MEETING MINUTES
1. CALL TO ORDER at 6:35 PM
2. ROLL CALL:
Commissioners: Arel, Aukee, Katovich, Kroeger, Kunz, Long, Palm, Rundle, Roste
Staff: Erickson, Peterson | YMCA: Danielson *to be absent
3. APPROVAL OF AGENDA: Motion by Palm to approve. 2nd by Kroeger. Motion Passed 8-0
4. APPROVAL OF MINUTES
August 27, 2015: Motion by Rundle to approve, 2nd by Long. Motion Passed 8-0
5. PUBLIC INPUT
Citizens may speak to issues not on tonight’s agenda. Before speaking, please give your full
name and address. Please limit your comments to three minutes. No residents present.
6. STAFF REPORTS
A. YMCA: See report: Teen Leaders Club with Edgewood Middle School starting back up with
about 20 students Monday thru Thursday. Tai Chi Cha balance exercises for seniors is
popular. More exposure to MVCC opportunities through YMCA Twin Cities. Revenue is up
YTD. Rentals for Event Center, gym rentals and park buildings continue to increase.
Ice rink update: Irondale has 17 rinks for 32 teams. They would use our outdoor rinks to
supplement indoor practices. New Brighton charges $8 per hour and monthly payment.
Proposal is to allow ice rink rentals to hockey associations. They could only reserve one
rink on an evening (not both). This would reserve the hockey rink, not pleasure rink, and
includes warming house accessibility. If weather prohibits play, there is no charge. A
schedule would be provided to notify Public Works ahead of time for ice conditions. What
about coaches who reserve the rink “just in case,” but then don’t use it because there is no
charge if they don’t use it. May need a cancellation policy to require payment for the rink if
they cancel at the last minute on a regular basis; same as field rental cancellations.
Soccer field rentals currently paid for M-Th 2-8 pm; Fri 12-4 pm; Sat 8-1 pm. Nothing else
is reserved and should be addressed if organized games are being played outside of these
times.
Discussion about MVCC and Public Works staff meeting with large groups to examine
procedures if there is a park rental involving large groups to clarify expectations of park
space usage. MVCC will require this meeting if the anticipated number of attendees is
double capacity of the recommended park building. This would also clarify and coordinate
use of additional tents, bounce-houses, driving on grass, etc.
October 31st Fall Festival with Lions’ Waffle Breakfast and door trick-or-treating along the
MVCC trailway. 10-12pm (waffles earlier).
B. Public Works: See report. General maintenance at Groveland Park with baseball field prep
for sod and playground equipment installation as well as prep for concrete around the
building. Improvements at MVCC is in the works.
7. UNFINISHED BUSINESS
A. Continue review of Groveland Park 2015 Improvements – update. Tennis court pushed
back to 2016. Other amenities continue to be moving along. Concrete around building will
cost $7740. The fiberfill wood chips used in our parks are approved by National Playground
Association and do not include rubber tire junk. Irondale tennis courts have the resurfacing
material that is planned at Groveland if Commissioners want to take a look.
B. Hillview Hockey Rink – continue discussion of layout, rink light repairs. Could expand
Hillview to 156 feet in length and leave 79 feet wide. Possibility of taking boards from
another city and expanding the existing rink for $25K. Staff will discuss options to add the
pipes and boards using Public Works staff for October meeting. Get electrical done yet this
fall, and do rink boards next year.
8. NEW BUSINESS
A. Update on BBC Funding: Silverview Park improvements $4K, Splash pad amenities
$5,542.50. Other monies to MVCC, Festival in the Park, and Community Resource Center
for Homelessness Prevention.
B. 2016 Fee Schedule: Remove the “1 time block free per week” statement on all field rentals
Class 1 and Class 2 will be $5 per time block
Add ice rink rental option for $8 per hour for all classes (Lambert)
Class rate payments are a percentage of rental fee. Correct document to reflect this.
C. Fall Park Tour Thursday October 22, Groveland Park, Start time? Groveland Park will not
be available for this tour due to construction. Commission will NOT do a fall park tour
this year.
9. COMMISSIONER REPORTS:
Need to see new park brochure!
10. REQUESTS FOR FUTURE AGENDA ITEMS / OTHER BUSINESS
A. Joint Meeting with City Council – Set for Council Work Session Monday October 5, 2015 at
7:00 pm.
Discuss Groveland and Greenfield Park tennis and basketball courts, Hillview hockey rink
ideas, splash pad/playground at City Hall Park possibilities
