A. Groveland Park – 2015 Improvements – update. Looking for ways to soften the interior and
make it more welcoming. Suggested flooring: Tile in bathrooms and kitchen: $3876.67
Carpet: $2787. Direct Staff to continue to look for different cost options.
B. Hillview Hockey Rink – continue discussion of layout, rink light repairs – (No update at this
time). Contractor will come out to give a quote before next meeting.
C. City Hall Park - continue discussion on splash pad, playground, picnic area and shelters,
rest rooms, changing areas – Direct Staff to break down each area: playground, picnic
shelter, and splash pad so we can pick and choose components and prioritize.
D. Random Park Building improvement – discussion from earlier tour of building. Interior
issues seem to be more cosmetic: painting walls and modernizing the kitchen by removing
the cabinets and putting in a counter. Leave wall in place, perhaps, for now. Direct Staff to
investigate outside needs structurally-are there other issues underneath the boards that we
don’t know about? Get costs for siding and exterior improvements for next meeting so we
can make decisions.

The following is a synopsis of recent activities and events of the Public Works Department.
Maintenance
Staff worked on the following items this last month – ball field leveling, marking ball field base pegs, set up of
the batting cage, operate and test the score board, playground equipment repairs at various parks, graffiti
removal at various parks, stump removal/grinding, Clean up Groveland Park, wood chips, dirt and branches
from trimming, help in the Community Center during yearly week shut down and annual maintenance.
Forestry Staff is working on implementing the DNR Grant for Ash Tree removal and tree replacement. Gave
permission to the University Of Minnesota to collect wild garlic mustard rosettes for use in their invasive weed,
garlic mustard biocontrol program, (short narrative from the university added to the end of this report).
Projects
The following projects are planned this year. Updates from previous meetings are shown in red.
Silver View Park
Relocate Disc Golf Course: A new 9-hole course is proposed to be constructed in the NW corner of the park.
Involves clearing trees, installing new tees and targets, and removing existing course items and restoration.
2014 Budget: $25,000 (Park Dedication Fund) – includes $2,000 BBC contribution for improving disc golf tees
(Mar. 2011). Public Works Staff is contacted the University of Minnesota Landscape Architecture Program
and has found a second year masters student who is very interested in designing the course, staff will be
meeting with the student later this spring.
Reconstruct Trailways: Involves reconstruction of the asphalt trails with an engineering pavement section
and grading/drainage corrections. Will require professional engineering services and obtaining permanent
trailway easements from Scottland Green apartments and Silver Lake Townhomes. 2015 Budget: $150,000
(Spec. Projects Fund). City Council approved a contract with Bolton and Menk Engineering Services to design
and prepare bidding documents for Silver View Trial Rehabilitation. Staff had a meeting with Bolton and
Menk on Wednesday December 17, 2015 to start the project. Bolton and Menk will start to survey the trail
and start putting designs together. Survey is completed and contractor is working on plans. Staff met with
Bolton and Menk, at this meeting staff was informed the 2015 budgeted amount of $150,000 would fund
the re-construction cost. Staff brought this to the City Council; staff was directed to continue with getting
engineers estimates and bring the cost back the Council with a few options. At the Council meeting on March
23, 2015 Council authorized staff to continue to move forward with this project, engineers estimate for the
re-constructing the trial is $313,000. With a total cost including engineering fees $452,116.09. Funds will be
taken from the special projects funds budget 480-4180-7050. Staff continues to work with Bolton and Menk
moving this project forward, meeting with landowners, making final trail designs, securing permits. The City
Council approved moving forward at the May 25th Council Meeting. The City Attorney has progressed with
agreements with the two property owners regarding easements. At this point, staff anticipates signed
agreements in time to begin work this summer.
Irrigation Improvements: Expand irrigation system to cover various locations including around shelter and
new playground. 2014 Budget: $10,000 (PDF). The main irrigation underground control vault will also be
placed with an above ground control. 2014 Budget: $5,000 (General Fund). Obtaining quotes from
contractor’s project pushed out to 2016.
Random Park
Replace Interior Furniture: Replace tables and chairs with new. 2014 Budget: $3,000 (PDF) – which is
funded entirely by BBC contributions (Nov. 2013). Staff purchased chairs and is looking at cost of new
tables as well as painting the interior of the building. Staff meet with Contractor through the National Joint
Powers Agreement to obtain a quote, staff has not received at this time.
City Hall Campus
Splash Pad & Playground: City Council discussed at the Council Retreat the future plans of the parks and
grounds at City Hall campus including the splash pad and playground further discussion tonight item 7C.
