YMCA: See attached report. 126 high school students signed up for free summer membership at MVCC through YMCA. Festival in the Park-August 17 8:30 am at Silver View Park. Community Resource Fair Sept. 21. B. Public Works: See attached report. 7. UNFINISHED BUSINESS A. Review Park Tours: Reviewed notes from May 23, 2019 minutes. Direct Staff to bring back cost estimates for all park suggestions at Woodcrest, Random, and Greenfield. Adults are playing games on Wisser Field at Greenfield Park. They are reserving the field through MVCC, and it is suitable for adult play. Commission is okay with this practice. 8. NEW BUSINESS A. New Picnic Shelters at City Hall Park: Rental Rates for the two larger shelters. 4-hour time block. $40 per block of time. Time blocks are flexible. No difference between resident and non-resident. Make all City Hall shelter rentals $40 per 4-hour time block. Motion by Palm to recommend changes to Fee Schedule as follows: Eliminate $105 for 4-hour rental at City Hall shelter from current Fee Schedule. Change to All City Hall Shelters $40 per 4-hour time block. 2nd by Kunz. Motion Passed 5-0. B. City Hall Park - Veterans Memorial: This was advertised in the Mounds View Matters asking for volunteers to join a committee. No one has responded as of yet. Staff provided some information for Commissioners to look over and give feedback. Staff will recommend to City Council to join with PRF Commission to get started in planning. C. Ardan Park – Dog Park: Possible layout options at Ardan and north of Quincy in east Greenfield Park. Direct Staff to bring back cost estimates for fencing and ask the City Council about their feelings in pursuing a dog park. D. Comprehensive Park Plan: Received “Steps to Complete a Parks and Recreation Master Plan” toolbox from University of Delaware and an old survey. We have done some of the suggestions in the “U of D Toolbox” and those are in our Park Improvement Plan. We need to educate residents on funding sources for keeping parks up-to-date. Palm will begin with gathering data on existing park amenities, add forestry notes from, and recreation programming from MVCC. Once we establish existing amenities, we will look at possibilities for future items in each park, or elsewhere in the city. 9. COMMISSIONER REPORTS: Have a fun and SAFE 4th of July. Building closure 9/3-9/8 1 | Page Item No. 6B M E M O R A N D U M To: Parks & Recreation & Forestry Commissioners From: Don Peterson – Public Works Director Date: August 22, 2019 RE: Public Works Staff Report _______________________________________________________________________________ The following is a synopsis of recent activities and events of the Public Works Department. Maintenance Staff worked on the following items this last month: • Staining Park signs • Weeding Park Signs • Trail Trimming at Silver View Park • Add new Wood Fiber Chips to Silver View and Hillview play grounds • City Hall Park, Playground/ Splash Pad, site cleanup, irrigation repairs, sodding, seeding, training on operations, testing of water daily. • Festival in the Park preparation, Tree pruning, trail trimming, wood chip island, weed spraying and removal in entire park, line painting for car show, pick up supplies, lights, tables, chairs, sweeping of lots. • Mowing • Ball Filed prep as needed • Forestry Staff worked on the following items this last month: • Cut 2 large hazards from Silverview Park, had a third cut by contractor. Other pruning throughout Silverview, including around parking lot for Festival in the Park. More standing dead trees close to trail to be removed this winter. • Watering trees continues. • City-wide tree disease survey is underway. It should be wrapped up by 8/26/19. I’ll be marking more ash trees this year than last year. • It’s been a wet year. This has contributed to more oak issues that can be confused with oak wilt. The situation is not as bad as it looks; most of these trees should look fine in the spring. • Wood chipping and tree maintenance when time allows The following projects are planned this year. Current updates are in black text, and updates from the previous two month period are in grey. Silver View Park Relocate Disc Golf Course: • Ramsey County started tree removal along County Road I and Silver View Road in order to re-profile the draining ditch on the North and West side of the park. Public Works Staff has received numerous calls with concerns and complaints on the tree removal. • Ramsey County continues to work in re-profiling the draining ditch along County Road I and Silver View Road, located in Silver View Park. Public Works Staff Report 2/2 City Hall Campus: Irrigation & Landscaping Improvements: • Playground equipment was approved and ordered. • Received Splash Pad plans, contractor currently reviewing for installation costs. • Continue vision planning • Play Ground and Splash Pad on hold with weather. Shelter is being worked on, some delays as all the parts were not delivered. Parts are shipped from Michigan. Contractor works on building as parts are available. Main Playground and splash Pad to be installed in 2019. Works has started this spring. • Work is under way, majority of playground equipment set and bases of spray features. • A lot of work into the final prep of the playground/splash pad site, site cleanup and prep for restoration, monitoring the operations and controls for the splash pad. Working out some minor operational items with the vendor. • New Picnic Shelters are being built, will be ready for next season rental. Groveland Park: Tennis/Basketball Court Rehabilitation (Design): • Fred Kolkman working on plans and specs, a couple questions have been asked will be discussed tonight. • City attorney is review the contract documents • Plans and Specs sent out to contractors – bid opening May 30th at 10:00am. • Tennis Court Rehab Project started Wednesday June 27, 2018 • Asphalt is down, fencing completed and coating will be completed • Final Inspection of Punch list items on 10/25/2018 for Tennis/Basket Ball Court Hillview Park: • Hockey rink fence completed, Public Works staff completed installing the boards. Grading and fill need to be completed. Depending on the weather the base may be a 2018 project. • Ag-lime base to be completed in 2018. Random Park: Building Renovation: • Staff continued painting exterior of shelter building, East side needs to be completed in 2018. • Table’s selection made and ordered . • Vandalism of front entry – discussion tonight. • Contractor is in progress for repairing the building. • Painting of exterior scheduled for fall of 2018. Completed • Painted interior/ rest room repairs Greenfield Park: RCWD ARJD#1 Project: Rice Creek Watershed District is planning the re-profiling and repair of Anoka-Ramsey Judicial Ditch No. 1 which runs through Greenfield Park. Also included is Branch No. 5 which is located behind the baseball outfield and crosses below the parking lot entrance. Staff will be meeting with RCWSD to inquire the status of this work. • Scheduled meeting with RCWD for Monday July 30th for rain gardens and ARJD#1. • RCWD has sent letters out cleaning of Judicial Ditch No. 1 to start • Work is close to being completed • Notified by the DNR that corrections to be made to the tennis court gate entrance – ADA accessible. Fencing contractor scheduled for next month.
