5. CARES Act Grants to Non -Profits — Nyle and Mark
a. General information and discussion if council wishes to provide grant relief to
nonprofits. Staff compiled list (but may be others) for discussion purposes, New
Brighton recently adopted an specifically excluded religious organizations/entities.
Similar action could be taken specific to any city affiliated (SBM and Police
Foundation)
b. Action Requested — If Council is interested in pursuing further, provide staff

Item Title/Subject: Update on Radium Pilot Study for Water Treatment Plant No. 1
Introduction:
At the March 25th, 2019 City Council Meeting, the Council approved AE2S to perform a
water study and proceed with design and bidding phases for the rehabilitation of WTP
No. 1, WTP No. 2, WTP No. 3, and the Booster Station.
During the water study and testing at Water Treatment Plant No. 1 the Minnesota
Department of Health (MDH) brought to the attention of AE2S and Staff, that WTP No. 1
had combined radium results above the regulated maximum contaminant level (MCL). Due
to this discovery, Water Treatment Plant No. 1 was removed from the scope of bidding with
WTP2, WTP3 and the Booster Station.
It was determined that further testing and information was needed as well as completing a
water pilot study in order to provide the City Council and residents the best options for safe
drinking water at Water Treatment Plant No. 1.
Discussion:
AE2S along with Staff will provide the Council with the findings of the Radium Pilot Study along
with recommendations for the necessary upgrades to Water Treatment Plant No. 1.
Recommendation:
Receive presentations and provide feedback and direction to City Staff on moving forward with
the plans and specifications for the needed upgrades to Water Treatment Plant No. 1.

Coach of the year award and have received the Cal Stoll Coach of the Year award. I am a 2-time cancer survivor, father of 4 and husband. I

What is your reason for wanting to service on this Commission/Committee
I am very interested in seeing Mounds View continue to grow its economic base. There has been so much progress over the past few years. I
look forward to continued growth, especially along Mounds View Boulevard. Transforming Mounds View Boulevard into a facility that better
serves our community will be challenging, but worth the work. I hope to bring my experience as a commissioner to contribute towards
efforts to snake Mounds View Boulevard a more vibrant community asset.

I am very interested in the future of this community. I have worked as a sales professional for a majority of my career and over the last 9
years, as a Navy Veteran myself, I have been working as an advocate, initially with the VA and now with Ramsey County Veterans Services,
I also was the Executive Director of the non profit, Veterans Defense Project for two years. My son and Daughter in law with my two
grandchildren live here in Mounds View and I would love to be able to lend my experience in the ongoing development of this city.

As a sales professional, I have held numerous positions in different organizations working with groups both inside and outside of said
companies. I have been involved in long term planning that involved facilities as well as growth plans. I also served on the Planning
Commission in the city of Maplewood where I lived previously for 18 years before our move to Mounds View. In my work with the Veterans
Defense Project, I worked tirelessly with lawmakers, lobbyist's and many different stakeholders in the development of The Veterans
Restorative Justice Act (VRJA). The Act has been passed by both chambers of the legislature and the Governor will sign as soon as the
dark period of bonding is over.

I am the Mentor Coordinator for the Veterans Court in Ramsey County. In this role I developed a volunteer program that pairs volunteer
veterans with justice involved veterans as mentors to assist them in their journey through the court. I developed the program and recruited
all the volunteers and our group currently has > 30 volunteers. I believe that my experience and education would be an asset to the city as
we move forward into the future.
What is your reason for wanting to service on this Commission/Committee
I covered this above, but to reiterate, I want to be able to serve this community and leave it a better place for my grandchildren.

I have been a PTA president and volunteer coordinator for a community center as well as the MS Society. I enjoy volunteering and help
wherever I can. I am currently working with some volunteer coordinator tasks for Rein in Sarcoma. I also worked very heavily with the levy
groups when my kids were in school in the district. I am a graduate of Irondale High School and have enjoyed being a part of the school
district when my kids attended the same schools that I did and even had some of the same teachers I did.
What is your reason for wanting to service on this Commission/Committee
There are so many reasons but the main one is to be better informed about what is going on in the city. It's easy to set back and give
commentary about things that the city is doing, but if you aren't properly informed then you don't have all the facts. I also want to use my
business skills in other ways and hopefully I can with this committee. I would very much look forward to the opportunity, the challenges,
contribute more to the Mounds View Community and be able to share that with others.

II. OTHER INSPECTION / PLANNING FEES

Applicants are responsible for all costs incurred associated with the filing, review and processing of
development applications. Such fees are to be paid in escrow up front or upon receipt of statement from the
City of Mounds View. Fees may include, but are not limited to, costs for consultants retained by the City,
consultant planning services, attorney, and engineer fees. A deposit may also be required to cover costs of
public notices, materials and staff time spent in the review, research or preparation of materials associated
with each application. The applicant shall be responsible for all reasonable incurred costs in excess of the
initial fee and/or deposit amount. Any portion of the deposit not spent or encumbered shall be refunded to
the applicant within 30 days after consideration of the application is completed. Payment of park dedication
fees is required with subdivision applications. Application fees are not refundable.

the City of Mounds View can submit a written request to the City Administrator that $500 fee be waived.
2. Only one waived fee per year per Non -Profit is allowed.
3. Non -Profit's making and receiving the waiver are still
required to submit a $200 security deposit to cover
damages and cleaning.
4. Non -Profits making and receiving the waiver must clean the facility and remove all trash or will forfeit their $200
deposit.
5. Residents/Neighborhood Groups requesting use of
a Park Facility for National Nagh Night to Unite are
required to pay the $25 security deposit for the key
and sign a use agreement that details cleanup and usage
requirements.
