APPROVAL OF AGENDA: Motion to approve by Palm, 2nd by Kroeger. Motion Passed 5-0 4. APPROVAL OF MINUTES: No minutes available from October 25, 2018. Move to future meeting. 5. PUBLIC INPUT Citizens may speak to issues not on tonight’s agenda. Before speaking, please give your full name and address. Please limit your comments to three minutes. No residents present. 6. STAFF REPORTS A. YMCA: See attached report. 2019-Expanding fitness and senior programs. Teen Youth in Government conference January 10-13. MVCC has the largest delegation in history for YIG. “Get Summer” programs offers 200 free summer memberships to metro youth in the summer. MVCC has some of these to offer. Summer sports expansion will add other communities to our summer sports programs. Daily admission continues to grow as well as events. Cookies with Santa Dec. 1. 10-12, including a Toys for Tots collection. Ice rinks are coming! Looking for staff to work the warming houses- $10.50/hour. 4-8 weekdays. 12-8 weekends and school-release days. Rental for a skating party available before the scheduled hours. B. Public Works / Forestry: See attached report. New furnace at Random Park Building. Furnace repairs at Hillview. New contractor for tree removal will sign tomorrow. Tree injection will still be Rainbow Tree. 7. UNFINISHED BUSINESS A. Forestry Discussion – Certified arborists now on staff! He will work with other staff on our ISA tree goals this winter. Modeling good tree management by the City will hopefully influence good tree management by residents. B. Trails and Sidewalks Master Plan – Review: Some projects were completed with street projects, but others could still be possible with future projects. 8. NEW BUSINES A. Review Applications for Commission Seats 3 Seats up, 3 applications received. Farewell to Steve Katovich. Motion by Palm to recommend to the City Council to approve the three applicants to the Commission, 2nd by Kunz. Motion Passed 5-0. B. Review Draft Meeting Calendar for 2019: Motion by Palm to approve 2019 calendar as proposed. 2nd by Kunz. Motion Passed 5-0. C. Expansion of Parking Lot at Silver View Park: No room to expand parking lot. D. Festival in the Park 2019 – To be held at Silver View Park. Parking will be difficult. E. Discuss Cancelation of December 20, 2018 Park and Recreation and Forestry Commission Meeting. Motion by Palm to cancel December 20, 2019 meeting due to lack of agenda items. 2nd by Arel. Motion Passed 5-0. 9. COMMISSIONER REPORTS-What happened to including a youth on the Commission? Staff will look into this. Motion passed 5-0 Next Regular Commission Meeting January 24, 2019 6:30pm Item No. 7 B M E M O R A N D U M To: Parks & Recreation & Forestry Commissioners From: Don Peterson – Public Works Director Date: January 24, 2019 RE: Public Works Staff Report _______________________________________________________________________________ The following is a synopsis of recent activities and events of the Public Works Department. Maintenance Staff worked on the following items this last month: • Snow Removal • Ice Rink Maintenance and Flooding • Maintenance items at the Community Center • Painted interior of Random Park Shelter Forestry Staff worked on the following items this last month: • Meeting with tree contractor for removal and trimming • Continued with EAB conversations with residents • Removed 27 Ash Trees in City various City Parks The following projects are planned this year. Current updates are in black text, and updates from the previous two month period are in grey. Silver View Park Relocate Disc Golf Course: • Ramsey County started tree removal along County Road I and Silver View Road in order to re-profile the draining ditch on the North and West side of the park. Public Works Staff has received numerous calls with concerns and complaints on the tree removal. • Ramsey County continues to work in re-profiling the draining ditch along County Road I and Silver View Road, located in Silver View Park. City Hall Campus: Irrigation & Landscaping Improvements: • Playground equipment was approved and ordered. • Received Splash Pad plans, contractor currently reviewing for installation costs. • Continue vision planning • Play Ground and Splash Pad on hold with weather. Shelter is being worked on, some delays as all the parts were not delivered. Parts are shipped from Michigan. Contractor works on building as parts are available. Main Playground and splash Pad to be installed in 2019. Public Works Staff Report 2/2 Groveland Park: Tennis/Basketball Court Rehabilitation (Design): • Fred Kolkman working on plans and specs, a couple questions have been asked will be discussed tonight. • City attorney is review the contract documents • Plans and Specs sent out to contractors – bid opening May 30th at 10:00am. • Tennis Court Rehab Project started Wednesday June 27, 2018 • Asphalt is down, fencing completed and coating will be completed • Final Inspection of Punch list items on 10/25/2018 for Tennis/Basket Ball Court Hillview Park: • Hockey rink fence completed, Public Works staff completed installing the boards. Grading and fill need to be completed. Depending on the weather the base may be a 2018 project. • Ag-lime base to be completed in 2018. Random Park: Building Renovation: • Staff continued painting exterior of shelter building, East side needs to be completed in 2018. • Table’s selection made and ordered . • Vandalism of front entry – discussion tonight. • Contractor is in progress for repairing the building. • Painting of exterior scheduled for fall of 2018. Completed • Painted interior Greenfield Park: RCWD ARJD#1 Project: Rice Creek Watershed District is planning the re-profiling and repair of Anoka-Ramsey Judicial Ditch No. 1 which runs through Greenfield Park. Also included is Branch No. 5 which is located behind the baseball outfield and crosses below the parking lot entrance. Staff will be meeting with RCWSD to inquire the status of this work. • Scheduled meeting with RCWD for Monday July 30th for rain gardens and ARJD#1. • RCWD has sent letters out cleaning of Judicial Ditch No. 1 to start • Work is close to being completed Other: MCES Sewer Interceptor Project: MCES will potentially need to gain access to the site again, they are having some issues with a flume that was installed. At this time the extent of work is yet to be determined. Meet with MCES staff and contractor work will start in June and last through August. Contractor will need dig next to a manhole in the Park, a bypass pump will be in operation. The trail in the Park will be closed while this work is in progress. MCES is responsible to restoration. Work here is completed and the restoration done, restoration not accepted and will need to be re-done. Staff meet with MCES and addressed issues with restoration. All work will be completed this fall.
