ROLL CALL: Commissioners: Arel, Aukee, Katovich, Kroeger, Kunz, Long, Palm (6:35), Rundle, Roste Staff: Erickson, Peterson | YMCA: Danielson 3. APPROVAL OF AGENDA: Motion by Kroeger to approve agenda and strike 4B, 2nd by Kunz. Motion Passed 5-0 4. APPROVAL OF MINUTES A. May 26, 2016: Motion to approve by Kroeger, 2nd by Kunz. Motion Passed 5-0 B. June 23, 2016 Struck from agenda as this was a work session due to no quorum 5. PUBLIC INPUT Citizens may speak to issues not on tonight’s agenda. Before speaking, please give your full name and address. Please limit your comments to three minutes. Circle Pines resident, Clay Arnett, avid disc golfer spoke about willingness to help with improvements to the disc golf course at Silverview Park. This will be discussed later in the agenda. 6. STAFF REPORTS A. YMCA: See attached report. Music-in-the Park August 18: Church of Cash band followed by movie The Good Dinosaur. There will be a bike race around Lambert Park during Festival of the Park in August. B. Public Works: See attached report. Vandalism at Greenfield and Silverview buildings. 7. UNFINISHED BUSINESS A. Groveland Park – 2015 Improvements – review estimates. Unable to connect with person in charge of resurfacing the tennis court. Staff continues to try and contact. Short about $4K to add carpet in building (combine with Random building carpeting). Motion by Palm, 2nd by Kunz to bring carpet flooring for both Random and Groveland park buildings as presented to the City Council for approval. Motion Passed 6-0. B. Hillview Hockey Rink – continue discussion of layout, review estimates: $10K is budgeted for improvements, but bids came in for a total of $14,859.96. BBC contribution was $6K in 2010. Cannot accomplish in 2016, will do in 2017. Motion by Rundle, 2nd Kunz to move forward with the ice rink improvement at Hillview Park and bring forward to City Council for budget approval in 2017. Motion Passed 5-1. C. City Hall Park - continue discussion on splash pad, playground, picnic area and shelters, rest rooms, changing areas – update from CHPTF committee. Task Force presented information about new amenities evaluation regarding initial and recurring costs, timeline, need, and usage predictions. Next steps include meeting with City Council for further direction and evaluate maintenance or changes to existing park features. Wendy 7395 Knollwood-Would like the Commission to consider separation of age groups when positioning features to keep older kids from younger kids. Sherry Gunn 5459 Landmark Circle-speaking as a City Council Member, we can scale back in the vision and amenities. D. Random Park Building improvement – review estimates: Total work estimate $26,777.42, but budgeted $20K. Motion by Palm, 2nd by Rundle to bring total work estimate forward to City Council for approval to be completed this year, taking additional funds out of Park Dedication Fund. Motion Passed 6-0. E. Discuss Disc Golf Course Modifications at Silver View Park – (verbal report/update by Staff). Need to consider current layout and desired layout. Need to consider length of holes-currently our lengths are as follows: 200ft, 143ft, 204ft, 150ft, 229ft, 277ft, 229ft. Councilmember Meehlhause spoke to Commission to possibly consider using Hillview Park. Clay Arnett will share ideas with Staff to share with possible U of M grad project. 8. NEW BUSINESS: NONE 9. COMMISSIONER REPORTS: A. Mounds View Community Theatre presents The Drowsy Chaperone July 29-31 at Irondale High School. B. Japanese beetles are in season now. C. Music and Movie in the Park August 18. D. August 20th Festival in the Park 10. REQUESTS FOR FUTURE AGENDA ITEMS / OTHER BUSINESS A. None 11.
