MEETING MINUTES
1. CALL TO ORDER AT 6:31 PM
2. ROLL CALL:
Commissioners: Arel, Aukee, Katovich, Kroeger, Kunz, Long, Palm, Rundle, Roste
Staff: Peterson | YMCA: Danielson
3. APPROVAL OF AGENDA: Motion to approve by Arel, 2nd by Rundle. Motion Passed 8-0
4. SPECIAL BUSINESS
A. Reappointment Oath for David Long by Don Peterson
B. Presentation - City Volunteer program PSA by Assistant City Administrator Desaree
Crane: City has received a grant for volunteering throughout the city and wants to develop a
PSA to promote volunteering in the community. Staff will contact Commissioners as filming
time gets scheduled to include whoever is available for various time slots. Also include area
businesses that have made volunteer services toward the city.
5. APPROVAL OF MINUTES
A. February 26, 2015: Motion to approve by Rundle, 2nd by Kroeger. Motion Passed 8-0.
6. PUBLIC INPUT
Citizens may speak to issues not on tonight’s agenda. Before speaking, please give your full
name and address. Please limit your comments to three minutes. No residents present
7. STAFF REPORTS
A. YMCA: See attached report. Summer park program enrollment has strong increase from
last year. Dance program has been growing for ages 3-12. Teen Leaders Club hosted a
dance for Edgewood Middle School with about 150 in attendance. AOA new offerings
include Tai Chi, personal 1-1 training. Events are increasing including non-residents, park
rentals are on track with previous years, field rentals have increased. Greenfield may have
multiple rentals per day. There is enough interest to possibly add another full-sized baseball
field within the city. Is Silverview softball field an option? If multiple time slots are booked for
the same day, and they want the field prepped between time slots, there would be a charge
for the city to come out. April 25: Community Fair with free waffle breakfast (with donations
accepted), and Lions Club as well as area community businesses available. 8:30-11 am
10-noon for Community Fair at MVCC. Ice Rink usage: 910 at Lambert, 902 at Hillview.
Total count reflected a head count each hour so this number includes multiple people over
the course of several hours.
B. Public Works: See attached report: Trees around Water Department buildings were
removed, trees in the area of Greenfield Park will be removed with Met Council project this
spring. Some tree and brush removal around Silver View Trail to continue. City Council
approved improvement of Silver View trail costing about $371,020 to come from Special
Project Fund.
8. UNFINISHED BUSINESS
A. Review Groveland Park 2015 Improvements
1. Fred Kolkmann Tennis & Sports Surfaces – Staff feels that the Matéflex material is the
preferred method. Will last 15-20 years. The outside is nailed down and built from the
outside-in making it difficult for vandalism to occur by pulling up the surface. Limited to
fire damage, replaceable with small segments. Would need to have lines painted once
every five years or so. Tolerant to multi-use for bikes, in-line skates, various shoes, and
basketball courts. How do we prep the surface? Need to level the surface and fill
existing cracks. May have to shave high spots. How do clean it? Blow leaves off in fall,
will need to power wash periodically as well. How do we maintain in later years if we
need to replace segments? Extra pieces are included in price. The locking system will
always be consistent and interchangeable. Fred will meet with Staff to look at the
Groveland tennis courts and return next month with more concrete estimate.
2. Minnesota/Wisconsin Playgrounds – Harlan Lehman: We can salvage and use some
posts and equipment to reuse and repaint. New swings in two different sets, add tot lot,
add some new platforms. 3’ cement curbing around with wood fiber chipping Motion by
Kroeger, 2nd by Palm to recommend to the City Council to move forward with
Minnesota/Wisconsin Playgrounds’ proposal by reusing existing features and
adding new features as presented for the Groveland Park playground. Motion
Passed 8-0. Color idea: Blue poly, Starlight large posts, gray decks, Other post colors?
Blue???
B. Review Park Guide Brochure: Made some changes. Palm will send changes to Peterson,
as well as Danielson and Arel working with Peterson on grid. Staff will bring back at April
meeting.
9. NEW BUSINESS
A. Review Park and Recreational Facilities Improvement Plan Worksheet: Working on various
items listed on the plan for 2015. Need to consider where Hillview hockey rink may fit in.
Roste has information from a company that works with hockey rinks and will share the
information with Staff for future discussion. Consider Rice Creek erosion by County Rd 10
and County Rd H where people fish at the site. This is an issue for RCWD and Ramsey
County. City Council Priorities include investigating a splash pad. Staff is looking into grant
money to help fund this project in the future.
10. COMMISSIONER REPORTS
A. Katovich: New Emerald Ash Borer found in Ham Lake. Anoka County has been added to
quarantine.
B. Long: Geese issue at Silver View Park. What solutions do we have? We can get dogs to
come and chase them, provide shiny objects such as pinwheels, invisible objects such as
fishing line, swan rental.
C. Aukee: Any intention of dredging Silver View pond? Not at this time.
D. Kroeger: Park Dedication Funds: Do we have the money from BioLife and BelRae
developments included? Staff will verify.
