MEETING MINUTES
Thursday, August 27, 1998

CALL TO ORDER: Chair Silvis called the meeting to order.
ROLL CALL: Commissioners present included Chair Silvis, Commissioners Dentz,
Stevenson, Long, and Starr.
APPROVAL OF
MINUTES: Commissioner Dentz made a motion seconded by Commissioner Starr to
approve the minutes of July 16, 1998. Motion passed unanimously.
WOODCREST
PARK PLANS: Staff reported that the City of Mounds View searched several locations for
wetland mitigation to accommodate the paving of the parking lot at the
Community Center. Woodcrest Park is a site that would be very
accommodating for mitigation. The park would change focus from a semi-
active park to a passive nature park, similar to Ardan Park. The site would
remain a park, but would preserve open, natural space for people to enjoy.
Woodcrest Park currently is used for summer playground location,
community gardens location and has a playground structure. The park
does not host any athletic activities because of the high water table and
shifting turf making any playfields difficult to maintain for safe play. The
water table is so high that many times parks crew staff cannot even get
mowing equipment in there to cut the grass. There has been many times
when mowers have sunk into the turf and had to be pulled out. Woodcrest
Park has two large drainage ditches along both Woodcrest Drive and Silver
Lake Road. Earlier studies have reported that expensive soil corrections
would be required for development of Woodcrest Park. Additionally, Rice
Creek Watershed has indicated that at one time Woodcrest Park land was
the same wetland - type that is to the north of Woodcrest Park. Woodcrest
Park's natural characteristics is that of a wetland. Therefore to revert
Woodcrest Park back to its natural characteristics of a wetland may be the
best use for Woodcrest Park.
Commissioners responded to this information with concern that Woodcrest
Park remain a park. Director Saarion confirmed that Woodcrest Park
would remain a park but would change its focus to passive, natural
activities having such amenities as trailways, sitting and swing benches and
nature areas and landscaping for observation and contemplation.
The other concern was the summer playground program that is usually
located at Woodcrest Park. Director Saarion reported that the program
could be re -located at Random Park, serving the southern portion of the
Community.
Another concern was for the Scout groups that use Woodcrest Park
building throughout the year for meetings. Director Saarion reported that
they could be accommodated at the new Community Center meeting
rooms. The negative would be that whereas they enjoyed the
neighborhood location of Woodcrest, the scouts would need to drive to the
Community Center.
Two options were suggested by Kelly Beitendorf of SEH. One option was
to dedicate the entire park to wetland mitigation. This would allow the
City to bank space for future development of trailways along Silver Lake
Road which is to be improved around the years 2003 - 2005.
Commissioner Stevenson was especially interested in having some
connecting traihvays to Woodcrest Park and asked staff to relay the
message to staff and City Council to look into the possibility of making
the connecting trailsvay along the utility easement, behind Longview
Drive, connecting to County Road 112.
The second option was to keep some space along the eastern border of
Woodcrest allowing space for a playground and community gardens.
However, it was discussed that the active areas were moved from the
eastern side of the park to the western side of the park by request of
