MEETING MINUTES
1. CALL TO ORDER at 6:33 PM.
2. ROLL CALL:
Commissioners: Arel, Aukee, Katovich, Kroeger, Kunz, Long, Palm, Rundle,
Staff: Erickson, Peterson | YMCA: Thomas
3. APPROVAL OF AGENDA: Change Item 4 date of November 11 to 17. Motion by Palm to
approve as amended, 2nd by Katovich. Motion Passed 7-0
4. APPROVAL OF MINUTES
A. November 11 17, 2016: Motion by to approve by Kroeger, 2nd by Long, Motion Passed 7-0
5. PUBLIC INPUT
Citizens may speak to issues not on tonight’s agenda. Before speaking, please give your full
name and address. Please limit your comments to three minutes. No residents present.
6. STAFF REPORTS
A. YMCA: Andy Thomas new director. See attached report. Largest Youth in Government in
the state! Starting high school leagues for students that may get cut by high school teams.
Rinks being staffed starting next week at Lambert and Hillview. Direct Staff to double check
times of warming house staffing including during Winter Break.
B. Public Works: See attached report.
7. UNFINISHED BUSINESS
A. City Hall Park - continue discussion on splash pad, playground, picnic area and shelters.
Waiting on cost estimates from Staff. Need cost estimates for each option of what to do
with wastewater: recycle back into the system, save for irrigation, or run down the drain.
Need to consider impact of Public Works Facility construction, and moving soccer fields
from Oakwood to City Hall fields due to construction by RCWD and MN State at Oakwood
and Greenfield. Goal is to create an itemized list of costs to present options to the
City Council in March.
B. Discuss Disc Golf Course Modifications at Silver View Park – (verbal report/update by
Staff). Kelly Uhrich, from the University of Minnesota, gave an update of what she has
found in her research of the park. Ready to look at a layout to propose next month! Need to
consider drainage options that Ramsey County wants to do. Need to look at how high-value
trees may be impacted and how to protect them. Direct Staff and Kelly to put a couple of
options together to include 9 holes of various lengths (par 3-5) with fairway widths of
8-10 feet, and determine whether or not to use east side of playground for 1-2 holes.
C. Review Park and Trail System Map: Need to add a few updates and finalize at January
meeting.
D. Resurface of tennis courts, basketball courts: Back to square one. Staff has a consultant
willing to come out to look at the condition of our courts and bring assessments and
recommendations to the Commission at a cost of $3500. Motion by Palm, 2nd by Long to
direct Staff to hire the consultant to come out and evaluate the courts in the city and
provide the Commission with recommendations at a cost of $3500 to come out of
Park Dedication Funds pending City Council approval. Motion passed 7-0.
8. NEW BUSINESS:
A. Appoint Chair and Vice Chair for 2017 Commission Meetings: Motion by Aukee, 2nd by
Katovich, to appoint Gerald Arel as Chair. Motion Passed 7-0. John Kroeger will be Vice
Chair.
B. Approve Meeting Calendar for 2017: Motion by Palm, 2nd by Long, to accept the calendar
as submitted. Motion Passed 7-0.
9. COMMISSIONER REPORTS
A. Dave Long’s last meeting after 32 years on the Commission. Good luck, Dave, and thank
you for your service to this Commission!
10. REQUESTS FOR FUTURE AGENDA ITEMS / OTHER BUSINESS
11. ADJOURNMENT: Motion by Long, 2nd by Kunz to adjourn at 8:06 PM. Motion Passed 7-0.

a. 2016 Recap:
i. Over 400 events/meetings
Over 50,000 people came through the Event Center
Among those we served a variety of cultures, including: Ethiopian,
Liberian, Iraqi, Hmong, Mexican, Phillipino, Somali, Indian, Nigerian,
Ghanaian, Kenyan
b. Website continues to show higher results in ‘internet search’ based on e-mails we/ve
received.
c. Many happy renters with the change to daily rate. 90% of rentals for 2017 so far
have reserved the full day