Groveland Park
Tennis/Basketball Court Rehabilitation (Design): Involves evaluation, design, and bidding documents for
option selected, to be constructed in 2015. 2014 Budget: $15,000 (PDF). Evaluating scope of work and
developing better cost estimates. To be completed in the late spring, early summer of 2016, staff will contact
the contractor and set dates to be completed, final site work by Northwest Asphalt, 2015 street project
contractor needs to be completed first. Clean up of some items in the park has been completed.
Trails/Sidewalk
Hillview Road, Quincy Street and Jackson Drive (2016 Street project): Staff has been meeting with
engineering firm to design of streets and project. Bolton and Menk continues to work on design for
construction this year.
Trail segments #6 and #11: City Council approved awarding contact to Bolton and Menk for design and
construction of Trail segments #6 and #11. Trail design to be completed in 2015 with construction occurring
in 2016. Staff had kick off meeting with engineering firm July 16, 2015. City Council approved the plans and
specifications and authorized the advertisement for bids. Bid opening is planned for May 3, 2016 and will
go to City Council for award on May 9.
Community Center
ESP program: Financing has been approved and paper work in the process of being reviewed and signed,
the entire project will be completed by the end of August 2015. Staff is continuing to receive quotes for
the remodel project for the Community Center Offices and Prep-Kitchen. ESP project to start early August
and through October. Upgrades to LED fixtures has started, RTUs have been installed, controls and BAS
(building automation system) is being upgraded. Solar Panels installation date has yet to be set structural
engineer and roofing engineer need to sign off on location of solar panels. Some retrofitting of the joists
needs to be completed. The remodel of the offices and new prep-kitchen have been completed some small
punch list items yet to be done by staff. Solar Panels to be installed by the end of March. Starting March
18 through March 31 the Community Center will be closed for annual cleaning and upkeep projects.
Greenfield Park
RCWD ARJD#1 Project: Rice Creek Watershed District is planning the re-profiling and repair of Anoka-
Ramsey Judicial Ditch No. 1 which runs through Greenfield Park. Also included is Branch No. 5 which is
located behind the baseball outfield and crosses below the parking lot entrance. Staff will be meeting with
RCWD to inquire the status of this work. Public Works Director Erickson discussed the status of this project
with RCWD and they plan on trying to complete this work in 2016; however, there are a number of details
that need to be worked out before this can begin including: timing to minimize impacts to the park and
where to put the dredging spoils. The goal is to complete this coordination by early April.
MCES Sewer Interceptor Project: Metropolitan Council Environmental Services is planning to improve a
large diameter sewer pipe at the northwest corner of Quincy and Hillview. MCES is finalizing construction
plans and have been reviewed by engineering division, comments returned to MCES. MCES still planning
on a 2015 project. Some trees have been tagged in order to be transplanted in other City Parks. Project
still scheduled to start later this spring. This project is underway and the contractor is working at the east
end (near the I-35W Service Road) excavating for installing their liner. They will be working on the meter
station at the intersection of Quincy and Hillview later this spring and the planned completion date is
August 31, 2016. MCES’s contractor started their work at the intersection of Quincy and Hillview. Initial
steps included tree removal within the construction limits. They anticipate excavation beginning in the
very near future. This will be a very large excavation and staff is working with MCES to insure the safety
of residents. The trail will be closed in the west end of the park so that users don’t come to a dead end at
the construction area.

Thanks for granting us permission to collect plants and seeds of the invasive weed, garlic mustard, from
Silverview Park.
We will be using the plants and seeds collected at Silverview Park to support our colony of weevils for our
garlic mustard biocontrol project. We are currently testing two biocontrol weevils in a quarantine facility at
the St. Paul campus at the University of Minnesota. One of the weevils bores into the roots and crown of
garlic mustard and causes considerable plant damage. The other weevil feeds on developing seeds. Both
weevils are native to Europe and not present in North America and that is why we must conduct our
research in a quarantine facility
Garlic mustard is in the Brassicaceae plant family (mustard family). For our garlic mustard biocontrol
project, we are testing whether other species in mustard family can support the development of the
biocontrol weevils. Before we can release a biocontrol weevil into the field, we must ensure that the insects
only attack the host plant (garlic mustard). We have been working on this project for over 15 years to
ensure that these weevils have enough host-specificity to be used as biocontrol agents against garlic
mustard.
Before a weed biological control agent can be released in North America, it must go through a strenuous
Federal review process and be reviewed by representative of Federal agencies, such as the US. Fish and
Wildlife Service and USDA-APHIS.
