ROLL CALL: Commissioners: Arel, Aukee, Katovich, Kunz, Kroeger, Palm, Peterson (at 7:25), Long, Daher Staff: Dazenski, DeBar | YMCA: Danielson 3. SPECIAL ORDER OF BUSINESS A. Oath of Office for Commission Member (Richard Daher). Not present: He is absent or not here yet. 4. APPROVAL OF AGENDA: Palm suggested we remove 11A.1 as it is 9A. Motion to approve by Palm, 2nd by Long. Motion Passed 6-0 5. APPROVAL OF MINUTES A. March 21, 2013 Meeting Minutes. Motion to approve by Kunz, 2nd by Kroeger. Motion Passed 6-0. 6. PUBLIC INPUT Citizens may speak to issues not on tonight’s agenda. Before speaking, please give your full name and address. Please limit your comments to three minutes. No residents present 7. STAFF REPORTS A. YMCA: Danielson: Swimming lessons at capacity. Synchronized swimming basketball, painting, pottery, dance all running great. Playdays 9-12 kids per day. Summer registrations 25-30 participants per week. Teen Program ahead of last year, with 4 kids per day. Leagues are down from last year: Deadline is tomorrow. Spring Fling was a hit especially with networking for community agencies! Gym rentals less in April than March by 282. 5K run looking to increase participation and have the race sanctioned. New draping at Event Center. Will be hosting AP testing for area high schools this spring. B. Public Works: Spring clean-up, playground equipment checks, working on irrigation systems, gearing up for spring field maintenance, hope to have fields ready for ball first week of May, new chairs at Random Building, nets are up at courts, rubber walkways to rinks removed, batting cage is in use. Concerns about tree damage and litter at disc golf course. Sasquatch roaming at Silverview Park. What options do we have? Adjust layout? Remove course? Put this on the park tour for May. Direct Staff to talk with other cities (and maybe disc golf organization) to see what precautions they take to limit tree damage and litter. Trailway map was passed to Community Development Coordinator. May pass to Planning Commission. Hope to use as part of Street Committee discussion as well. Library asked about putting a book house in Silverview Park. They will maintain the book house. Encouraged having a representative come in to a future meeting. Are we prepared to treat fields for grub infestation so it doesn’t happen again this year? Yes, Public Works is monitoring. Lambert Field: Have not seen and water ponding. Could be used later this summer. And will be irrigated. Did lay dormant seed in the fall. Has there been any feedback from neighbors on County Road H with the sidewalk coming in? They were invited to the PRF Commission meeting and City Council meeting. Only two residents were opposed. Because the sidewalk will be next to the street, the city will maintain. Applying for a Safe-Routes-to-School grant that would pay 100% of the cost. 8. UNFINISHED BUSINESS A. Review Park Improvement Plan: Not available. Review in May after Park Tour. B. Discuss Playground Replacement Layout at Silver View Park: Layout is in a circular layout. Commissioners who met at Silverview before the meeting suggest moving it about 10 yards North. Do not include cement path from building to playground. Instead create ADA accessible pathway from the existing paved path on the east. Motion by Palm, 2nd to recommend new playground installation at Silverview Park with proposed layout; moving the playground farther north, eliminate sidewalk from building, and create ADA accessibility from existing path on the east, with the price not to exceed $110K including topography adjustments. Motion died for lack of second due to suggested amendments. Motion by Palm, 2nd by Peterson to recommend new playground installation at Silverview Park with proposed layout and quoted price of $105,151.47. Motion Passed 6-1. Consideration of organizing a community volunteer group to help with installation and save costs. Need 45 people and save about $10K. Contacted organization that may be willing to remove old playground equipment and donate similar to what we did with the Lambert playground. 9. NEW BUSINESS A. Discuss Agenda for Annual Parks Tour: Beginning at 5:30, then meeting begin at 7:00 PM on May 23, 2013 Groveland-meet at 5:30 PM Silverview Park with focus on disc golf course, playground layout, and trailway City Hall if time 10. COMMISSIONER REPORTS: Katovich: Emerald Ash Borer activity emerging in Roseville just north of Rosedale mall. More positive trees in Shoreview west of Shamrock Park. Packet was emailed to Commissioners. Nothing west of 35W yet. If a homeowner is going to hire a company to treat an ash tree, they need to be licensed by the city. Approved companies are available on the city website. Katovich will encourage an organization to attend Town Hall Meeting on Monday if possible. Open House at TCAAP. Postcards were sent to all MV residents Palm: Coach-of-the-Year will be presented by the family of Pat “Homer” Holmes at the Town Hall Meeting on Monday. Nate Danielson has contacted the recipient. Spring Programs: Ended up 15 youth from last year. Steady growth in program per session. 2011- 391 2012- 444 2013- 459 2. Summer a. 35 summer registration, right on track with last year’s numbers. We typically see 30-40% of registration the week before summer starts. b. Teen Program has 6 kids and will be running this summer. 3. Leagues – up 16 youth from last year!! AP Testing Other Business RESOLUTION 8104 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA APPROVING PLAYGROUND EQUIPMENT REPLACEMENT AND SITE WORK AT SILVER VIEW PARK WHEREAS, the playground equipment at Silver View Park is over 20-years old and in need of replacement; and WHEREAS, Public Works and the Parks and Recreation and Forestry Commission (Commission) have reviewed options for the playground and recommend relocating the playground location to the east/southeast side of the park shelter; and WHEREAS, Minnesota/Wisconsin Playground of Golden Valley, Minnesota prepared a proposed playground equipment layout for the new location that includes three playground units (toddler, age 5-12, and swing set), concrete border, and engineered wood fiber media for a total cost of $105,151.47; and WHEREAS, two existing equipment units (whirl and space climber) are recommended to be refurbished and incorporated into the new playground layout; and WHEREAS, additional work involving site grading and turf restoration are needed to accommodate the new playground location. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds View, Ramsey County, Minnesota as follows: 1. The playground equipment layout and proposal submitted by Minnesota/Wisconsin Playground to furnish and install three playground units, concrete border, and fiber media fill at Lambert Park for $105,151.47 is hereby accepted by the City. 2. The Director of Public Works is directed to contract for additional work to accommodate the new playground layout including site grading, turf restoration, and refurbishment/reinstallation of the whirl and space climber units for an estimated total amount of $5,000. 3. A 5% contingency of $5,000 is approved in the event that additional related or unforeseen work is required to complete the work. The use of contingency monies will require pre-approval by the Director of Public Works. 4. Monies for the above said work shall be funded by the Park Dedication Fund (451-4470- 7050) for an amount not to exceed $115,000.
