ADJOURNMENT CNT OF 02 Phone: (612) 784-3055 EW Fax: (612) 784-3462 "Quite Simply the Best" November 14, 1994 Dear Parks and Recreation Commissioners: Remember, our joint November/December meeting is slated for Thursday, December 1 at 6:30 p.m. You are requested to attend the BUDGET PUBLIC HEARING on Wednesday, November 30 at 7:00 pm in the Council Chambers. Parks and Recreation was hit on as spending too much at the Budget Information meeting - however, the -`gentleman's figures included the predicted Golf Course and Recreation Activity Funds' expenditures and revenues which are both offset with fees not city taxes. The 1995 parks and recreation budget does show a big increase because of projected golf course revenues and expenditures. Tax subsidized recreation programs are skating rinks, summer playgrounds (for leaders, not materials) and Lakeside Park beach lifeguards. Another big increase in Parks for 1995 is the need for two new mowers including a 16' and 6' mower - a big expenditure. Our present mowers are old and need replacement. Both are on the equipment replacement program (where the city saves money each year and has a schedule for equipment replacement so money can be available when equipment needs replacement). Sometimes its police cars, maintenance trucks, jet rodder, dumps, loaders, etc. This year the capital equipment replacement program includes 2 parks mowers. Because of these two large expenditures the budget shows a larger increase in parks maintenance under the capital item. Because of these factors (purchase of 2 mowers and golf course expenditures/revenues), the 1995 Parks and Recreation budget is higher than usual. The parks and recreation budget will be an easy target at the budget hearing because it includes the golf course budget which dramatically increases the total parks and recreation budget due to the expected revenues and expenditures of the golf course. Council and staff need a show of support for parks and recreation programs and activities at the budget hearing. Sincerely, Mary Saarion, Director Parks, Recreation & Forestry W MINUTES OF THE PROCEEDINGS OF THE MOUNDS VIEW PARRS AND RECREATION COMMISSION October 27, 1994 6:30 p.m. City Hall CALL TO ORDER: Chairperson Burmeister called the meeting to order after the tour of the golf course facility. ROLL CALL: All members were present including Chair Burmeister, Commissioners Dentz, Trettel, Starr, Long, Silvis, and Stevenson. Also present was Council Liaison Trude, Student Intern Dana Willis, Director Saarion and resident, staff member and volunteer Janet Bona. APPROVAL OF MINUTES: Commissioner Silvis made a motion seconded by Commissioner Starr to approve the minutes of August 25, 1994. Motion passed unanimously. ORDINANCE REVIEW: The Commission carefully went through the each and every ordinance, had discussion and made changes along the way. Commissioner Starr made a motion to approve the ordinance with the changes and recommend to the City Council review and approval. Motion was seconded by Commissioner Dentz. Motion passed unanimously. DEPT UPDATES: Director Saarion reviewed actions which the City Council has made to benefit the community including opening Woodcrest Park rink this winter, approval for an assessment to Silver View Park storm water ditch opportunities for improvements, approved an appraisal of Newton property land which is adjacent to Groveland Park and approved further improvements to Hillview and Groveland Park buildings. "4142H. BUSINESS: Councilmember Trude reported that homeowners (except one homeowner living on Silver View Park) are not interested in netting for the ballfields. This seems to be a one residents' issue. NEXT MTG.: Next meeting will be held Thursday, December 1 at 6:30 p.m. Because our November/December regular meetings land on the holidays it is a custom that we combine the two into one mtg. ADJOURNMENT: Commissioner Long moved to adjourn the mtg. GROVELAND PARR APPRAISAL Enclosed is the appraisal of the Newton property which abuts Groveland Park. The Parks crew has been mowing this property for a number of years, because the land has always been approved by owners for use by park users for warm-up catch, small youth batting practice, football throwing, small soccer games, and other unstructured play. The Newton family is interested in selling the land to the City for parkland. Odas, the original owner, tax forfeited the land to the State and thus the land became available to use as parkland for the City of Mounds View. The 1995 budget has $25,000 allotted for park property acquisition. The cost of the appraisal exceeds this amount. The Newton family's appraisal was for $40,000, but they are willing to negotiate. The 1994 goals which have not been completed include: 1. Park land acquisition. . . . not that we haven't tried!!! There is the possibility of acquiring the land abutting Groveland Park. Other possibilities for park land acquisition can be discussed. 2. Woodcrest Park development. The statement was "why add more parkland when the parks you have are not developed". This was referring to Woodcrest Park - which we know is very difficult to develop because of the high water table. But maybe we should put an all out effort into doing whatever we can at Woodcrest to "spruce it up" and offer more diverse uses. 3. Expand paved trails. We were lucky enough to get a start of a paved trail at City Hall. Additional priorities are Greenfield Park, Silver View Park and City Hall Park - looped trails. 4. Silver View Park storm water culvert project is yet unfinished. There may be hope with a joint venture of storm water management and park development. We need to continue to pursue this project. 5. Consider the possibilities of leasing or purchasing existing buildings (ie. the Tom Thumb on Knollwood and Cty Rd H2, strip mall space, the Bel Rae) for housing community services including teen center activities, Senior Citizen services, County Health programs, social services, etc. 6. Be a partner in the planning of Hwy 10 redevelopment project along with other City Commissions for a parkway ambiance. 7. Purchase 2 properties along the south border of Ardan Park for park expansion and to comply closer to Compost criteria. These are a few suggestions for you to ponder as your mind spins with other ideas for 1995 goals - to be shared at the Dec. 1 meeting.
