Park tour Meet at Woodcrest, Park at 5:30 pm (Random and City Hall will be the other parks on the tour) 2. CALL TO ORDER at 6:40 PM 3. Council Member, Gary Meehlhause: The National Lions Club is celebrating 100 years in 2017 and is asking local organizations to think of a project that they can financially support within the city. Consider pairing with Spring Lake Park Lions as an option as well. 8. STAFF REPORTS A. YMCA: See attached report. MVCC Event Center will have its own website soon. Music and Movies in the Park dates: June 16, July 21, Aug 18 from 7-8 pm at Silverview. Festival in the Park August 20. Irondale is reserving the Silverview Park basketball courts without fees. Seems to be no conflicts with residents who may want to play on it. B. Public Works: See attached report. Arbor Day at Woodcrest Park. Easements for the trailway around Silverview Pond have been approved and work can begin soon! Solar panels are installed on top of MVCC and waiting on Xcel to install meters. 9. UNFINISHED BUSINESS A. Groveland Park – 2015 Improvements – close to being ready to discuss tennis court resurfacing. B. Hillview Hockey Rink – continue discussion of layout, rink light repairs – (No update at this time). C. City Hall Park - continue discussion on splash pad, playground, picnic area and shelters, rest rooms, changing areas – update from CHPTF committee: Shared vision and definition of a destination park as well as next steps needed. Consider the purpose of this park-is it to bring people in from other communities or for Mounds View residents? Does this change our focus? Should it be considered a “destination” D. Random Park Building improvement – review estimate. Siding is in pretty good shape, but soffits and fascia need to be replaced and address water run-off damage. Direct Staff to acquire breakdown of exterior work so we can determine the cost of repairs without replacing the siding (total estimate for exterior $23,808.96). E. Discuss Disc Golf Course Modifications at Silver View Park – (verbal report/update by Staff). Waiting to contact U of M student who may design the course. 10. NEW BUSINESS: A. Silverview Park court rental: Irondale is reserving the basketball court with no fee and no conflicting issues from residents who may want to play at the same time. B. Parking lot resurfacing at Silverview Park: In capital budget and Public Works has a handle on when to address this. Remove from business. C. Age group restrictions for soccer fields: Fee schedule has listed all soccer fields for youth only at least since 2006. Consider soccer changes in goal regulations. Staff should measure goal size so we know what we have in case we need to adjust for league play for rentals, rather than recreational play. 11. COMMISSIONER REPORTS: None 12. Need to look at future considerations: opportunities and features as well as rank them based on cost, work required, and need/use by residents. Church of Cash and Good Dinosaur iii. 5K Run Aug 20 | 22 runners registered!!!! 6A North Suburban Concert Band Free Willy Item No. 6 B M E M O R A N D U M To: Parks & Recreation & Forestry Commissioners From: Don Peterson – Public Works Supervisor Date: July 28, 2016 RE: Public Works Staff Report _______________________________________________________________________________ The following is a synopsis of recent activities and events of the Public Works Department. Maintenance Staff worked on the following items this last month – Mowing and ball field preps, dragging, painting chalking, mowing of grounds, weed whipping, as well as repairs to irrigation systems, repairs to playground equipment and buildings and grounds. Installed new playground chips at Greenfield, concrete forms at Groveland Park around the playground, Silver View 1 new home, paint City Hall pavilions, repairs to Greenfield Park building door, and Groveland Park shelter door, Forestry Staff continues working on the DNR Grant for Ash Tree removal and tree replacement. Started inspection of residential trees and talk with home owners about the marked tree(s). Tree survey from MN DNR from 2010 is attached to report. The following projects are planned this year. Updates from previous meetings are shown in red. Silver View Park Relocate Disc Golf Course (2017): A new 9-hole course is proposed to be constructed in the NW corner of the park. Involves clearing trees, installing new tees and targets, and removing existing course items and restoration. 2014 Budget: $25,000 (Park Dedication Fund) – includes $2,000 BBC contribution for improving disc golf tees (Mar. 2011). Public Works Staff is in the process of setting up a meeting to discuss the design of the course. Reconstruct Trailways: Involves reconstruction of the asphalt trails with an engineering pavement section and grading/drainage corrections. Will require professional engineering services and obtaining permanent trailway easements from Scottland Green apartments. 