Motion to approve as amended by Palm, 2nd by Aukee, Motion passes 5-0 4. APPROVAL OF MINUTES JUNE 27, 2019 Motion to approve by Aukee, 2nd by Arel. Motion passes 5-0 5. Sherry Gunn @ Landmark Circle thanks the PRF Commission for our work at making the Splash Pad a success! 6. STAFF REPORTS A. YMCA- See attached report. Monthly memberships will replace punch cards. Daily rates will still be available. Community Resource Fair September 21- FREE event from 10 am-3pm. MVCC building closed Sept 3-8 for annual cleaning and maintenance. No one asked about missing Music and/or Movies-in-the-Park . B. Public Works-See attached report. Need to adjust entrances to tennis courts so they are ADA accessible. Consideration of changing parking on Edgewood Dr. to no parking on east side and/or create parking on north side. Check tree growth at Silverview pond. 7. UNFINISHED BUSINESS A. City Hall Park - Veterans Memorial: City Council and Lions Club is supportive of moving forward with this. Meet before next month’s meeting to walk the City Hall grounds and look at location. Once we decide location, bring in a vendor to help with ideas of size and style. Motion by Palm, 2nd by Aukee to Meet at 6:00 at City Hall to choose a location for Veterans’ Memorial B. Comprehensive Park Plan: Random and Greenfield Park – Look at these elements for each park: park history, existing conditions, site inventory, permitted land use, accessibility, and park trends. Staff will pull as much information together as they can find for next month. C. Update on dog park from City Council: The City Council would like us to look into this. Consider north of Hillview where old Oakwood Park vs. Ardan Park. 8. NEW BUSINESS A. Forestry — update on City Program: EAB is coming. 95 trees have been treated on public and private land. 21 trees diagnosed through Mn. Dept. of Ag. as infected with EAB. City Tree inspector has found an additional 25 trees just in checking about ¼ of the city. 9. COMMISSIONER REPORTS: No Commissioner reports. 10. Fall Festival – Saturday, October 26th 10am-12pm 1 | Page Item No. 6B M E M O R A N D U M To: Parks & Recreation & Forestry Commissioners From: Don Peterson – Public Works Director Date: October 24, 2019 RE: Public Works Staff Report _______________________________________________________________________________ The following is a synopsis of recent activities and events of the Public Works Department. Maintenance Staff worked on the following items this last month: • Winterize Silver View Park Shelter • Winterize Drinking Fountains • Irrigation Blow Outs • Leaf removal • Soccer field and Football Field painting • Playground wood fiber added Forestry Staff worked on the following items this last month: • Tree Wood Chipping in various Parks • Park tree Maintenance • Planning winter tree • Meet with Residents on tree removals The following projects are planned this year. Current updates are in black text, and updates from the previous two month period are in grey. Silver View Park Relocate Disc Golf Course: • Ramsey County continues to work in re-profiling the draining ditch along County Road I and Silver View Road, located in Silver View Park. City Hall Campus: Irrigation & Landscaping Improvements: • A lot of work into the final prep of the playground/splash pad site, site cleanup and prep for restoration, monitoring the operations and controls for the splash pad. Working out some minor operational items with the vendor. • New Picnic Shelters are being built, will be ready for next season rental. Groveland Park: Tennis/Basketball Court Rehabilitation (Design): • Final Inspection of Punch list items on 10/25/2018 for Tennis/Basket Ball Court Public Works Staff Report 2/2 Hillview Park: • Hockey rink fence completed, Public Works staff completed installing the boards. Grading and fill need to be completed. Depending on the weather the base may be a 2018 project. • Ag-lime base to be completed in 2018. Random Park: Building Renovation: • Painted interior/ rest room repairs Greenfield Park: RCWD ARJD#1 Project: Rice Creek Watershed District is planning the re-profiling and repair of Anoka-Ramsey Judicial Ditch No. 1 which runs through Greenfield Park. Also included is Branch No. 5 which is located behind the baseball outfield and crosses below the parking lot entrance. Staff will be meeting with RCWSD to inquire the status of this work. • Scheduled meeting with RCWD for Monday July 30th for rain gardens and ARJD#1. • RCWD has sent letters out cleaning of Judicial Ditch No. 1 to start • Work is close to being completed • Notified by the DNR that corrections to be made to the tennis court gate entrance – ADA accessible. Fencing contractor scheduled for next month.
