MEETING MINUTES
1. CALL TO ORDER at 6:35 PM
2. ROLL CALL:
Commissioners: Arel, Aukee, Katovich, Kroeger, Kunz, Long, Palm, Rundle, Roste
Staff: Peterson | YMCA: Danielson
3. APPROVAL OF AGENDA: Motion to approve by Palm, 2nd by Long. Motion Passed 7-0
4. SPECAIL BUSINESS
A. Update on Ramsey County Parks & Recreation by Jon Oyanagi - Director of Parks and
Recreation for Ramsey County: Working on County-wide trailway system, ADA
accessibility, and indoor ice arena refrigerant systems, TCAAP/Rice Creek Commons
master plan.
How do we connect our current trailway system with the Ramsey County plans? The
County will accept the city plans at various stages including current and proposed trailway
systems. Concerns were put forth by the Commission about the trailway system break on
County Road J. Mr. Oyanagi says that is something he can look into and work with the city
on addressing this gap.
5. APPROVAL OF MINUTES
A. March 23, 2015: Motion to approve by Rundle, 2nd by Kroeger. Motion Passed 7-0.
6. PUBLIC INPUT
Citizens may speak to issues not on tonight’s agenda. Before speaking, please give your full
name and address. Please limit your comments to three minutes. No residents present.
7. STAFF REPORTS
A. YMCA: See attached report. Summer Power program at 125% from last year, projecting
increased revenue from last year. Teen Leaders Rally at Camp St. Croix with other YMCA
programs. AOA programming still growing including Wii bowling. Event Center rentals
increased, park building and gym rentals slight increase from last year. Field rentals full.
Teams are asking about pitching in money to provide nets in outfield at Silverview ball field
to decrease opportunity of balls hitting homes. In past we had reports of baseballs being hit
from the outfield, rather than softballs from home plate and causing damage to homes.
Currently there is a 12’ fence with trees on a berm. Can pass along damage claims to the
City for insurance claim.
Direct Staff to investigate the cost of adding netting to field #2.
Someone came forward with a proposal to help develop the dugouts at Greenfield Park.
Encourage resident to come to a future meeting to share ideas.
Saturday, April 25th 8:30 Lions Waffle Breakfast, Community Fair at 10:00
Maintenance issues with Fitness Center equipment due to increased usage. YMCA needs
to find options for repair. Looking to expand fitness center and add more equipment.
B. Public Works: See attached report. Planting trees at City Hall Park for Arbor Day. Aerators
installed at Silverview Park pond. Working with company to address trailway system at
Silverview Park. Also working with Ramsey County about County Road 10 trailway
segments 6 and 11.
8. UNFINISHED BUSINESS
A. Review Groveland Park 2015 Improvements
1. Sport Court presentation on system and cost of Groveland tennis and basketball courts.
16 year warranty, 20-30 year life expectancy. Can repair cracks underneath by removing
sections. They would level the base. Existing fence stays. Aluminum channel goes around
the perimeter, but it is not secured. How to clean: heavy rains will clean from underneath;
use leave blower and power washer annually. Tolerant to multi-use for bikes, various
shoes, etc. 3-4 days for prep and install.
Matéflex system wants $2500-$5K to evaluate court and give a price quote. $30K per court
not including surface prep. Total $90K plus surface prep
Sport Court cost $80K for all courts including surface prep, two tennis courts and basketball
courts. How do we stabilize this flooring/court? What would edging cost around tennis
courts as well as basketball courts? Staff will get a list of courts in the area that have both of
these products so Commissioners can investigate further.
2. Color of Playground for Groveland: We want to match the blue colors so the park
doesn’t look wackadoo. Motion by Palm, 2nd by Katovich to recommend Starlight
posts/metal, gray decks, and sky blue plastic for new playground equipment at
Groveland Park with paint to match existing equipment. Discussion: No need to worry
about dark colors getting to hot for hand-over-hand bars. Motion Passed 7-0
9. NEW BUSINESS
A. Hockey Rink at Hillview Park – re-locate, rink lights need to be repaired. Suggestion to
combine Lambert rink as ½ hockey, ½ pleasure rink to save the grass from the pleasure
rink on the ball field. Suggest moving rink at Hillview and address electrical issue for rink
lighting. Put on the park tour for May.
B. Meeting Schedule for the Year, spring park tour, meeting in July? Leave meeting schedule
as is, with meeting in July as planned.
10. COMMISSIONER REPORTS:
A. Palm: update on park brochure? Staff will have for next meeting.
B. Katovich: Oakwilt is a risk now so do not prune oak trees now. EAB still a concern at
Shoreview and now found in Anoka County. The city still has a grant for tree removal to
control EAB.
11. REQUESTS FOR FUTURE AGENDA ITEMS / OTHER BUSINESS
A. May park tour: May 28th, 5:30 pm: Hillview, Greenfield, Silverview ball field issue if time.
