ROLL CALL: Commissioners: Arel, Aukee, Katovich, Kroeger, Kunz, Long, Palm, Rundle, Roste Staff: Erickson, Peterson | YMCA: Danielson 3. APPROVAL OF AGENDA: Motion by Palm to approve, 2nd by Kunz. Motion Passed 7-0 4. APPROVAL OF MINUTES A. October 27, 2016: Motion to approve by Kunz 2nd by Kroeger. Motion Passed 7--0 5. PUBLIC INPUT Citizens may speak to issues not on tonight’s agenda. Before speaking, please give your full name and address. Please limit your comments to three minutes. No residents present. 6. STAFF REPORTS A. YMCA: See attached report. Youth In Government had 120 participants, largest delegation in the state! YMCA BB tourney on Saturday at MVCC. Expanding Early Learning Program due to receiving a grant of $11K! Money will help run the program out of Scotland Green Apartments for ages B-6. Good program growth compared to last year. Cookies with Santa on December 3rd from 10am-noon. Nate Danielson will be moving up in the YMCA organization to the Eagan location! Hiring a replacement soon. B. Public Works: See attached report. Steve Roste has resigned from the Commission. City Staff is working on the Ordinance change moving from 9 to 7 members. Needs 2 readings before it takes effect approximately mid-January 2017. 7. UNFINISHED BUSINESS A. City Hall Park - continue discussion on splash pad, playground, picnic area and shelters: No updates. B. Discuss Disc Golf Course Modifications at Silver View Park – (verbal report/update by Staff). Hoping to connect with U of M student soon to discuss layouts the PRF Commission talked about last month in coordination with Eagle Scout candidate. C. Review Park and Trail System Plan and Map: Need to add Jackson Drive as an MSA road with sidewalk on the east side from County Road I north to Hillview. What trailways are connected to Lambert Park? 8. NEW BUSINESS: A. Review Landscape plan for new Public Works Facility: Is there a policy concerning the trees in the City Hall Park land that could be removed, and the replacement of those trees of high value? Will there be space to continue the trailway from along the softball field out to Mounds View Blvd? Need to consider landscaping maintenance time and cost. Need to watch the salt building so that it doesn’t seep into landscaping and damage trees. Maybe change up tree variety from maple to other types of trees because maples are abundant in urban areas. Look at city tree listing to consider adding lower count trees. B. Discuss possible CPR training, joint training with Planning Commission: The City is in the process of becoming a Heart Safe Community. Training would be at City Hall on December 7th in the evening. Staff will email the Commission with details. 9. COMMISSIONER REPORTS: Need to consider improvements at Silverview trail, and the impact on the sledding hill. Staff looked at this issue and will put in hay bales and check periodically that people aren’t building a snow ramp to launch into the pond. 10. REQUESTS FOR FUTURE AGENDA ITEMS / OTHER BUSINESS A. Resurface of tennis courts, basketball courts ADJOURNMENT: Motion to adjourn at 7:44 pm by Kunz, 2nd by Katovich. Motion Passed 7-0 Next Regular Commission Meeting: December 15, 2016 6:30pm
