A. YMCA: Leagues up and running. Safety and Leadership Academy hosted jointly with New Brighton
had a good turnout. Music -in -the -Park had about 50 people. August 17th Fun Run registrations being
taken. Gym rentals by outside organizations/clinics, basketball camps. Silver Sneakers equipment
delivered with a full launch expected in September.

A. Discuss Disc Golf Course at Silver View Park: Given history of Silverview Park disc golf course and
related impact to environment,_ including damage to trees and vegetation, soil erosion of banks and
ditches, and littering problems. Discs used for play are harder than regular Frisbee discs. Photos were
shared with public and Commission.
B. Open Public Hearing at 7:00 PM.
1. Karen at 7417 Parkview Dr.Two children have made heavy use of the disc golf course. Believes it
is a wholesome, healthy activity for youth in the city. What would be the plan for the park if the disc
golf course were removed? Have we contacted other disc golf courses to see what they've done to
address the issues presented. Should trees on the course that are impacted be removed? Would
be disappointed to see the course removed.
2. Nancy at 2706 Lake Court Drive: Walks the park frequently. Finds golfers kind and gracious on her
walks. Has not had issues with sight lines, and golfers will give her the right-of-way. Feels it is a
nice amenity for Mounds View and provides it a refreshing activity.
3. Sarah at 7501 Silver Lake Road: Great majority of disc golfers are very polite. Her family's
backyard is frequented by young children and the golfers are very polite to her family. Believes the
course is an asset. Would like consideration to be given to the sedimentation pond when people
need to walk into it to retrieve discs.
4. Matt: Anoka Resident. Works at Wildwood Manor in Mounds View. Plays the course during lunch.
Picks up litter while on the course. Has a connection with a disc golf course in Isanti (Blue Ribbon
Pines) that deals with ponds, erosion, and tree damage. However that is a pay -course ($5 for a
day pass for 27 holes). Holes are sponsored by area businesses. Suggests putting black snow
fencing around trees to protect them. Suggests concrete tee pads. Suggests we connect with
Minnesota Disc Golf. Association.
6. Commission comments: Kunz: Something has to be done to deal with the erosion, sedimentation
and drudging. Palm: The course is an asset to the community, but we need to address the
environmental impact by contacting other area disc golf courses to see what they are doing.
Katovich: Walks the park regularly and although impressed with the positive comments by guests,
is concerned with the environmental impact. Kroeger: This course is a victim of it's own success.
Three residents from MV that like the course but don't play, one Anoka resident who plays. Where
are the MV residents that play? Why aren't they here defending the course? We can't allow the
situation to stay as is. Litter, vandalism, fires, damaged signage, holes stolen. Options are to close
it, reduce the number of holes, (already down from 9 to 6) relocate the holes, or modify the
features. Need to consider walkers, cars, playground, and cost. Need to contact disc golf
organizations and area courses to find out more information to help determine our next course of
action. Arel: Feels it is beyond repair. If we do nothing, it will get worse. If we move holes, we will
be dealing with this 10 years from now. We need to be able to solve the problem cheaply. Staff:
Where would we move it? Damage to erosion is repairable, but will take time and it comes with a
cost. We can add concrete tee pads and reroute the course, but we are limited with the space we
have. Direct Staff to determine the work and cost to address erosion repair and contact
other courses and organizations for suggestions and willingness to help. Look at each on a
hole -by -hole basis and take one hole at a time. What involvement will Rice Creek Watershed
District have? Consider the alternatives if the disc golf course was removed.

9. COMMISSIONER REPORTS: How do we replace trees lost in storm damage? The fire department gave
us three trees. Arbor Day may encourage residents to donate trees to the city. The damaged trees on the
disc golf course are not high value trees at this point, but should not invite infestation issues.

WHEREAS, Since its establishment in Mounds View in 2004, Bethlehem Baptist
Church has generously supported activities that have benefited the residents of Mounds
View; and
WHEREAS, Bethlehem Baptist Church would like to continue that support by
making a contribution to the City of Mounds View of $17,926 to support the following
programs and activities:
Safe Afterschool Programs for Youth $6,000
Music in the Park $1,000
Y -Partners $1,000
MVCC Program and Building Supplies $3,500
Field and Security Lighting Upgrades in Parks $2,126
Two Mobile Dental Clinic $1,300
Economic Development & Marketing $3,000
NOW, THEREFORE DE IT RESOLVED, that the Mounds View City Council
gratefully acknowledges and accepts the donation of $17,926 from Bethlehem Baptist
Church, authorizes the distribution of the funds as directed herein, and approves the
amendment of the 2013 Budget as may be necessary.
