RESOLUTION APPROVING A JOB DESCRIPTION FOR
ASSISTANT CITY ADMINISTRATOR
WHEREAS, Brian Beeman was promoted January 1, 2019 to the Assistant City
Administrator position via Resolution 9055 on December 10, 2018; and
WHEREAS, at the time a job description had been created and discussed with the
Human Resources Committee; and
WHEREAS, staff recently discovered the job description was not included with the
original materials presented to Council for approval on December 10, 2018.
NOW, THEREFORE, BE IT RESOLVED, that the Mounds View City Council
approves the job description for Assistant City Administrator as shown in Exhibit A
(attached).

POSITION DESCRIPTION
Position Title: Assistant City Administrator
Department: Administration
Accountable To: City Administrator
Status: Exempt
PRIMARY OBJECTIVE OF POSITION
Acting City Administrator in the absence of the City Administrator, responsible for
strategic planning/leading the Gallup StrengthsFinder program and other special projects
as assigned. Assists the City Administrator with individual employee and team dynamics
and employee development, business development and redevelopment activities and the
coordination of those activities with quasi -public groups in the community. Performs a
variety of routine and complex administrative, technical, and professional work in the
preparation and implementation of business development and redevelopment programs
and services, and the preparation and dissemination of marketing and communication
materials.
SUPERVISION RECEIVED
Works under the general supervision of the City Administrator.
SUPERVISION EXERCISED
None.
ESSENTIAL DUTIES AND RESPONSIBILITIES
• Serves as Interim City Administrator in City Administrators absence.
• Represents City/City Administrator in his/her absence at Council or other public
meetings.
• Represents City/City Administrator at association, organization or similar
meetings.
• Empowered to act on behalf of City Administrator as provided in statute, code, and
City Charter.
• Responsible for developing and guiding Strategic Planning for City.
• Responsible for developing and leading Gallup StrengthsFinder program and
special projects as assigned.
• Coordinate the activities of the Economic Development Commission (EDC) and
assist with matters of the Economic Development Authority (EDA).
• Coordinate business and economic development marketing and promotional
activities aimed at attracting new development and investments to Mounds View.
• Research City website projects and manage overall website integration.
Consistent communication through the website portal. And, oversee all website
agreements.
• Provide technical and professional advice and support to other staff members,
local development corporations, Ramsey County and relevant State agencies.
• Develop and maintain a Business Retention Program via regular contact with
business owners, property owners, and economic and business development
related community organizations.

While performing the duties of this job, the employee is occasionally required to stand or
sit; walk; use hands to finger, handle, feel or operate objects, tools, or controls; and reach
with hands and arms. The employee is occasionally required to climb or balance; stoop,
kneel, crouch, or crawl; speak or hear. The employee must occasionally lift and/or move
up to 25 pounds.
Specific vision abilities required by this job include close vision, distance vision, color
vision, peripheral vision, depth perception, and the ability to adjust focus.
WORK ENVIRONMENT

While performing the duties of this job, the employee occasionally works in outside
weather conditions. The employee is occasionally exposed to wet and/or humid

The noise level in the work environment is usually quiet in the office, and moderate in the

• Create and distribute marketing materials and brochures in support of the City's
business development programs.
• Assist with the negotiation and implementation of development agreements for
redevelopment projects including coordination of property acquisition, relocation
efforts, site clearances and related actions.
Assist in the administration of the City's business subsidy programs and "Business
Toolbox".
• Develop short and long range business and economic development and
redevelopment plans; gather, interpret, and prepare data for studies, reports and
recommendations.
• Develop and maintain a comprehensive database of the inventory of available
buildings and sites in the community for business and economic development
purposes.
• Prepare and maintain information on utilities, taxes, zoning, transportation,
community services, financing tools, etc.; respond to requests for information for
business and economic re -development purposes; prepare data sheets and other
information.
• Respond to local citizens inquiring about local business and economic
development activities and opportunities.
• Monitor local, state and Federal legislation and regulations relating to business and
economic development, and report findings, trends and recommendations to City
Administrator.
• Assist in the application and submission of grants and other outside funding
opportunities to further the business and economic development goals of the City.
PERIPHERAL DUTIES
Attends professional development workshops and conferences to keep abreast of trends
and advancements in the fields of business and economic development, marketing,
business subsidies, City Clerk/Administrator, and talent management certificates.
Other duties as assigned by the City Administrator.
MINIMUM QUALIFICATIONS
Education and Experience:
(A) Must have a bachelor's degree in urban planning, business or public
administration, economics, marketing, finance, or a related field, and a minimum
of one (1) full year of experience in economic/community development and/or
redevelopment, business subsidies, chamber of commerce, economic
development authority activities, and/or, business retention programs.
DESIRED QUALIFICATIONS
(A) Master's degree in urban planning, business or public administration, economics,
marketing, finance, or a related field.
(B) Certified StrengthsFinder Coach.
(C) Certified City Clerk.

Necessary Knowledge, Skills and Abilities:
(A) Knowledge of municipal government operation.
(B) Knowledge of Mounds View City Charter.
(C) Knowledge and skill in strategic planning.
(D) Knowledge of business retention and recruitment programs and economic
development and redevelopment principles.
(E) Knowledge of Gallup StrengthsFinder concepts and ideas.
(F) Proficient in areas of social media and web development.
(G) Experienced in desktop publishing and marketing efforts.
(H) Working knowledge of municipal zoning, infrastructure, and land -use planning
and processes.
(1) Ability to communicate effectively orally and in writing; ability to establish
effective working relationships.
(J) Knowledge of tax increment financing and other business subsidies.
(K) Perform work in a timely and thorough manner.
(L) Demonstrate initiative and excellent problem solving skills.
(M) Demonstrate an ability to effectively handle a wide variety of City projects and
problems in an effective and professional manner.
(N) Demonstrate proficiency in developing and leading a strengths based
organization.
(0) Maintain a positive image of the City through effective handling of problems and
sound coordination of multi -department programs.
(P) Anticipate communication needs of public, Council and staff and effectively act to
meet those needs.
(Q) Develop a work schedule for carrying out assigned tasks and meet the schedule
in a timely manner.
(R) Skill in the operation of the listed tools and equipment.
SPECIAL REQUIREMENTS:
Valid state driver's license or ability to obtain one.
TOOLS AND EQUIPMENT USED
Laserfiche and Microsoft Office Suite applications in a windows environment; copy
machine; postage machine, and calculator.
PHYSICAL DEMANDS
The physical demands described here are representative of those that must be met by
an employee to successfully perform the essential functions of this job. Reasonable

essential functions.
Work is performed mostly in office settings. Some outdoor work is required in the
inspection of various land use developments and construction sites. Hand -eye
coordination is necessary to operate computers and various pieces of office equipment.