residents who did not the like noise and activity of the park so close to
their homes.
After discussion, Commissioner Stevenson inade a motion seconded by
Commissioner Dentz to recoinniend to the City Council the full
mitigation option at Woodcrest Park which wou lei batik 1vedand space to
be used for the future off street patliway along Silver Lake Road,
changing the use of Woodcrest Park to a passive, nature parr Motion
passed unanimously.
COMM. CNTR
UPDATE: Commissioners toured the Community Center gymnasium, entry and teen
center areas which were accessible that evening. Commissioners were
disappointed to hear that the portable basketball goals were not being
ordered. They looked at possibilities of storing the goals on the sides of
the gymnasium or the outside of the gymnasium during times when they
would not be up and used (which is predicted to be only during special
events). It was the direction of the Commission that Director Saarion relay
their desire to have the portable goals rather than the ceiling mounted goal.
Portables will provide opportunity to use gymnasium in half court games
allowing multiple use activities versus the entire gymnasium in full court
games and practices limiting use and flexibility of the gymnasium. Director
Saarion agreed to relay their desires for the portable goals to staff.
Chair Silvis announced that he would represent the Parks and Recreation
Commission in review of Community Center management proposals unless
anyone else was interested in doing so. Other Commissioners were unable
to attend the interviews on Monday afternoon and therefore Chair Silvis
would represent the Parks and Recreation Commission. Commissioners
asked about what was happening with the Community Center. Staff
replied that construction is on schedule - that Community Education will
begin activities September 8. Construction would then be concentrated on
the Community portion of the center. It was also reported that three
outside agency management proposals have been received. Chair Silvis
will be among the group reviewing the proposals.
FALL PROGRAM
UPDATE: Director Saarion reviewed the Fall activities. Recreation Activities
Brochure, part of the City Newsletter will be distributed to homes the first
week of September with activities beginning the middle of September.
PARK IMPROVE-
MENTS: Director Saarion reported that the Parks crew were improving City Hall
athletic fields - cutting a new infield and replacing with new aggregate for
improved drainage. A new crown will be installed at Hillview Park athletic
field to also improve drainage.
IBA SUBSIDY Director Saarion informed the Commission that she had submitted school
use requests equal to the amount of time as last year for IBA. Of the
$9,600 yearly budgeted amount for annual school use fees, approximately
$5,600 is budgeted for subsidy of time in school for the IBA program
November - February and the other remaining $4,000 is used for annual
school use fees for recreation programs offered September through May.
Additional time for IBA would need to be paid for by the Association with
registration fees.
DAMAGE CLAIM: Director Saarion informed the Commission of the claim and indicated that
Mr. Vam-.ss did not attend the City Council meeting to discuss his claim.
SEPTEMBER MTG: Director Saarion informed the Commission that she would be attending the
National Congress Septernber 23 - 27 and would not be available for the
September 24 Commission meeting. Commissioners elected to meeting the
week before, Thursday, September 17, 1998.
ADJOURNMENT: Commissioner Stevenson made a motion seconded by Chair Silvis to
adjourn the meeting. Motion passed unanimously.

