• YMCA
• Reviewed good summary provided by Nate Danielson of YTD 2011, 2012 and 2013
Program Participation, Events Revenue, Community Event Revenue, Gym/CC
Revenue, and Field and Park Rentals. Also historical winter season (Nov-Mar) of Park
Bldg Rentals and Ice Rink Usage.
• Historical Park Bldg Rental and Ice Rink Usage indicated limited usage of Groveland
Shelter and Rink, to allow closing down for the 2013/2014 winter season.
• Motion to close Groveland Ice Rink for 2013/2014 skating season (Arel, 2nd Long),
Approved 4-0
• Motion to close and winterize Groveland Shelter for 2013/2014 winter season (Long, 2nd
Arel). Approved 4-0. PW will determine if a full shutdown is feasible and report back.
• Commission will review this approach for the 2014/2015 winter season based on shelter
requests and other feedback collected by YMCA and received by Commission by
residents.
• Public Works
• Reviewed PDP for 2014 plans at Silverview Park and 2015 plans at Groveland Park
• Portion of Arden Ave. will be reconstructed in 2014 (Red Oak Dr. to Long Lake Rd).
Commission reviewed configuration options. Bikeway and Sidewalk options along full
length of Arden are limited.
• Commission consensus was to proceed with Option B1 (Two 11’ driving lanes; One 8’
lane shared between parking, walking and biking use; No off-street sidewalk).
HOWEVER, Commission would prefer sidewalk (and shared zone) along full length of
Arden.

• Recommend 2013/2014 Ice Skating Operations at Groveland Park
• Reviewed as part of YMCA Staff Report
• Review Trail and Sidewalk Plan
• Review in November. Should include map for review

• Discuss Disc Golf Course Modifications at Silver View Park
• Reviewed overhead of Silver View Park and Disc Golf layout. Discussed moving or
maintaining about 6 holes. Potential opportunities to move holes in northwest wooded
portion of park, however, may need to deal with wetter environment. Review in
November as Unfinished Business.

Classifications for Rental Fee Rates:
Class I: School District 621, Mounds View Scouts, Lions and 4-H, Mounds View Area Athletic Associations
(w/10% roster MV residents)
Class II: Mounds View Residents, Mounds View Religious Groups (w/Mounds View Address), Local Political
Groups and Mounds View Non-Profits (w/Mounds View Address)
Class III: Mounds View City Employees, Non-local School Districts, Non-local Non-profit Groups.
Class IV: All For-Profit Groups, Non-local Religious Groups, Non-resident individuals/private agencies,
businesses/vendors, and Colleges and Universities.
**The City Administrator may waive the rental fees for charitable events held for the benefit of Mounds View
residents upon receiving a written request outlining the nature of such event.**

Athletic Field Rentals
Fees Based Upon an Individual Event/Game/Practice. Reservations for Classes II, III, and IV will begin on March
1st. Field Reservations may be limited depending upon the number of teams and fields available. The MV YMCA
& Parks Maintenance Staff will set a seasonal field use policy to determine field available, appropriate age groups,
dates, and times available and fields available. For purposes of the fees below, a time block is considered four (4)
hours.Tournaments: $100 per Field per Day (If Field Maintenance is required during tournaments, an additional
$30 per hour with a two-hour minimum will be charged.)

RE: RECOMMEND APPLICANTS FOR 3-YEAR COMMISSION TERMS
Terms of two current members of the current Parks and Recreation and Forestry Commission
are set to expire at the end of this year. The current status of Commission memberships are as
follows:

The City is in the process of solicited applications from residents interested in serving on the
Commission but haven’t received any as of the date of this meeting. The deadline for
applications is November 22, 2013.
The Commission will need to make appointment recommendations for the vacant seats and a
Chair position for next year’s Commission meetings. These recommendations will be
forwarded to the City Council for consideration. The City Council is anticipated to make
appointments at their December 9, 2013 regular meeting.

RE: DISCUSS/APPROVE 2014 MEETING SCHEDULE
Attached is a proposed meeting schedule for 2014 for consideration by the Commission.
Meetings are proposed for the fourth Thursday of every month except in November and
December (one week early due to holidays). The Commission is anticipated to meet 12 times
during the year. The Commission also meets jointly with the City Council on occasion at a work
session (first Mondays of each month).
The attached proposed schedule suggests meeting jointly with the City Council in March, but
this could occur at any work session. Public Works is also suggesting that the December
meeting be scheduled “tentatively” in the event that business will require the Commission to
meet. The Commission can decide in November if the December meeting will be necessary or
not.
Public Works recommends that the Commissioners review and approve the proposed
schedule. The Commission can always make revisions to the schedule as needed throughout
the year.
