3. APPROVAL OF AGENDA: Motion to approve by Palm, 2nd by Kunz with removal of Item 4A
since no minutes are available. Motion Passed 8-0.
4. APPROVAL OF MINUTES
A. September 25, 2014 Meeting-No minutes present.
B. November 20, 2014 Meeting: Motion to approve by Arel, 2nd by Long, Motion Passed 8-0.

6. STAFF REPORTS
A. YMCA: See attached report for 2014 program summary. 2015 program registration will
connect with YMCA registration to expand user base. Event Center, gym, park building and
field rentals are all up.
B. Public Works: Nick DeBar has resigned. Rinks are being flooded to open 12/18. Will get a
new disc golf course designer for Silver View to consult. City Council approved trail design
for City Hall Park. Picnic tables installed at Silver View. Furniture ordered for Random.
Working on new HVAC units for MVCC for energy audit savings and new LED lighting
along County Road 10 trailway with energy savings program on a 10-year payback plan.
7. UNFINISHED BUSINESS
A. Review Groveland Park 2015 Improvements: $226,275 breakdown:
Move tennis court: $76K
New fence posts around court (use existing chain link/fabric): $34K
New Playground: $39K
Building Improvements: Sidewalks up to building, concrete apron around building, signs,
painting, lights, furniture: $25K
Ball field improvements-done in-house with maintenance dept: $5K
Irrigation: $45K
Are there guidelines for fencing around a tennis court? Can we decrease the space around
the court between the lined court and the fence? Should we keep the half-court for
basketball? Lift station improvements will require changes to the tennis court. Can we split
the irrigation into segments? Take the benefits that we can by coordinating with the street
project.
8. NEW BUSINESS
A. Review Park Guide Brochure: Arel gave suggestions for changes to current document.
Commission will look at suggestions and come back for discussion at January meeting.
Staff has the existing brochure in electronic format to start making changes and drafts.
B. Review Ardan Avenue Parking Layout Options: Because it is a state-aid road we cannot
have 90º parking, we must have 60º parking. What is the requirement for handicapped
parking accessibility spaces?
C. Discuss Visioning W orkshop for City Hall Campus / City Hall Park and New Public Works
Building: What impact with the new Public Works Building have on the City Hall Park and
Campus? 2016 was the original building schedule, but this may be moved back. Looking at
a subcommittee with members of City Council, Staff, Planning Commission and possibly
others. Kroeger, Aukee, and Arel will represent PRF Commission.
9. COMMISSIONER REPORTS
A. Palm asked about resident parking at Random Parking lot. Resident is parking there for ride
sharing. Does this impact snow removal, seal coating, etc. Do we put signs in our parking
lots “for patrons only,” impose time limits? How is it different from parking on the street?
B. New Commissioner will begin in January.
C. Thank you to Nick DeBar for his time, effort, and patience in working with our Commission.

1. Issue of residents parking at park parking lots.

Mounds View Community Center / YMCA
1. Program updates
a. Volleyball League running great, dance program continues to be a
great staple
b. TLC
c. AOA Programing
i. 83% of renewals in for 2015 looking into a theater field trip
for next month and we have a Day at Camp with the YMCA in
March.
2. Events
a. Gymnastics boys meet was a large than average meet.
3. Building Usage
a. Fitness Center usage up, dedicated group in the AM.
4. Park Rentals
5. Fields
- Request received until 2/1/2015
6. Other
a. Garage Sale Policy
Cities that have hosted -New Brighton, Arden and Shoreview – They
Do not have a policy but are looking into it.
b. Proposed policy – Allow Class I groups to rent during the week for
low cost/Free, implement a Garage Sale Deposit or hold on card of
$750 if any large items are left on site or building is not cleaned up.
If group is looking to rent on the weekend, charge $75 fee per day.
Lastly only allow at Hillview location.

c. Ice Rinks going great below is averages we are seeing, on warm
days we have 10-15 people on the ice and in the warming house.
Most days we will see 1-5 people skating on the ice.
