1. CALL MEETING TO ORDER
President Mueller called the meeting to order at 6:30 p.m.
2. ROLL CALL: President Mueller, Vice President Hull, Commissioner Bergeron
Commissioner Gunn, Commissioner Meehlhause, and Executive Director Zikmund.
NOT PRESENT: None.
3. APPROVAL OF AGENDA
MOTION/SECOND: Gunn/Meehlhause. To Approve the February 10, 2020, Agenda as
presented.
Ayes – 5 Nays – 0 Motion carried.
4. CONSENT AGENDA
A. January 27, 2020, EDA Minutes.
MOTION/SECOND: Meehlhause/Bergeron. To Approve the Consent Agenda as presented.
Ayes – 5 Nays – 0 Motion carried.
5. PUBLIC COMMENT
None.
6. EDA BUSINESS
A. 20-EDA-335, A Resolution Approving an Amendment to the Loan
Origination Agreement with the Center for Energy and Environment.

Executive Director Zikmund requested the EDA adopt a Resolution approving an amendment to
the Loan Origination Agreement with the Center for Energy and Environment. He reviewed the
two minor corrections Kennedy & Graven had found within the agreement and recommended
approval of the amendment.
President Mueller requested information from staff regarding the HOP loan program and the $2
million the City had available in interest free loans. Executive Director Zikmund reported the
City received $2 million from the MPCA in order to provide interest free loans to residents that
need assistance with scoping, inspecting and rehabbing lateral sewer lines. He commented these
funds could also be used to assist with upgrading a water softener system. He noted the loans
would have zero interest and could be paid back over five years.
MOTION/SECOND: Gunn/Meehlhause. To Waive the Reading and Adopt Resolution 20-
EDA-335, A Resolution Approving an Amendment to the Loan Origination Agreement with the
Center for Energy and Environment.
Ayes – 5 Nays – 0 Motion carried.

President Mueller adjourned the meeting at 6:38 p.m.