I'm writing to you in regards to the Mounds View Lions, building and maintaining a Lions
Memorial Garden at Silver View Paris. This garden would be built for the purpose of honoring all Mounds
View Lions that have passed away while serving in the Mounds View Lions Club.
This garden will have a couple of layers with flowers and small bushes and rock. The area needed
for this design would be approximately 15 Feer by 30 feet. This garden would also need to be hooked into
the current aeragation system so that the plants could get watered when the park's water system would be
activated,
We would be more than willing to provide a layout plan of this garden for you to view if you
should decide that the Lions could do this.
Thea plan would call for us to designs and build the garden this fall, before winter would set in so
that the garden can settle over the winter. The planting of greenery and installing water lines would be
done in Spring 1999 with a ceremony to follow shorty there after.
The Mounds View Lions would pay far all equipment used and the nook up of water lines. if
approved any help from the city such as use of equipment for moving dirt or hauling would be greatly
appreciated_

FACILITY USE POLICY
General Statement

The City of yiounds View encourages and promotes the use of the Mounds View Community
Center by its residents, community organizations, commercial organizations, private membership
groups and Independent School District #621. Community Center facilities are available to these
groups if the rooms have not been previously reserved.
Definitions
Recreation Use: Use by Mounds View Parks and Recreation staff' or agents to conduct
recreation programs.
City Use: Use by City of Mounds View staff or agents to conduct City of Mounds
View business. Use by other governmental agencies for special public
hearings or events (ie. Elections, debates)
Community Use: Use by groups that have at least 80% of their participants living within the
City limits for conducting the group's primary business.
ISD #621 Use: Use by Independent School District 4621 staff or agents for conducting
school district business.
Commercial Use: Use by groups that operate for profit.
Private Use: Use that is closed to the general public (ie. Weddings, banquets)
Facility Use System
Due to the expected high use of the Mounds View Community Center, the City has determined
that it is necessary to establish a facility use system for reserving space within the Community
Center. It is imperative that the facility's space is utilized in the most cost efficient and effective
manner to satisfy the mission and goals of the Community Center.
The City will be given first priority in reserving space for its recreation programs. City staff will
be required to reserve program space by July 15 for the upcoming school year's activities. After
this date, ail other users will be allowed to reserve space for the upcoming year.
Comparable Space Policy
In the event that a private user or a commercial user requests a room that is already reserved by a
community organization, the request will be granted if a comparable room is available for the
community organization.
Community Group Cancellation Policy
All cancellations must be made at least ten (10) days before the scheduled event. Any
cancellations after this time, will be charged one-half of the standard rental price for the scheduled
room.
City Cancellation Policy
It is the City's intention to limit the number of cancellations. Every effort will be made to
accommodate all facility reservations. However, in the event that a cancellation is necessary, as
much notice as possible will be given to the facility user.
Fee Structure
Fees will be charged according to the City Council approved fee structure. This includes room
rental fees, food and beverage service, audio/visual equipment, flip charts and any other special
request.
Community organizations will not be charged a meeting room rental fee Monday through
Thursday evening unless:
1. A set up that is different from the typical room arrangement is required
2. The purpose of the meeting/event is not directly related to conducting business or
the participants are required to pay a fee for the event (ie. Year end athletic party,
fundraiser).
Community groups will be charged for:
1. Audio/visual equipment
2. Food and beverage service
3. Flip charts
4. Any other special request

RESERVATION AND CANCELLATION POLICY

RESERVATIONS
A deposit of 50% of the room rental fee is required to reserve a room. The reservation is not guaranteed until 50% of
the room rental fee has been received by the Mounds View Community Center.
dmag deposit of $200.00 is required for events using the kitchen or where alcoholic beverages will be served A
dam deposit of $100.00 is required for all other events. It is recommended that the damage deposit be paid by Visa
or MasterCard in order to speed the refunding process after your event. Refunding checks may take 3 - 4 weeks.
A fee of $50.00 per half hour or any part thereof, will be charged to groups who do not vacate the building by 12:00
midnight (or time stated on contract). Additional time must be reserved in advance.
The remaiaer of the room rental fee, as well as any damage deposit required, is due 30 days prior to the event date. If
the rental fee is not paid in fui130 days prior to the rental date, the reservation may be canceled without notice.
CANCELLATION
The renter may cancel the reservation by giving written notice to the Mounds View Community Center.
If notice is received by the Mounds View Community Center more than four months prior to the date of use, the Mounds
View Community Center will retain a total of 24% of the total room rental fee.
If cancellation is received by the Mounds View Community Center less than four months prior to the rental date, but
more than 30 days prior to the rental date, the Mounds View Community Center will retain 50% of the total room rental
fee. If more than 50% of the rental fee has been deposited by the renter, the renter will receive a refund of the amount
exceeding SOq/a of the room rental fee.
No refunds will be issued for cancellations occurring less than 30 days prior to the rental date.
All room rental fees and damage deposits are due 30 days prior to the rental date. If the total room rental fee is not
received 30 days prior to the rental date, the reservation may be canceled without notice.

I have read the above reservation and cancellation policy and understand that my reservation is not guaranteed until the
Mounds View Community Center receives 50% of the room rental fee and food beverage order. In addition, I
understand that the remainder of the room rental fee and food and beverage order is due two weeks following the rental
date.
I agree that all activities undertaken by myself or organization as part of this rental agreement, is at my or the
organizations sole risk and that the City of Mounds View, its employees and agents shall not be liable for any claims,
demands, injuries, actions or causes of actions whatsoever to me, the organization of mine or its property arising out of
or connected with my or my organizations participation in the activities related to this rental. I forever discharge the City
of Mounds View, its employees and agents from all such claims, demands, injuries, damages, actions or acuse of action
whatsoever, and that I have read and will adhere to all guidelines governing this facility.

