MEETING MINUTES

1. CALL TO ORDER at 7:02 PM
2. ROLL CALL: Commissioners: Arel, Aukee, Katovich, Kunz, Kroeger, Palm, Peterson, Long, Daher
Staff: Dazenski, DeBar | YMCA: Danielson
3. SPECIAL ORDER OF BUSINESS
A. Oath of Office for Commission Member (Richard Daher). Not present
4. APPROVAL OF AGENDA: Motion by Palm to approve, 2nd by Kunz. Motion Passed 6-0
5. APPROVAL OF MINUTES
A. April 25, 2013 Meeting Minutes: Motion to approve by Kunz, 2nd by Peterson. Motion
Passed 6-0.
6. PUBLIC INPUT
Citizens may speak to issues not on tonight’s agenda. Before speaking, please give your full
name and address. Please limit your comments to three minutes. No residents present.
7. STAFF REPORTS
A. YMCA: Spring programs increased by 15 youth from last year. 25 participants registered for
summer program, may have 30-40% increase week before start. Teen program has 6 kids
registered for this summer. Leagues increased 18 participants from last year. All teams are
full and will start next week. Fall will include Flag Football with New Brighton and soccer.
Music-in-the-Park June 20, July 18, Aug. 15 at 6:30 PM at City Hall. Family Fun Run Aug
17. Silver Sneakers is a free program reimbursed by insurance companies for 55-65 year-
old residents. MVCC Building happenings include Timberwolves, 43 Hoops, and Pure
Intensity running basketball clinics this summer. Gym usage is down due to nice weather.
Mound View Matters is going out in the mail this week.
B. Public Works: Mowing, had to replace a mower, returning seasonal employees and training
updates, grounds fertilized, irrigation repairs at Silverview and City Hall, trail maintenance,
working with contractors to fix AC at MVCC. Playground replacement at Silverview Park
was approved by City Council and is on order. Playground should be in and done by the
end of June. Will be working on Greenfield Park parking lot in conjunction with the street
project. Lambert Park grass is growing! Will do trail maintenance and fog spray throughout
the city trailway system.
8. UNFINISHED BUSINESS
A. Review Park Improvement Plan: Discussed budgeted items for 2013: Silverview Park
Playground, Hillview Park building reroof.
Big items to consider for 2014: Replace City Hall playground, redo tennis and basketball
courts at Silverview, Groveland, and Greenfield. Move volleyball court at Groveland and
convert to reverse curbing, replace playground sand with fiberfill.
B. City Forester Update: No progress.
9. NEW BUSINESS
A. Discuss Disc Golf Course at Silver View Park: Issues involve tree damage, erosion,
drainage, and litter. There is significant activity that we cannot handle with general
maintenance. Other cities seem to have more open space so as not to interfere with trees.
Consider holding a public hearing in June, inviting MV residents and MV disc golfers via
newspaper and posting at the course. Motion by Palm to hold a public information
meeting at the June PRF Commission meeting regarding the future of disc golf at
Silverview Park and post notification in area newspapers and at the park, 2nd by
Katovich. Motion Passed 6-0.
10. COMMISSIONER REPORTS:
Thank Darren Peterson for his years of service to the Commission, and his love for
biking and the trailway system. He has tendered his resignation because he is
moving out of the city.
