December 17, 2015: Motion to approve by Rundle, 2nd by Kroeger. Motion Passed 6-0 6. PUBLIC INPUT Citizens may speak to issues not on tonight’s agenda. Council Member Gary Meehlhause-Encourages the Commission to visit the Random Park building to see its condition. If the Park Dedication Fund is depleted, the Council can use the Special Projects Fund or set up a Park Fund whereby they would move dollars from the General Fund and create a new fund if needed. Encourages the Commission to continue to plan for the park improvements, be aware of the fund balance, but communicate with the City about upcoming project funding. 7. STAFF REPORTS A. YMCA: See attach report: YMCA is expanding their teen programs. The latest is Youth in Government involving 1400 youth from around MN in a 4-day conference. 115 students from IHS, MVHS, Edgewood, Chippewa, and Highview attended. Looking to expand the program next year. Adding Model United Nations this spring. Youth basketball and volleyball leagues against other YMCA teams. Other classes include cooking, dodgeball, “Come Play with Me.” Teen Leaders Club paired up with Bel Rae residents to visit Feed My Starving Children today! This year ice rink usage: Lambert 510, Hillview 559. Festival in the Park 5K will be August 20th 8:30 am. Moving Oakwood soccer to City Hall this summer due to street construction. B. Public Works: See attached report. 8. UNFINISHED BUSINES A. Groveland Park – 2015 Improvements – update: Groveland building painted, windows stained inside. Waiting for bid on carpet for Groveland and Random buildings. Spring plans include cement around building perimeter, resurfacing tennis courts, grading after construction is complete. B. Hillview Hockey Rink – continue discussion of layout, rink light repairs – (No update at this time). C. City Hall Park - continue discussion on splash pad, playground, picnic area and shelters, rest rooms, changing areas – update – (Staff continues to gathering information to present to the Park & Recreation & Forestry Commission). There is room for a skate park, playground, picnic area and splash pad. Could consider removable ramps and skate park features made of metal or wood. Need to consider storage, metal is noisy, wood is easier to damage. Staff will continue to look at costs for changing stations, water, etc. D. Random Park Building improvements: Staff needs to pull repair costs together. Suggest meeting at 5:30 at Random Park building before next month’s meeting. E. Assign Commission Representative for 2016 YMCA Advisory Group Meetings-Gerald Arel is willing to attend these meetings. Thanks, Gerald! F. Discuss Agenda for Joint Meeting with City Council-We usually meet in the fall and other times as necessary depending upon projects. See where we are with City Hall park improvements for February PRF meeting, possibly meet with the Council at March Work Session before Town Hall Meeting. 9. NEW BUSINESS A. Review Park Dedication Fund Balance: Need to consider long term budget and what projects will be coming due on capital items such as playgrounds, buildings, and courts. Commission needs to prioritize items. Staff is requesting the PRF Commission sit down and go through the priorities of future projects. B. Review 2016 Park Projects: To be discussed at next meeting with prioritizing. 10. Recommend Funding Request for Bethlehem Baptist Church Donations: Silver View-LED Lighting interior and exterior, new floor coating inside, security lighting for playground Random Park- furniture replacement Groveland-furniture replacement 11.
