ROLL CALL Commissioners present: Burmeister, Long, Silvis, Starr, Stevenson and Trettel. Staff present: Director Saarion APPROVAL OF MINUTES Commissioner Silvis made a motion which was seconded by Commissioner Long to approve the minutes of April 27, 1989. Motion carried: 6 ayes, 0 nayes. CHAIRPERSON'S REPORT Chairperson Burmeister updated the Commission regarding additional appropriations from the Spring Lake Park Lion's Club for Lakeside Park improvements. These appropriations are ear -marked for the retaining wall and beachhouse patio. REPORT ON PARK CLEAN-UP Commissioner Starr reported on the clean-up at Hillview Park. She said that five eager, hardworking people helped clean, weed and rake Hillview Park. A thank you letter is being sent to each person. Commissioner Starr also reported that several people came and stopped at the park, inquired about the activity, but did not help. Commissioner Trettel reported on the clean-up at Silver View Park pond. Several truckloads of junk were hauled out of the pond and litter was collected along the pathway. Commissioner Trettel announced the businesses that donated food including Dominoes Pizza and Super America. Staff has submitted articles and pictures to both local papers although, the articles at this date, had not been published. Letters of thanks to the helpers will be sent to those whose names we have. Park and Recreation Commission May 25, 1989 minutes Page two OAKWOOD PARK Two grading proposals prepared by SEH were reviewed. The Commission's opinion was that the one plan was too extravagant. Other suggestions were offered on one of the plans to provide for a little more crowning on the ballfield diamond. Staff will offer the suggestions to SEH and request revised plan. The list of Oakwood Park improvements suggested by the Commission is: A rox. The Commissioners agreed that residents living around Oakwood Park should be invited to the June 22 meeting. Staff will send letters of invitation. The main objective is to relay the Commission's improvement plans for Oakwood Park as suggested by the residents per the survey and the March 16 Commission meeting. SILVER VIEW PARK PICNIC SHELTER The Mounds View Lion's Club currently has plans for a Silver View Park picnic shelter out for bid. If price quotes are acceptable to the Lion's Club, the Club will be requesting approval to building the picnic shelter. Commissioners expressed their desire to have water, sewer and electric utilities put in at the same time that the Lion's are building the picnic shelter in order to complete the project. Parks and Recreation Commission May 25, 1989 minutes Page three SILVER VIEW PARK PICNIC SHELTER (CONT'D) The Commission discussed using Park Improvement Funds for such a project (estimated at $33,000). However, the Commissioners decided to bring a request to the City Council for the funding of such utilities from other sources so that the Park Improvement monies could be spent on other park improvements. The Commission agreed to attend the City Council agenda meeting on June 5 to discuss options for funding Silver View Park utilities. RECREATION PROGRAM REVIEW Director Saarion reviewed some of the summer programs which already began and provided information on a few which will begin after school concludes. Commissioner Silvis reported on the status of MVCT "Sound of Music" production schedule. The meeting is scheduled for Thursday, June 22 at 6:30 p.m. at City Hall. Residents from around the Oakwood Park area have been invited to attend. The preliminary site plan will be reviewed. Recommendations to be considered are park improvements plan and funding source and time -line. We must also review the Silver View picnic shelter plans provided by the Lion's Club. A recommendation of the plan and utilities installation must be decided to be presented to the City Council. Finally, we must discuss Silver View Park pathway extension, as well as review updates in parks and recreation activities. These important topics will make for an interesting meeting that will hopefully result in some decisions for recommendations to the City Council. These monies are dedicated for park improvements. As of today, this fund is $66,203.91. The SYSCO development will be paying $50,000 to the Park Improvement Fund. This money will most likely be received sometime in December. This money must be received before December 31, 1989. The Parks and Recreation Commission is contemplating two projects including Oakwood Park improvements at $29,000 and Silver View Park picnic utilities at $34,000. Both projects reflect a $63,000 expenditure. If both projects are completed with the estimated costs, the Park Improvement Fund will show a $53,203 balance. MS/SL MEMO TO: MAYOR AND COUNCILMEMBERS FROM: MARY SAARION, DIRECTOR PARKS, RECREATION AND FORESTRY DATE: MAY 31, 1989 SUBJECT: OAKWOOD PARK IMPROVEMENT PLAN The Parks and Recreation Commission has been working on ideas for an Oakwood