MEETING MINUTES
1. Park tour Meet at Woodcrest, Park at 5:30 pm
(Random and City Hall will be the other parks on the tour)
2. CALL TO ORDER at 6:40 PM
3. ROLL CALL:
Commissioners: Arel, Aukee, Katovich, Kroeger, Kunz, Long, Palm, Rundle, Roste*
Staff: Peterson | YMCA: Danielson *to be absent
4. APPROVAL OF AGENDA: Motion by Arel to approve, 2nd by Long. Motion Passed 8-0
5. SPECIAL BUSINESS: No special business tonight!
6. APPROVAL OF MINUTES
A. April 28, 2016: Motion to approve by Kunz, 2nd by Rundle. Motion Passed 8-0
7. PUBLIC INPUT
Citizens may speak to issues not on tonight’s agenda. Before speaking, please give your full
name and address. Please limit your comments to three minutes. Council Member, Gary
Meehlhause: The National Lions Club is celebrating 100 years in 2017 and is asking local
organizations to think of a project that they can financially support within the city. Consider
pairing with Spring Lake Park Lions as an option as well.
8. STAFF REPORTS
A. YMCA: See attached report. MVCC Event Center will have its own website soon. Music and
Movies in the Park dates: June 16, July 21, Aug 18 from 7-8 pm at Silverview. Festival in
the Park August 20. Irondale is reserving the Silverview Park basketball courts without fees.
Seems to be no conflicts with residents who may want to play on it.
B. Public Works: See attached report. Arbor Day at Woodcrest Park. Easements for the
trailway around Silverview Pond have been approved and work can begin soon! Solar
panels are installed on top of MVCC and waiting on Xcel to install meters.
9. UNFINISHED BUSINESS
A. Groveland Park – 2015 Improvements – close to being ready to discuss tennis court
resurfacing.
B. Hillview Hockey Rink – continue discussion of layout, rink light repairs – (No update at this
time).
C. City Hall Park - continue discussion on splash pad, playground, picnic area and shelters,
rest rooms, changing areas – update from CHPTF committee: Shared vision and definition
of a destination park as well as next steps needed. Consider the purpose of this park-is it to
bring people in from other communities or for Mounds View residents? Does this change
our focus? Should it be considered a “destination”
D. Random Park Building improvement – review estimate. Siding is in pretty good shape, but
soffits and fascia need to be replaced and address water run-off damage. Direct Staff to
acquire breakdown of exterior work so we can determine the cost of repairs without
replacing the siding (total estimate for exterior $23,808.96).
E. Discuss Disc Golf Course Modifications at Silver View Park – (verbal report/update by
Staff). Waiting to contact U of M student who may design the course.
10. NEW BUSINESS:
A. Silverview Park court rental: Irondale is reserving the basketball court with no fee and no
conflicting issues from residents who may want to play at the same time.
B. Parking lot resurfacing at Silverview Park: In capital budget and Public Works has a handle
on when to address this. Remove from business.
C. Age group restrictions for soccer fields: Fee schedule has listed all soccer fields for youth
only at least since 2006. Consider soccer changes in goal regulations. Staff should
measure goal size so we know what we have in case we need to adjust for league play for
rentals, rather than recreational play.
