PARKS AND RECREATION AND FORESTRY COMMISSION

MEETING MINUTES
1. CALL TO ORDER at 7:01 pm
2. ROLL CALL:
Commissioners: Arel, Aukee, Katovich, Kroeger, Kunz, Palm, Rundle,
Staff: Erickson, Peterson | YMCA: Thomas
3. APPROVAL OF AGENDA: Motion to approve by Palm, 2nd Aukee. Motion Passed 7-0
4. APPROVAL OF MINUTES
A. April 27, 2017: No minutes available. Approve in June. Palm will gather the minutes.
5. PUBLIC INPUT
Citizens may speak to issues not on tonight’s agenda. Before speaking, please give your full
name and address. Please limit your comments to three minutes. No residents present
6. STAFF REPORTS
A. YMCA: See attached report. New Sports Coordinator: Darryl Thibodeaux. Summer leagues
will be starting soon with about 140 participants. 130-150 children attending other summer
programming. Consider asking park building renters to complete a survey to get
feedback and see where we can make improvements. New park brochure separate from
MVMatters mailed to residents. Showcases programing and family events.
B. Public Works: See attached report. Eagle Scout candidate will be starting disc golf tee
boxes at Silverview Park about June 17th.
7. UNFINISHED BUSINESS
A. Silver View Disc Golf: Commission toured the course on the park tour this evening. Still
needs some clearing of trees and brush. How do we manage natural water flow through the
course resulting in erosion and mud? (i.e. rocks, wood barriers, wood chips?). Ramsey
County ditch along County Road I and Silver Lake Road should help some of this.
B. Pollinator Friendly City - update from staff / Council Work Session: Staff is still researching
this for the Commission and City Council. Hoping for an update at the July City Council
Work Session.
8. NEW BUSINESS:
A. Tennis and basketball Court Evaluation – Fred Kolkmann from Tennis and Sport Surfaces,
LLC gave his report on the status of our courts and his recommendations. We need to
decide which courts to save, which courts to let go, which courts to salvage and/or replace?
Motion to repair basketball courts at Random Park ($2.5-$3.6K estimate), and crack
repair with recoating at Silverview Park ($16-18.5K estimate) by Arel, 2nd by Rundle.
Motion Passed 7-0. Commission will discuss possible options for Greenfield and
Groveland tennis and basketball courts in June. Staff and Katovich will prepare options of
1-2 courts with and w/o basketball courts as well as lighting for June meeting.
B. Discussion of tonight’s Park Tour: Commission visited Silverview disc golf course and
basketball courts. Also visited City Hall Park and looked at the vision for the playground and
splash pad as well as moving the t-ball field.

10. REQUESTS FOR FUTURE AGENDA ITEMS / OTHER BUSINESS
A. Forestry within the parks and public right-of-way

11. ADJOURNMENT: Motion to adjourn at 8:35 pm by Aukee, 2nd by Kroeger. Motion Passed 7-0
