APPROVAL OF AGENDA: Motion by Palm to approve, 2nd by Kroeger. Motion Passed 6-0 4. APPROVAL OF MINUTES A. June 25, 2015: Motion to approve by Rundle, 2nd by Kunz. Please limit your comments to three minutes. No residents present 6. STAFF REPORTS A. YMCA: See attached report. Event Center, Park Building and gym rentals are up from previous years. Proposal to have set times for reserving park buildings. 8-11am, 12-5pm, 6- 10pm so that leaves time for clean up between reservations, and deter rentals between 4-8 with dragging it out to 10 o’clock PM. The proposed times are frequently reserved already. The 12-5 pm time slot would flex one way or the other (12-4 or 1-5). The 8-11 time slot could flex the fee and charge per hour, or could be flexed to 8-12, 1-4 if there are multiple bookings for the date. Discussed putting up signs in park buildings that show that groups have the building reserved at certain times, so that visitors know there is another group coming out, or residents who may want to grill but did not reserve the building, know they have to leave for a reserved party. The Commission recommends trying the set time slots and see how it works. Music-in-the-Park and Movies-in-the-Park are successful. One more of each in August! B. Public Works: See attached report. Re-chipping three parks. EAB- homeowners with trees that have been identified with possible disease issues will receive a letter by the end of July regarding what steps need to be followed. 7. UNFINISHED BUSINESS A. Continue review of Groveland Park 2015 Improvements – tennis court surface – update, review other projects for Groveland. Tennis court resurfacing will not be done this year due to conflicts with street project. Playground will be painted next week, and new pieces put in within the next couple of weeks. B. Hillview Hockey Rink – continue discussion of layout, rink light repairs. 75’ x 175’ Option #1: Fiberglass framing with posts-$73K, $14K installation, $46K LED lighting, and ground work $7K: $142,013. Option 2: Wood boards-$33K, $16K installation, $27K standard lighting, ground work $7K: $84,824. Have to move light poles either way. Can run rink North/South or East/West. Can mix and match options. MVCC has not had requests for rink reservations from community groups other than an adult broomball group on Saturday and occasional birthday skating parties. Neither Lambert nor Hillview have summer usage for the rink space. Consider keeping existing rink for pleasure rink, but look at surface options and replacing the boards. Also look at opportunities for summer usage i.e. skate park with removable apparatus during winter. Lighting will need to happen regardless. Direct Staff to investigate costs for keeping existing rink with surface and board replacement. 8. NEW BUSINESS A. Splash Pad / Playground: City Council is aware that we would need funding for this project. Location would be at City Hall. Cost would be minimum of $100K for splash pad only, then add playground cost. Concern about using Park Dedication Funds for matching grant offers, and/or to replace existing City Hall park using PDF dollars. City Council would potentially use Special Project Fund. B. Future BBC funding opportunities/projects: Ask for monies to support cost of existing or definite future projects rather than possible future projects. Staff has a list of improvements at Silverview Park building. We have received some contribution for this, but could use more for additional improvements. 9. COMMISSIONER REPORTS How were our parks named, in particular Random Park? Danielson will ask Don Hodges. 10. REQUESTS FOR FUTURE AGENDA ITEMS / OTHER BUSINESS Plan for Joint meeting with City Council in September 11. ADJOURNMENT: Motion to adjourn at 7:51 PM by Long, 2nd by Kroeger. Motion Passed 6-0.