2015 Budget: $150,000 (Spec. Projects Fund). City Council approved a contract with Bolton and Menk Engineering Services to design and prepare bidding documents for Silver View Trial Rehabilitation. Staff had a meeting with Bolton and Menk on Wednesday December 17, 2015 to start the project. Bolton and Menk will start to survey the trail and start putting designs together. Survey in completed and contractor is working on plans. Staff met with Bolton and Menk, at this meeting staff was informed the 2015 budgeted amount of $150,000 would fund the re-construction cost. Staff brought this to the City Council; staff was directed to continue with getting engineers estimates and bring the cost back the Council with a few options. At the Council meeting on March 23, 2015 Council authorized staff to continue to move forward with this project, engineers estimate for the re-constructing the trial is $313,000. With a total cost including engineering fees $452,116.09. Funds will be taken from the special projects funds budget 480-4180-7050. Staff continues to work with Bolton and Menk moving this project forward, meeting with landowners, making final trail designs, securing permits. The City Council approved moving forward at the May 25th Council Meeting. A preconstruction meeting was held and Northwest Asphalt will begin work on this project within the next 2 – 3 weeks. Completion will be around the end of September. Irrigation Improvements: Expand irrigation system to cover various locations including around shelter and new playground. 2014 Budget: $10,000 (PDF). The main irrigation underground control vault will also be placed Public Works Staff Report 2/3 with an above ground control. 2014 Budget: $5,000 (General Fund). Obtaining quotes from contractor’s project pushed out to 2017. Random Park: Staff meet with contractor to obtain quote for work to be done both on the interior and exterior of the building. To be discussed tonight item 7D. City Hall Campus: Irrigation & Landscaping Improvements: The front of City Hall is planned to have new landscaping features installed and irrigation system expanded to cover dead spots and the portion of the park between City Hall and County Highway 10 (volley ball area). 2014 Budget: $25,000 (Spec. Projects Fund). Met with landscape architects in July to develop scope of work. The CHPTF task force was created and meet to discuss the campus, the task force will be meeting and bring information forward at a future PRF Commission Meeting. Groveland Park: Tennis/Basketball Court Rehabilitation (Design): Involves evaluation, design, and bidding documents for option selected, to be constructed in 2016. 2014 Budget: $15,000 (PDF). Evaluating scope of work and developing better cost estimates. To be completed this year mid- summer. Trails/Sidewalk: Hillview Road, Quincy Street and Jackson Drive (2016 Street project) Staff has been meeting with engineering firm to design of streets and project. Bolton and Menk continues to work on design for construction this year. Construction under way. City Council approved awarding contact to Bolton and Menk for design and construction of Trail segments #6 and #11. Tail design to be completed in 2015 with construction occurring in 2016. Staff had kick off meeting with engineering firm July 16, 2015. Pre-construction meeting scheduled for Friday, June 24. Construction started on July 25, 2016 and estimated completion is late September. Community Center: ESP program: Financing has been approved and paper work in the process of being reviewed and signed, the entire project will be completed by the end of August 2015. Staff is continuing to receive quotes for the remodel project for the Community Center Offices and Prep-Kitchen. ESP project to start early August and through October. Solar Panels installed, Contracts have been signed and sent to Xcel, waiting on meters to be installed. Greenfield Park: RCWD ARJD#1 Project: Rice Creek Watershed District is planning the re-profiling and repair of Anoka-Ramsey Judicial Ditch No. 1 which runs through Greenfield Park. Also included is Branch No. 5 which is located behind the baseball outfield and crosses below the parking lot entrance. Staff will be meeting with RCWSD to inquire the status of this work. Public Works Director Erickson discussed the status of this project with RCWD and they plan on trying to complete this work in 2016; however, there are a number of details that need to be worked out before this can begin including: timing to minimize impacts to the park and where to put the dredging spoils. The goal is to complete this coordination by early April. Staff is still trying to coordinate details with the RCWD. MCES Sewer Interceptor Project: Metropolitan Council Environmental Services is planning to improve a large diameter sewer pipe at the northwest corner of Quincy and Hillview. MCES is finalizing construction plans and have been reviewed by engineering division, comments returned to MCES. MCES still planning on a 2015 project. Some trees have been tagged in order to be transplanted in other City Parks. Project still scheduled to start later this spring. This project is underway and the contractor is working at the east end (near the I-35W Service Road) excavating for installing their liner. The Public Works Staff Report 3/3 work on the meter station at the intersection of Quincy and Hillview started and the planned completion of part of this work is August 31, 2016. A portion of the trail going through Greenfield Park has been closed for the work of this meter station.