MOUNDS VIEW COMMUNITY CENTER
LIQUOR VENDING POLICY
1 • All vendors must hold a license to sell intoxicating liquor within the City of Mounds View or an adjacent
municipality.
2. Vendors must be engaged to dispense liquor by a party holding a permit to use the banquet facilities at the
Mounds View Community Center.
3. Liquor may be dispensed only to persons attending the permitted event.
4. Licenses may be issued annually, but expire on December 31 st of the year issued
5. Annual license fee is $100.00 and must be obtained from the Mounds View City Administration Department
6. Event fee is $10.00 per event, vendors will be billed at year's end, $10.00 for each event at which they vended.

LIQUOR POLICY
PERSONAL DISTRIBUTION
All liquor sales must confirm to liquor ordinance.
Beer, wine and champagne may be given away under the following conditions:
* There must be no admission, meal charge or contribution for the event.
* Beer, wine and champagne may not be served by the party atter 10:30 p.m.
* if any of the attendees will be tinder age, Cammunity Center staff has the discretion to deny beer, wine,
champagne or liquor distribution if he/she has reason to believe that these beverages may be dispensed to a
minor.
* The city reserves the right to deny permission to distribute beer, wine champagne or liquor for any reason it
deems appropriatc.
VENDOR DISTRIBUTION
* No liquor may be served by the vendor atter 11:30 p.m.
For parties ie. Receptions, banquets or reunions at the Community Center, hard liquor or mixed drinks may be served
but they must be served by a licensed DISTRIBUTOR. A licensed distributor must be from the City of Mounds View
city limits or one of the immediate surrounding suburbs that touch the Mounds View boundary line. These suburbs
include New Brighton, Shoreview, Spring Lake Park, Fridley and Blaine. It does not matter if liquor is served as a cash
bar, set ups with a bring your own bottle, or if an individual pays For all of the liquor out of pocket, a licensed distributor
still must dispense the cocktails.

