to three minutes. No residents present. 7. STAFF REPORTS A. YMCA: Report of winter programs 415 this year, compared to 355 last year. Teen center is open, Rally Day kick off to summer programs: rolling out new program: Teen Leadership Academy field trip based, service learning projects, Summer Park Program will have different pricing and can sign up for a week at a time. Discounts also available. Spring Fling program fair April 13th from 10 am-noon. Building is being used! Fitness center usage is up, gym usage has revenue of $1962. Music-in-the-Park booked Triosemusic, Teddy Bear Band, and Dirty Shorts for summer. Consider inviting food vendors to be available at the park rather than bring your own. Consider moving to a location that allows for more parking. Skating at parks 493 total. Groveland total of 13 for season, Hillview 267, Lambert 213. B. Public Works Update of maintenance to park buildings, rinks, equipment. Plans to put in a port-a-potty at Lambert. Consideration of hiring a seasonal worker as a park attendant to leave bathrooms at buildings open and have the seasonal worker check and lock up, also could clean between rentals so we don’t have to pay time and a half to city staff. 8. UNFINISHED BUSINESS A. Review Park Improvement Plan for 2013. Considering Silverview Park playground, roof replacement at Hillview, Parking lot reconstruction at Greenfield, Hockey rink at Hillview, irrigation at City Hall, trail development throughout the city. Consider the option of spending $50K for new rink at Hillview when the usage numbers are dropping at the park. We need to find out why our rink numbers fell by 1400 visitors from 2009-10 and 2008-09. Understanding that the last two years had warm weather so few visitors. Why are the numbers so low at Hillview and Lambert this year? May consider putting as a question on a possible city survey. B. Recommend Proposed Parking Lot Layout at Greenfield Park: Concrete curb and gutter, one way driving. Take out existing concrete islands to increase parking spaces to 44 cars. Discussion of paved path between parking lot to Hillview Road along tennis courts. Make that a 6-foot concrete path or keep at 8-foot wide? Concrete or bituminous? Concern that handicapped spots are set in the northwest corner where foul balls tend to land. Other drivers have the option of not parking there, but handicapped parking would not necessarily have the option due to the ramp curb cut. The Commission accepts the layout and plans with the option of changing the handicapped spots. C. City Hall parking lot expansion behind the building to accommodate police, city vehicles and seized vehicles instead of at the public works building. Add fencing for security. D. Review Trailway System Master Plan: No discussion about crossing Cty Rd 10 because it is out of our control. There are stop lights and walking signals at the main intersections. Goal is to complete the east-west trailway along Cty Rd 10 to facilitate travel. When a map is created, be sure to include beyond the boundaries of the City limits and where the trails lead (i.e. Rice Creek Trail to Mississippi trail, trails that connect to New Brighton and Long Lake Regional Park, etc). Focuses Mounds View as the epicenter for the rest of the trailway 9. NEW BUSINESS A. Review Agenda/Handouts for Joint Meeting with City Council Monday, March 4 at 7:00 PM. Discuss 2012 Commission Activities, 2013 projects (including questioning funding source for Greenfield parking lot and roof replacement at Hillview), Trailway Master Plan, and City Forester Position. Direct Staff to investigate how parking lot at Random Park was paid for. 10. COMMISSIONER REPORTS: None 11. REQUESTS FOR FUTURE AGENDA ITEMS / OTHER BUSINESS A. Motion Passed 7-0 Mounds View Community Center / YMCA Program Update 1. Programs: 1. Spring Programs: 100 people signed up spring session. New classes Kids Cooking, Mad Scientists, and Gaelic Football. Also offering Painting, Pottery, Soccer, basketball, tumbling and messy play. 2. Teen Center a. Still growing, had it open during break, great to see youth interacting with staff in a positive way. 3. Summer a. Registration are coming in strong b. Teen Program getting registration. 2. He was engaging with every child on the team, he was even able to get our daughter to partake in the game and not just stand in the middle of the field and twirl her hair. 7. Aside from being really great at coaching, Coach Jon always arrived with a cheerful attitude and made all players feel great about participating. He didn't waste a minute of practice time, but kept all the kids working hard to improve their skills, always shouting encouraging words to each one. He didn't overlook anyone, but gave equal attention to all. He did a great job of commanding the attention of the players, and did a great job of explaining and articulating the skills he wanted them to work on. 7. Share any additional information about the nominee you would like considered: Coach Jon had his older sons assist with some of the coaching/helping out. They were so helpful and really good role models for the young boys. I liked that the boys had not only the coach to look up to, but the coach's sons, who had integrity, character and good sportsmanship. 1. Name of Nominee adam radamacher 3 2. What special circumstances make the nominees’ coaching outstanding or above and beyond? Dana helped each player become better while also making sure everyone quit equal playing time. Also made it fun, had sense of humor, always demonstrated good sportsmanship win or loose players wanted to keep playing, made my daughter feel special and like she had place on the team, even if not the best player. Always cheering everyone on verbal pats on the back. 1)Even if other coaches (outside MV) showed bad sportsmanship, he stayed cool and went on with game without further drama. Corrected player if showing bad sportsmanship focused on playing their best and improving not winning. 2) Worked on skills at practices that made for improvement lead players to be supportive of each other no matter what skill level 3) Always smiling, finding humor, other there running with players. Had good re pore with all parents, never expected anything in return, but with team had given him small token of appreciation. 4) had relationship with each player. Invested in them learning. Pointed out to them what doing well and kindly demonstrated things they could do to improve. His spunky cheering wife, also made game more fund and encouraged parented to participate. 7. James and Amber were willing to hold optional additional practices and extended practices for those who could attend. They taught specific skills and worked with the strength of the participants on the team as well as help them improve in other areas. 7. Share any additional information about the nominee you would like considered: Very upbeat, positive, and encouraging. Knew names of kids right away and were active and involved in the practices. They don't coach from the sidelines during practice, they coach on the field with the kids; running as much as, if not more than the kids! Everybody wants to be on their team every season. Despite receiving jerseys late(not in time for pictures) and getting several practices fields mixed up by Moundsview, was still able to get team together to the practices! Kept young team together and did a great job encouraging and teaching soccer skills they will be able to use at every level of both life and other sports! What an awesome job! 7. Share any additional information about the nominee you would like considered: Additionally, She has coached her daughter(Samantha) and other son(Ethan) in the past 3-4 years in soccer and other sports such as girls volleyball, and boys basketball! All while working part time and most recently raising an infant during this summer session with her son Jadon on the Dynamo! WoW! Jeremy Brown 7 2. What special circumstances make the nominees’ coaching outstanding or above and beyond? I feel that the children on Coach Jeremy's team really learned the fundamentals of soccer. He made soccer fun, but the children also really learned a lot, especially how to play together as a team. I definitely hope my daughter gets another change to be on Coach Jeremy's team in the future. 7. Share any additional information about the nominee you would like considered: Coach Jeremy was always willing to stay after practice if a child needed extra help or just wanted some extra practice.
