ROLL CALL: Commissioners: Arel, Aukee, Katovich, Kroeger, Kunz, Long, Palm, Rundle*, Roste* Staff: Erickson, Peterson | YMCA: Danielson *to be absent 3. APPROVAL OF AGENDA: Motion to approve by Palm. 2nd by Long. Motion Passed 6-0. 4. APPROVAL OF MINUTES: A. February 25, 2016: Current packet has the minutes from February tacked on to March agenda, so the numbering of minutes is continuous. Original minutes document is numbered correctly. Motion to approve with amended numbering in the packet to match original minutes by Arel, 2nd by Kroeger. Motion Passed 6-0. 5. PUBLIC INPUT Citizens may speak to issues not on tonight’s agenda. Before speaking, please give your full name and address. Please limit your comments to three minutes. No residents present. 6. STAFF REPORTS A. YMCA: See attached report. YMCA Togetherhood Volunteer Event – April 23rd 9 am - 12 pm. Park clean-up starting at Silverview Park. May move to more parks from there if enough volunteers. Hoping to advertise on website and city electronic sign. Contact MVCC if interested. B. Public Works: See attached report. Tree City USA proclamation at Woodcrest Park on Friday, April 29th. TBD. Need City Council, Staff, and PRF Commissioners to attend if possible. Need to keep a watch on what RCWD is doing at Greenfield Park with the ditch so as not to impact the batting cage. 7. UNFINISHED BUSINES A. Groveland Park – 2015 Improvements – (No update at this time). B. Hillview Hockey Rink – continue discussion of layout, rink light repairs – (No update at this time). C. City Hall Park - continue discussion on splash pad, playground, picnic area and shelters, rest rooms, changing areas – update – (Staff will update the Park & Recreation & Forestry Commission-information from the City Council retreat of March 21, 2016). The Council wants the Commission to look at the whole park facilities at City Hall Park and come up with a long-term vision. Direct Staff to provide a layout of the park with amenity options to layout and move around as well as the age and condition of the current amenities (shelters, playground, new Public Works building, etc). Would there be room to include a community garden? Palm, and Kroeger, and Arel will gather information from Staff to look at options. D. Random Park Building improvement – (Staff is waiting on cost estimates). Discuss Disc Golf Course Modifications at Silver View Park – (verbal report/update by Staff). Public Works Staff is contacted the University of Minnesota Landscape Architecture Program and has found a second year masters student who is very interested in designing the course, staff will be meeting with the student later this spring. 8. NEW BUSINESS A. Park Tour – decide park(s) and time: City Hall, Woodcrest, Greenfield? Meet at the parks before the May meeting at 5:30 pm. 9. COMMISSIONER REPORTS: A. Tree sale orders by April 22, pick up May 7 in Maplewood or St. Paul. Sponsored by Ramsey County. Order forms available at City Hall or on website. B. Community Garden idea was brought up by a resident at the Town Hall meeting. How do we look at a possibility of providing this amenity in the city? Resident suggested using the property across the street or at City Hall Park. Could use straw bales or raised boxes. Not sure of soil condition or irrigation opportunities. Former Roberts property is being considered for development and may involve using the front property as a staging area. Timing will be an issue. Encourage residents who are interested to come forward to talk to the Commission about their ideas and level of commitment. C. Oak wilt restrictions need to be considered because of the early spring weather. Don’t prune until the fall. Tree service companies should have a city permit to solicit as well as follow city guidelines for registering their service in the city with a licensed arborist on staff. 10.