BANQUET ROOM AGREEMENT

Q deposit of 50% of the room rental is required to guarantee a reservation. The balance of the total rental fees,
including the required damage deposit, is due at least 30 days prior to the rental date. If all fees are not paid ,
full, 30 days prior to the renal date, the reservation will be canceled. Deposits made on room rentals for a
banquet may be partially refunded depending on date of written cancellation notice. See Banquet Reservation
and Cancellation Policy.
The Mounds View Community Center is a smoke free facility. Please notify your guests about the no smoking
policy before your event. Smoking is allowed outside the Community Center. Guests smoking inside the
banquet room will result in forfeiture of the damage deposit
Permit holder may not assign, transfer, or sublet to others the use of the facilities.
Disorderly conduct is prohibited and punishable by ejection of the disorderly person(s) from the face
ilzty. Th
renter shall be solely responsible for supervising the conduct of the members of its group. It is recommended
that a security officer be present at events where alcoholic beverages are present. Contact Mounds View
Police Department at 717-4070 for rates and availability.
The City of Mounds View is not responsible for foss, damage, injury, or illness by the users of the facilities of the
Mounds View Community Center The sponsoring agenrlorganization/applicant agrees to indemnify the City
of Mounds View, the Mounds View Parks and Recreation Department and its employees for any and all
damage to the Mounds View Community Center building, or other property, by any person or persons
attending the affair, and Ukewise the City of Mounds View, the Mounds View Parks and Recreation
Department and its employees and agents against all liability and all damages to any person for foss, damage,
injury, or illness, including death. You are advised to contact your insurance agent regarding appropriate
coverage.
Objects (including tables) may not be dragged across wood floor.
Gambling is prohibited
Sound levels for bands / DJ and audio equipment are required to be controlled and maintained at a level
approved by management
The renter must comply with all City of Mounds View ordinances, Minnesota State statutes, federal laws and the
rules of the Mounds View Community Center.
Decorations, banners, or signs may not be pinned, taped or otherwise affixed to the walls, ceiling or doors unless
Permission has been granted by management. Certain decorations may be affixed using tape supplied by
management. Please consult with management regarding your decorating plans,
Candles may be used if flame is within a glass container. Open flame candles are prohibited
Balloons must be securely anchored and remain within the banquet room.
Confetti, sand, loose flower petals, rice, etc. are not allowed Peanuts or pospcorn may not be served.
Red or purple punches may not be served
It is the responsibility of the applicant or caterer to consolidate trash in waste baskets by the end of the rental
time.
A commercial kitchen with outside caterers entrance is Iocated adjacent to the banquet room. For those using an
outside caterer, the "Food Catering Information Form" should be returned at least 4 weeks prior to the
reservation date. If the kitchen is not cleaned properly, cleaning costs will be deducted from the damage
deposit. All contracted caterers using the kitchen must possess a current caterers license.
Liquor Policy is as follows:
Permits for alcohol beverages are allowed at the discretion of the Director of Parks and Recreation. It is
recommended that a security officer be present at events where alcoholic beverages are present. Contact the
Mounds View Police Department at 717-4070 for rates and availability. Alcoholic beverages must be confined
to the banquet room.
Liquor may only be served by a licensed vendor. This vendor must have an on sale liquor license with the City
of Mounds View or a city adjacent to Mounds View. The vendor must also possess an annual liquor licenses
from the City of Mounds View Administration Department. Serving of liquor and alcoholic beverages must
end at 11:30 p.m. A preferred vendor list has been prepared for your assistance.
The renter can choose to serve beer, wine and champagne without a vendor under certain conditions. Drinks
are limited to beer, wine, wine coolers and champagnes. Drinks must be given away at no charge and there
cannot be a charge for the event Serving of free beer, wine and champagne must end at 10:30 p.m.
Under no circumstances may persons under 21 years of age be allowed to consume alcoholic beverages.
The sponsoring agendorganizationlapplicant, all guests, music equipment, catering equipment and possessions
must be vacated by 12:00 midnight (or time stated on contract).
A fee of $50.00 per half hour or any part thereof will be charged to groups who do not vacate the building by
12:00 midnight (or time stated on contract).
Music must end at 11:30 p.m. (Or %z hour before end time stated on contract).
Lights will be turned up at 11:45 p.m. (Or 15 minutes before end time stated on contract).
I have read the above rental agreement and understand all of the policies contained therein and agree to abide by these
policies during the rental period I agree that all activities undertaken by myself or organization as part of this rental
agreement, is at my or the organizations sole risk and that the City of Mounds View, its employees and agents, shall not
be liable for any claims, demands, injuries, actions or causes of actions whatsoever to me, the organization of mine or its
property arising out of or connected with my or my organizations participation in the activities related to this rental. I
forever discharge the City of Mounds View, its employees and agents from all such claims, demands, injuries, damages,
actions or cause of action whatsoever, and that I have read and will adhere to all guidelines governing this facility.

Open gym for youth will be held at the Community Center gymnasium Fridays from 5:00 - 6:00
p.m.
Who: Youth 6 - 12 grades

Primary activities will be basketball, volleyball, indoor soft soccer and floor hockey.
GRASSHOPPERS
This class is held for pre-schoolers. The program enhances large motor muscle development and
coordination. Activities are led by a leader but parents participate in activities along with the
children in an effort to encourage, participate and have fun together. Activities will cover
exercises, races and relays such as crab walk, social games such as"Grey Duck", dance and music
activities such as "Farmer and the Dell" and sports games such as soft soccer.

HOME REPAIRS AND IMPROVEMENTS
Here's a chance to hear, from experts on home repairs and improvements. Have your questions
ready! Topics to include rehanging doors, wail papering, regrouting, stripping furniture, repairing
exterior soffits and siding, electrical and plumbing repairs, etc. The use of the latest new power
and hand tools will be covered. Details of specific projects will be reviewed upon prior request.

