HomeMy WebLinkAboutResolution 9327RESOLUTION NO 9327 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA AUTHORIZING THE HIRE OF ANDREW THOMAS TO PARK AND RECREATION SUPERINTENDENT WHEREAS, Council recommended approval of the City operating a Park and Recreation Department; and WHEREAS, staff created a job description for the Park and Recreation Superintendent which has been reviewed and has the following pay range: Step 1 Sfie 1.5 1 Step 2 Step 3 Step 4 Step 5 31.02 31.99 32.96 34.90 36.84 38.78 WHEREAS, the Park and Recreation Superintendent position has been offered to Andrew Thomas who has worked at the Mounds View Community Center for the past Four (4) years; and WHEREAS, Mr. Thomas has agreed to accept the position with a hire date of October 31, 2020 at Step 2. WHEREAS, after a successful six (6) month probationary period, Mr. Thomas would advance to Step 3 on April 30, 2021, Step 4 on April 30, 2022, and Step 5 on April 30, 2023. NOW, THEREFORE, BE IT RESOLVED that the Mounds View City Council, Ramsey County, Minnesota, hereby approves the Park and Recreation Superintendent Job Description Exhibit A (attached) and authorizes Staff to complete the hire of Andrew Thomas with a beginning date of October 31, 2020. Mueller,'Mayor Lorr ATTEST: Nyle mu , City Administrator Exhibit A CITY OF MOUNDS VIEW POSITION DESCRIPTION Position Title: Park and Recreation Superintendent Department: Park and Recreation / Community Center Accountable to: Director of Public Works/Park and Recreation Status: Exempt PRIMARY OBJECTIVE OF POSITON Under the guidance and supervision of the Director of Public Works/Parks and Recreation this position is responsible to proactively supervise park and recreation personnel and effectively implement work plans for the reliable and long-term recreation programming and Community Center operations, and maintenance. The superintendent serves as the leader regarding the development of Recreation programs and develops partnerships with other cities and agencies to further promote and implement the overall goals of the Park and Recreation Department. SUPERVISION RECEIVED Works under the general guidance and direction of the Director of Public Works/Park and Recreation. SUPERVISION EXERCISED Direct supervision over all assigned personnel in the Park and Recreation Department. ESSENTIAL DUTIES AND RESPONSIBILITIES • Prepare, develop and supervise a year-round diverse program of recreation activities and services to meet the needs and interests of the community utilizing all available facilities. • Administer long- and short-range plans to meet community needs for all recreation programs and events and update as needed. • Supervise and delegate duties to department personnel, including assigning tasks, evaluate performance, provides training, etc. • Assist Human Resources in recruitment and selection of Park and Recreation staff. • Train Park and Recreation personnel for programs. • Lead planning and design efforts for park and recreation facilities assuring the safety, function, and cleanliness of the facilities. • Work with Department Director to prepare and present the operating budget for the community center and capital budget for the parks fund. • Prepare grant applications when they become available. • Assist as a liaison on the Parks, Recreation and Forestry Commission with the Department Director. • Assist in planning, implementing and maintaining cooperative relationships with school, civic and other community groups as well as other City departments. • Assist in overseeing department communications, including input to the City's newsletter, program flyers, and department content on the City website, news releases, social media and department productions in collaboration with the City's Communication Technician. • Attend City Council meetings as required by the Department Director. • Responsible for following and complying with City policies and procedures. • Ensure a safe and healthy work environment and conduct business in a safe manner. • Maintain an inventory of all Park and Recreation property and equipment. • Assist with reconciling Community Center financial transactions. • May work evenings and weekends as needed. • Perform other duties as assigned. Park and Recreation Superintendent October 26, 2020 Page 2 MINIMUM QUALIFICATIONS • Bachelor's degree in recreation administration or related field. • Minimum five (5) years of experience in the recreation field working in a municipal or county setting. • Minimum of two (2) years direct supervisory experience. • Valid driver's license. DESIRABLE TRAINING AND EXPERIENCE • Master's degree in recreation, public administration or related. • Three (3) years of experience in recreation facility management. • Experience with recreation related software. NECESSARY KNOWLEDGE, SKILLS, AND ABILITIES • Knowledge of development and implementation of recreation and athletic programs for all ages and abilities. • Working knowledge of ADA requirements as it pertains to recreation and leisure programs. • Working knowledge of safe practices and procedures in planning and overseeing recreation programs. • Proven management abilities in community and government relations; budget development and financial control; staff management and development; property and building management and volunteer development. • Ability to think conceptually with good analytical skills and demonstrated assertiveness to manage the scope and diversity of the responsibilities. • Considerable ability to show initiative, be dependable, and exhibit self-confidence and maturity with others. • Proven ability to resolve conflicts with public or within workplace. • Considerable ability to develop and maintain relationships and communicate effectively both orally and in writing, including making presentations to groups. • Considerable ability to effectively represent the City, department, and administrative operations to management and the public. • Working ability to facilitate effective presentations at public meetings. • Ability to perform research and evaluate information and prepare reports and recommendations. • Ability to handle multiple demands and priorities and achieve organizational objectives. • Ability to work effectively with individuals from diverse backgrounds. TOOLS AND EQUIPMENT USED Laserfiche and Microsoft Office Suite applications in a windows environment; copy machine; postage machine; and calculator.
