UPDATE ON "FESTIVAL IN THE PARK" ADJOURNMENT PARKS AND RECREATION COMMISSION CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA January 26, 1989 6:30 p.m. Mounds View City Hall Council Chambers CALL TO ORDER The meeting was called to order at 6:30 p.m. by Chairperson Burmeister. ROLL CALL Commissioners present: Starr, Stevenson, Long, Burmeister and Silvis Staff present: Director Saarion and Administrative Assistant Linke Councilmembers present: Mayor Hankner Visitors: Richard Kops, 2147 Oakwood Drive and Peg Kovacs, 2654 Louisa Ave. OATH OF OFFICE Mayor Hankner delivered the Oath of Office to Commissioner Starr who was reappointed to the Commission on January 1, 1989. Mayor Hankner then left the meeting. APPROVAL OF MINUTES A motion was made by Commissioner Silvis, seconded by Commissioner Long to approve the November/December meeting minutes as written. Motion carried: 5 ayes, 0 nayes. ELECTION OF VICE CHAIRPERSON In accordance with City ordinance, the Commission appointed Commissioner Silvis as Vice Chairperson. RESIDENTS COMMENTS FROM THE FLOOR Resident Richard Kops, 2147 Oakwood Drive, spoke of concerns regarding the status of Oakwood Park. He stated that he would like to see the area developed. Director Saarion added that Oakwood Park is a low grade and very uneven. It may need a great deal of soil corrections and grading before any improvements are added. Mr. Kops was also concerned about the parking situation during summer ballgames and requested that - "No Parking" signs be placed on one side of the road during that season. Staff promised to bring this issue to the Police Department's attention for advise on implementing restricted parking. Park and Recreation Commission Minutes January 26, 1989 Page two RESIDENTS COMMENTS (CONTD) After a lengthy discussion, the Commission asked staff to write a letter to residents surrounding Oakwood Park inviting them to the March 16 meeting. At that time, residents will have the opportunity to express their concerns and desires for the development of Oakwood Park. CHAIRPERSON'S REPORT Chairperson Burmeister reported on the January 25 meeting with the Spring Lake Park Lions regarding the Lakeside Park Beachhouse. He stated that the engineer was finishing up minor details and that the plans would be going out for bids soon. He further stated that the anticipated completion date is May 30, 1989. COUNCILMEMBER'S REPORT NONE ARSENAL PLAYFIELD CONCEPT Director Saarion presented the plans for a joint playfield development between the cities of Shoreview, New Brighton, Arden Hills and Mounds View. This playfield complex would be located on Government Arsenal property just east of 35W and north of County Road H. The proposed playfield would contain four adult softball fields, one large baseball field and two regulation size soccer fields in addition to a parking lot. Upon discussion, Director Saarion asked the Commission their opinion as to whether or not the City should continue in this joint venture. A motion was made by Commissioner Silvis, seconded by Commissioner Stevenson to proceed with the proposal for leasing the land in a joint venture with Arden Hills, Shoreview, and New Brighton for the establishment of the playfield on Government Arsenal surplus property.. Motion carried: 5 ayes, 0 nayes. SILVER VIEW MANAGEMENT PLAN OUTLINE Director Saarion asked the Commission to review the management plan and request additional information if so desired. The plan is very comprehensive but may overlook special interests. If any additions are requested please notify Director Saarion. Parks and Recreation Commission Minutes January 26, 1989 Page three PICNIC SHELTER AT SILVER VIEW PARK Director 'Saarion stated that the Mounds View Lion's Club was still j interested in constructing a picnic shelter at Silver View Park. The Lion's Club has formed a committee to pursue the picnic shelter project. Staff will keep the Commission apprised of further progress on this project. RINK TOUR At this time, the meeting was temporarily adjourned for a tour of the rinks. REVIEW 1989 CAPITAL IMPROVEMENTS Staff asked if the Commission had any changes in the proposed capital improvements as planned for 1989. Commissioner Starr asked that additional lighting be installed at Woodcrest Park. Since funds for this improvement is not included in the 1989 capital improvement plan, funds must be budgeted for additional lighting at Woodcrest. Commissioners suggested that since we are eliminating the volleyball court at Lakeside (because it will be constructed under the Spring Lake Park Lion's project), we should construct one at the Greenfield/Oakwood Park site. Staff suggested that this item be brought up at the March meeting with residents. ARCHERY RANGE Staff reviewed the possibility of offering an archery range in Mounds View. All Commissioners agreed that current Mounds View parks do not have the proper design to construct a safe archery range. However, the idea of future development of an archery range in the almost acquired Miller property, northeast of 610, was a viable alternative. Until then, staff should refer interested archers to the Ramsey County archery range on Lexington Avenue. Parks and Recreation Commission Minutes January 26, 1989 Page four PROPOSED SOFTBALL CHANGES Director Saarion reviewed the proposed changes in the Adult Softball League and asked for Commission approval. A motion was made by Commissioner Stevenson and seconded by Commissioner Silvis to approve the Adult Softball League changes as written including changing the Class B league to Wednesday evenings, adding a men's Industrial Class C league on Monday evenings and the $50.00 conduct deposit. Motion carried: 5 ayes, 0 nayes. SNOW SPECTACULAR Director Saarion reminded the Commission that the 1989 Snow Spectacular is planned for February 11 and 12. FESTIVAL IN THE PARK Director Saarion requested that the Commission once again serve in an advisory capacity for the Festival in the Park celebration which will be held on September 17, 1989. The Commission agreed. She added that the Rockin' Hollywoods have been booked as the musical entertainment. FUTURE MEETINGS Because several Commissioners will be unavailable for the next regular meeting, the meeting has been changed and will meet on February 16, 1989. Also, because of the Easter holiday, the March meeting will be held on March 16, 1989. The agenda is very light for the February 16 meeting. This will give you a good chance to discuss forestry issues with Rick Wriskey. Most of the agenda items are program reviews. Information will be presented at the meeting since the activities have not occurred at the time this letter and agenda is written. Again, if you are unable to attend the meeting, please call the office at 784-3055.