EXERCISE AND FITNESS CLASSES
WALKING
Come and exercise by walking in the new Community Center gymnasium. This gym gives plenty

The City of Mounds View is offering open gym at the Community Center this Winter. Primary
activities to include basketball, volleyball, floor hockey, and other ball games. The youth center
will be open as well offering youth the opportunity to do their homework, to have an after-school
snack and visit with friends or play board games including foosball and air hockey and ping pong.

At the February, 1998 Parks and Recreation Commission meeting, Commissioners did consider
the request by property managers to develop the land on WoodIawn Dr. and Edgewood Road as a
playlot to serve children who resided in the apartment buildings. Upon consideration of this
request, it had been presumed that both lots were ta;x forfeited properties. After Iooking into the
tax forfeiture files of the property, Community Development staff discovered that only one of the
lots were tax forfeited and the other lot was privately owned. Before this information was
discovered, the Commission discussed opportunities to develop a playlot with the understanding
that the costs would be minimal (approximately $2,000 for leveling, seeding and on-going
mowing). It was not understood that one of the lots would need to be purchased. This was
information that was discovered after the Parks and Recreation Commissioner's meeting.
Therefore, upon your request, I will add this item on the agenda of the Thursday, September 17
Parks and Recreation Commission meeting so that they can discuss the item with new
understanding that one of the lots would need to be purchased for an estimated cost of $29,000.
I wild let you know the Parks and Recreation Commission's recommendation regarding this issue.

Subject: Woodlawn Drive Properties
At the CC Workshop meeting last week we presented the council
information regarding a possible development by the Salvation Army
for the two vacant lots on Woodlawn Drive just off of Edgewood. As
you know, the city has a "use deed" on one of the parcels. I believe
the city had looked at the property at one time for a park. I'm
trying to get some detailed information regarding the parcels. No
one in the department has been here long enough to recall the history
of the site. The council thought we had at one time Iooked at
aquiring the property for a park. Here are some questions pertaining
to Parks asked by the CC regarding the parcels.
What is the Park an Rec. Commission's intent for the property. (are
there any minutes for there decission)?
Is there a valid plan in place for the development of a park on the
site?
Any information you have regarding these parcels would be much
appreciated.

SWDANENG: The Aquatics program is changing to a Ellis & Associates curriculum
which provides more flexibility in training and licensing lifeguards and
swimming instructors. In addition, the curriculum is more user friendly
rather than competitor slaps (more similar to YMCA swinuning lessons).
In addition, Ellis & Associates provides training assistance, lifeguard and
swimming staff evaluations and on-going training The switch over to this
new aquatics program will begin. this Summer. Lifeguards and Swimming
Instructors will be trained in the new technologies of lifesaving and new
curriculum of the Learn to Swim program this Spring.
PLAYLOT
REQUEST:
Director Saarion reported that the Manager of Woodlawn Estates
Apartment complex visited her office and suggested that the empty lot on
Woodiawn Drive be groomed fora playlot for children of the apartments.
Staff checked into the status of the two Iots and found that both were tax
forfeited properties_ The size could accommodate a very small soccer field
and/or a small overlapping ball field_ The Iots require clean-up, mowing ,
Uand seeding. The play space would be next to a street, but it was
suggested that bushes could be planted along the roadway to hinder
children from running into the street - or could be fenced- After disaission,

Hillview Paris hockey boards are very old. Planks and hardware has been
replaced numerous times with a result being that the facility Iooks

winter as well as rollerblade hockey rink and basketball court during
Spring, Summer and FaIL The function of the facility is very good - but
there is a rieeed to repiac; the hockey boards. Approximate cost is Sto,000.

In addition, Staff reminded Commissioners about the need for additional
netting at Greenfield Park baseball field to decrease the number of foul
