CALL TO ORDER at 6:35 PM 2. ROLL CALL: Commissioners: Arel, Aukee, Curry, Kroeger, Kunz, Palm, *Rundle Staff: Peterson | YMCA: Thomas *to be absent 3. APPROVAL OF AGENDA: Motion to approve by Palm to approve, 2nd by Kunz. Motion Passed 6-0 4. APPROVAL OF MINUTES: A. January 24, 2019: Need to correct a couple of typos. Motion to approve as amended by Palm, 2nd by Aukee. Passed 6-0 5. PUBLIC INPUT Citizens may speak to issues not on tonight’s agenda. Before speaking, please give your full name and address. Please limit your comments to three minutes. No residents present. 6. STAFF REPORTS A. YMCA: See attached report. Y Day at the Capital! Model UN March 28-30. Summer registration opens April 2nd. Daily admissions up 15%. Summer programs getting started with registrations. Need nominations for Coach-of-the-Year ASAP! Ice rinks are still open through this coming weekend due to cold weather! B. Public Works-See attached report. Splash pad goal open date is Memorial Day weekend! 7. UNFINISHED BUSINESS A. Trails and Sidewalks – Continue review of plan. Updates have been entered. B. Spring Lake – Discussion on re-opening beach for swimming. Barbara Goodboe-Bisschoff, Spring Lake Park City Council Member, attended the January meeting and wanted Commission support to reopen Spring Lake Beach with raking, etc. There is confusion about cost to rake and personnel to rake the lake. Do we clear a beach area and a wading area in the lake with raking and chemically treat it for a wading beach? SLP Park and Rec Commission is not in support of a swimming beach, but may consider raking it for wading. According to the joint agreement, SLP is in charge of the maintenance and MV is in charge of the building rentals and any staffing (lifeguards in the past). It is not spring-fed and you cannot pump water into this lake. It is dependent upon storm water run-off. Even treating it could result in swimmers’ itch. We have the splash pad coming to MV City Hall. Do we ask City Council if they are interested in this proposal? If we are putting in a splash pad, why would we invest money into a lake that would require chemicals and raking? What is the risk of trying to pull something together if the lake is dependent on the weather? How would it be monitored to see that the raking is happening on a consistent basis? Does the City have any liability if it is opened as a wading area? Should we reinstate the Spring Lake Joint Task Force to discuss the future of the park and lake? Motion by Palm, 2nd by Kunz not to recommend opening Spring Lake for swimming. Motion Passed 6-0 C. Greenfield Park – Ball Diamond Infield, request for improvements (e-mail). Request for dugouts and plumbed bathrooms. Need to address some field drainage issues. There is not room for dugouts. If we move the dugouts toward the outfield, that may cause problems with foul balls. The west side has less space with the trail and property lines. South dugouts would interfere with fan bleachers and visibility. We could update fencing as a defined space between fans and players. There is not a sewer line there for bathrooms and this would be costly. We need more information from the individual/group that is making this request. Direct Staff to find out more details from this party and continue discussion. 8. NEW BUSINESS A. Woodcrest Park – (Comprehensive Plan Survey Results): Slide has been removed because it was broken. We discussed several years ago to let the park go and not replace equipment. Put on May park tour! B. City Hall Park – Memorial Display-Staff supplied from a company from simple to elaborate plans. Consider setting up a task force to include veterans and Commission members. Need fundraising, fundraising, and location plans. Commissioners Curry, Arel and Palm are interested in investigating. 9. COMMISSIONER REPORTS: Way to go Public Works with snow removal! Remember to shovel the area around your fire hydrants 10. REQUESTS FOR FUTURE AGENDA ITEMS / OTHER BUSINES: NONE 11. Healthy Kids Day – April 27th 1 | Page Item No. 6 B M E M O R A N D U M To: Parks & Recreation & Forestry Commissioners From: Don Peterson – Public Works Director Date: March 28, 2019 RE: Public Works Staff Report _______________________________________________________________________________ The following is a synopsis of recent activities and events of the Public Works Department. Maintenance Staff worked on the following items this last month: • Swing Set Repairs at Greenfield Park • Maintenance items at the Community Center • Pond outlet cleaning • Building repairs at Hillview Park Shelter Forestry Staff worked on the following items this last month: • Working with Contractor on ROW pruning • Working with Contractor to finish up removals • Planning for Spring planting • Working on Best Management Practices (BMPs) for City Wooded Areas, Parks and Grounds The following projects are planned this year. Current updates are in black text, and updates from the previous two month period are in grey. Silver View Park Relocate Disc Golf Course: • Ramsey County started tree removal along County Road I and Silver View Road in order to re-profile the draining ditch on the North and West side of the park. Public Works Staff has received numerous calls with concerns and complaints on the tree removal. • Ramsey County continues to work in re-profiling the draining ditch along County Road I and Silver View Road, located in Silver View Park. City Hall Campus: Irrigation & Landscaping Improvements: • Playground equipment was approved and ordered. • Received Splash Pad plans, contractor currently reviewing for installation costs. • Continue vision planning • Play Ground and Splash Pad on hold with weather. Shelter is being worked on, some delays as all the parts were not delivered. Parts are shipped from Michigan. Contractor works on building as parts are available. Main Playground and splash Pad to be installed in 2019. Public Works Staff Report 2/2 Groveland Park: Tennis/Basketball Court Rehabilitation (Design): • Fred Kolkman working on plans and specs, a couple questions have been asked will be discussed tonight. • City attorney is review the contract documents • Plans and Specs sent out to contractors – bid opening May 30th at 10:00am. • Tennis Court Rehab Project started Wednesday June 27, 2018 • Asphalt is down, fencing completed and coating will be completed • Final Inspection of Punch list items on 10/25/2018 for Tennis/Basket Ball Court Hillview Park: • Hockey rink fence completed, Public Works staff completed installing the boards. Grading and fill need to be completed. Depending on the weather the base may be a 2018 project. • Ag-lime base to be completed in 2018. Random Park: Building Renovation: • Staff continued painting exterior of shelter building, East side needs to be completed in 2018. • Table’s selection made and ordered . • Vandalism of front entry – discussion tonight. • Contractor is in progress for repairing the building. • Painting of exterior scheduled for fall of 2018. Completed • Painted interior/ rest room repairs Greenfield Park: RCWD ARJD#1 Project: Rice Creek Watershed District is planning the re-profiling and repair of Anoka-Ramsey Judicial Ditch No. 1 which runs through Greenfield Park. Also included is Branch No. 5 which is located behind the baseball outfield and crosses below the parking lot entrance. Staff will be meeting with RCWSD to inquire the status of this work. • Scheduled meeting with RCWD for Monday July 30th for rain gardens and ARJD#1. • RCWD has sent letters out cleaning of Judicial Ditch No. 1 to start • Work is close to being completed Other: MCES Sewer Interceptor Project: MCES will potentially need to gain access to the site again, they are having some issues with a flume that was installed. At this time the extent of work is yet to be determined. Meet with MCES staff and contractor work will start in June and last through August. Contractor will need dig next to a manhole in the Park, a bypass pump will be in operation. The trail in the Park will be closed while this work is in progress. MCES is responsible to restoration. Work here is completed and the restoration done, restoration not accepted and will need to be re-done. Staff meet with MCES and addressed issues with restoration. All work will be completed this fall.