Park improvement plan. Ideas for this plan originated from residents who were invited to a meeting for their input on needs at Oakwood Park. A survey was sent to surrounding residents requesting ideas for Oakwood Park improvements. The Commission has spent the last two meetings discussing prices, site plans and needs for park improvements at Oakwood. Here is a list, approximate cost and total cost of a plan for Oakwood Park. This plan will be open for review by residents who will be invited to the .lune 22, Park and Recreation Commission meeting. The Parks and Recreation Commission proposes to fund these Oakwood Park improvements with a portion of the $50,000 Park Dedication Fees received in 1989 from Sysco, Corp. The proposed plan offers adequate drainage using a crowning affect on the infield. SEH provided an alternate plan which offered much better drainage at twice the cost. The Commission reviewed the two SEH plans and offered revision ideas for the first less expensive plan to offer some additional drainage with minimal cost increase. This revised plant is the one recommended by the Parks and Recreation Commission. MS/SL Z wo aln O/?/,rW OO"o MEMO TO: MAYOR AND COUNCILMEMBERS FROM: MARY SAARION, DIRECTOR PARKS, RECREATION AND FORESTRY DATE: JUNE 1, 1989 SUBJECT: SILVER VIEW PARK PATHWAY EXTENSION PROJECT The materials cost of the pathway extension has been budgeted in 1989. It was originally planned that City staff would perform the pathway installation. However, the heavy schedule of Public Works does not allow timely installation of this pathway (early sumer) as indicated to the residents. Therefore, staff has requested bids on this project. Three bids were received. Those bids are attached. I have performed reference checks on each and I am prepared to discuss each proposal at the agenda meeting. It has also been recommended and staff agrees that installation of a large culvert at the west side storm water sewer outlet would be a wise investment. This culvert would allow park maintenance vehicles to drive on the trail and over the ditch for greater efficient trail maintenance. The cost of the two culvert options are: Option #1 - 48" culvert $ 6,500.00 Option #2 - Metal arch $13,000.00 Option #3 - Inexpensive pedestrian bridge which would barely allow a small pick-up. $20,000 - 25,000.00 The size and style of the second culvert option has been recommended by City Engineer Minetor. It will be large enough to handle the five year storm. The budget has $3,157.00 for materials cost for the basic trail extension which will basically cover the materials costs of all the proposals (except the asphalt option). The additional options of labor for contracting the work and the cost of installation and purchase of a culvert is additional unbudgeted expenses that could be funded with monies from the Park Improvement Fund. Staff will be in attendance at the agenda meeting to discuss this park project and seek direction from the council as to how this project should proceed. It is my understanding that the building will be constructed with concrete blocks and the perimeter will be acequaze l y l it. At toe proposed site, I see no great concern regarding security of the building. Obviously, theft and vandalism can occur anywhere, however the Proposed site offers no greater risks than other Park buildings in the City. MEMO TO: PARKS AND RECREATION COMMISSION FROM: MARY SAARION, DIRECTOR PARKS, RECREATION AND FORESTRY DATE: NNE 14, 1989 SUBJECT: PARK PROJECTS Work in the parks has been non-stop since our last meeting. Two seasonal groundskeepers have been mowing using the 6' and 15' mowers almost non-stop, five days a week from 7:00 a.m. until 3:00 p.m. and still we are barely keeping up with grass growth. The other two seasonal employees perform daily field grooming duties, dump trash twice a week and perform such tasks as putting in signs, picking up materials, repairs of equipment and buildings, and other last-minute needs for programs. The full-time employees have performed such projects as: 1. Finished the sprinkling system pit installation. 2. Completed the curb backfilling at Silver View Park. 3. Disced and seeded Hillview Park drainage area, Silver View field and Greenfield Park. 4. Re -plumbed, repaired and turned on the drinking fountains. 5. Installed the drinking fountain, picnic tables, grill and bench at Hillview Park. 6. Installed rules and regulations, and curfew signs at parks. 7. Landscaping of Hillview Park building. Four projects that have been contracted out for completion are: 1. Sprinkling system installed at Silver View Park. 2. Carpentry work at Hillview Park building. 3. Security lighting system installation at Greenfield Park (not yet complete). 4. Re -roofed Random Park building. -2- 1. Seedling planting at Greenfield Park with Girl Scouts. 2. Planted shrubs along Random Park parking lot. 3. Planted City Hall flowers. 4. Planted flowers in park sign entries. S.
