ADJOURNMENT 1/1 M E M O R A N D U M TO: PARKS AND RECREATION AND FORESTRY COMMISSION FROM: NICK DEBAR | PUBLIC WORKS DIRECTOR DATE: APRIL 25, 2013 RE: OATH OF OFFICE The City Council approved the recommendation of the Commission by appointing Richard Daher to the Commission at their April 8, 2013 meeting. To equally stagger the terms of the nine commission seats, Rich’s term will expire at the end of this year. CALL TO ORDER AT 6:35 PM 2. ROLL CALL: Commissioners: Arel, Aukee, Katovich, Kunz, Kroeger, Palm, Peterson, Long Staff: Dazenski, DeBar | YMCA: Danielson 3. APPROVAL OF AGENDA: Motion by Palm to approve, 2nd by Kunz. Motion Passed 6-0. 4. APPROVAL OF MINUTES A. February 28, 2013 Meeting Minutes: Motion to approve by Kunz, 2nd by Arel. Motion Passed 6-0. 5. PUBLIC INPUT Citizens may speak to issues not on tonight’s agenda. Before speaking, please give your full name and address. Please limit your comments to three minutes. NO RESIDENTS PRESENT 6. STAFF REPORTS A. YMCA: 100 participants signed up for spring session: Kids cooking, Mad Scientists, Gaelic Football, painting, pottery, soccer, basketball, tumbling, messy play. Teen Center was successful during Spring Break. Summer programming registrations coming in including a teen program. Painting at MVCC completed. Spring Fling April 13th 10-noon. 1. Recommend Coach of the Year: Motion by Kroeger, 2nd by Palm to accept candidate #4 based on details given. Discussion: the one that we choose does not mean that this is the best coach, and that all nominees are deserving as well as those that weren’t nominated. We should draft a “Thank you” letter to sign by all Commissioners and give to all coaches in the future. Motion Passed 6-0. Danielson will contact recipient, Palm will contact Pat Holmes’ family, Dazenski will make plaque. B. Public Works: Installed larger chair rail in MVCC to prevent chair and table damage to walls. Snow and ice removal, maintenance on shelter buildings, getting park maintenance equipment ready for spring/summer. 7. UNFINISHED BUSINESS A. Review Park Improvement Plan: Priorities are Silverview Park playground replacement, and Hillview Rink improvements. We are considering delaying Hillview Rink improvements due to low use the past few years. Need to clarify if Hillview roof replacement and Greenfield parking lot resurfacing are out of park dedication funding or park maintenance budget/special projects. Direct staff to clarify funding sources for April meeting. 8. NEW BUSINESS A. Discuss Playground Replacement Options at Silverview Park: Representative from Minnesota Playground is here to help provide suggestions. We would like to have it installed this spring. Commission liked layout option #1 with KidTime tot lot, and 4 swings. We have to consider topography and layout. Commissioners are encouraged to visit the park to look at site before April meeting. MN Playground will revise option #1 to keep about $100K. Green and brown color scheme. B. Consider an Applicant for Commission Appointment: Motion by Kroeger 2nd by Long to recommend Richard Daher to be appointed to the Park, Recreation, and Forestry Commission. Motion Passed 6-0. C. Received donations from Bethlehem Baptist Church: $1,000 for Music-in-the-Park; $2,126 for field and security lighting upgrades. Danielson mentioned $1,000 was also donated by Biolife for Music-in-the-Park. Palm will get a thank you card and leave at City Hall for Commissioners to sign for BBC and Biolife. 9. COMMISSIONER REPORTS A. Kunz represented the Commission at the joint meeting with the City Council. Topics included the need for a City Forester. Council was still working through the trailway plan so did not provide feedback. B. Kroeger mentioned mailing from Friends of Ramsey County. www.friendsoftheparks.org C. Reviewed 1-page map of Mounds View Trail and Walkway System. We may need to put in proposed trails. 10. REQUESTS FOR FUTURE AGENDA ITEMS / OTHER BUSINESS A. ADJOURNMENT: Motion to adjourn at 8:33 pm by Long, 2nd by Katovich. Motion Passed 6-0. Mounds View Community Center / YMCA 1. Programs: 1. Spring Programs: Swimming lesson at 45 that is capacity, we are also running synchronized swimming. Basketball, painting, pottery, dance all running great and starting next week. Play Days the morning daycare is averaging 9-12 kids per day. 2. Summer a. Registrations are at average 25-30 average which is exactly same as last year. b. Teen Program has 4 kids coming everyday so far so together we are ahead of last year 3. Leagues – Little down from last year, deadline is this Friday hoping to have a last push with updated snow. 4. Thinking Fall – We are starting production on the Summer MVM, setting up the Fall programing. 2. Community Events 1. Spring Fling – Spring fling was a hit!! We had a great turn out and really good networking event for community agencies. 3. Building Happenings: 1. Gym rentals are very popular right now due to the weather. Event Center a. Draping b. AP Testing Other Business 1. 5K Fun Run - New Approach this year, looking to increase participation and have it sanctioned. April 25th 2013 o Picking up litter and branches. o Making some small repairs or adjustments on playground equipment. o One more mower left to finish up repairs and P.M. work. o Preliminary work on irrigation systems. o Snow and ice control, hopefully this is over for the season! o Staff is striving to have the ball fields open the first week in May, weather is finally cooperating. o Gearing up for spring application of fertilizer, weed control and crabgrass preventative. o New chairs were installed at the Random Building. They were purchased at the Government Surplus in Arden Hills. o Working on plans and layout for Silver View playground. o Nets have been installed for tennis and volleyball. o Rubberized walkways used for shelter to rink transition have been removed and stored. o Batting cage is de-wintered and in use. RESOLUTION 7925 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION ACCEPTING A DONATION FROM BETHLEHEM BAPTIST CHURCH IN THE AMOUNT OF $17,574 AND AUTHORIZING DISTRIBUTION OF FUNDS WHEREAS, Since its establishment in Mounds View in 2004, Bethlehem Baptist Church has generously supported activities that have benefited the residents of Mounds View; and WHEREAS, Bethlehem Baptist Church would like to continue that support by making a contribution to the City of Mounds View of $17,574 to support the following programs and activities: Club Mid $6,000 Music in the Park $1,000 Festival in the Park $2,500 Y-Partners $1,000 Flooring/Furniture in Hillview & Groveland Park Shelters $3,000 Program Equipment $1,145 Economic Development Fund $2,929 NOW, THEREFORE BE IT RESOLVED, that the Mounds View City Council gratefully acknowledges and accepts the donation of $17,574 from Bethlehem Baptist Church, authorizes the distribution of the funds as directed herein, and approves the amendment of the 2012 Budget as may be necessary.
