PARKS AND RECREATION AND FORESTRY COMMISSION

MEETING MINUTES
1. CALL TO ORDER at 6:33 PM
2. ROLL CALL:
Commissioners: Arel, Aukee, Katovich, Kroeger, Kunz, Palm, Rundle,
Staff: Peterson | YMCA: Thomas
3. APPROVAL OF AGENDA: Motion to approve by Palm, 2nd by Rundle. Motion Passed. 5-0
4. APPROVAL OF MINUTES: Motion to approve by Kroeger, 2nd by Rundle. Motion Passed 5-0
A. September 28, 2017
5. PUBLIC INPUT
Citizens may speak to issues not on tonight’s agenda. Before speaking, please give your full name and
address. Please limit your comments to three minutes. No residents present.
6. STAFF REPORTS
A. YMCA: See attached report. Youth in Government is the largest delegation in the State with 135 students!
Advanced YMCA basketball training at MVCC has good participation! Fall Festival Oct. 28th 10-12noon at
MVCC with waffle breakfast provided by the Lions Club.
B. Public Works: See attached report. Can we remove some of the old items on the report?
C. Forestry: Letters going out to residents regarding trees that needs to be removed.
7. UNFINISHED BUSINESS
A. Forestry – City Parks: Kroeger wrote a draft proposal for “Instructions for Managing Trees/ Brush on City
Property” to be in the Public Works Operation and Maintenance Standard Operating Guidelines. Revise the
proposal of replacing high value trees that are removed on a minimum of a 2:1 ratio “within the same
general areas” to state “on City property” so trees could be planted in other parks. Need a protocol to
determine “hazardous” trees for a variety of reasons (fungus, rot, etc), and a timeline for inspection of trees
annually? Biennially? Kotovich will look up hazardous tree identification guidelines.
B. Woodcrest Park – water table changes (verbal update): Waiting on additional information. Staff has
addressed storm sewer outfall and inlet maintenance.
8. NEW BUSINESS:
A. Appoint two Park, Recreation and Forestry Commission members to the Comprehensive Plan
Task Force Committee: Gary Rundle and John Kroeger are willing. Confirm at November meeting.
9. COMMISSIONER REPORTS:
A. Our forestry duties need to be more defined in the City Code, Chapter 405.07 Subd.12.
B. Need to try to honor Dave Long at a City Council meeting in December or January. Arel will contact him to
see if he can attend January 8, 2018.
C. Still trying to set up a meeting with an expert on EAB to come to a Commission meeting.
10. REQUESTS FOR FUTURE AGENDA ITEMS / OTHER BUSINESS
ADJOURNMENT: Motion to adjourn at 7:30 by Palm, 2nd by Kroeger. Motion Passed 5-0.
